HE’S BEEN ‘REASSIGNED”!!!!!!

This Writer has confirmed that LBTS Town Manager Esther Colon gave Chief Gooding the “BOOT”…asking for him to be “reassigned”…and so it begins!…

Any doubt of the “Gang of 3s”…intentions to remove the BSO Police and install the McIntee Police Department are now gone!.

The Mayor and Commissioner Dodd are out of town…and you can bet that none of these 3 McIntee…Silverstone and Clottey will call for an emergency meeting!…

HELL NO!  We hear  (hearsay) these 3 were “INSTRUMENTAL” in aiding Town Manager Colon in her actions…HELL WITH SUNSHINE?….

Residents of LBTS  must not allow such actions that jeopardize our safety for PAYBACK from the Town Manager and the the “Gang of 3″…for Chief Gooding standing up for his department!…

We are now in a Totalitarian Town….and no one is safe from the actions of these four!…

Town Manager Esther Colon….must be fired!…

Vice Mayor Jerry McIntee must step down!

Commissioner Jim Silverstone must step down!

Commission Birute Clottey must step down!…

They have acted in a manner that is NOT THE WILL OF THE PEOPLE!…

Update…Does He Have A Screw Loose?…

VICE MAYOR/DEPUTY CHIEF MCINTEE ON SCENE FIRST….FOR WHAT?…

In the previous scoops post…’Bending The Rules’… the BSO Police  5/4/09 Incident Report…showed that VFD Deputy Chief McIntee went in ahead of the BSO into a crime scene after dispatch put out a call of “shots fired, possible suicide attempt.”…

Deputy Chief McIntee did not follow the LBTS-VFD SOPs required in this situation putting himself, BSO Police , the victim and his family at risk!

Deputy Chief McIntee went inside at and was found “inside the house, talking with the complainant.” after BSO Police arrived at 17:13 …The BSO Deputy was advised by the wife that her husband had just shot himself and the BSO Deputy went to the master bedroom with two other BSO Police Deputies….

The victim was still alive and had a loaded gun next to him….

AMR “arrived at 17:16 and started CPR on the subject”…..

BC- We have been told repeatedly that McIntee arrives on medical calls to assist AMR in first aid until they arrive….So why did he not go in and begin CPR on the victim until AMR arrived…well over 4 minutes later?…(Dispatch was at 17:11 …BSO arrived 17:13 to find McIntee already inside..AMR arrived at 17:16)…

If McIntee did not enter the room because of the victim having a gun…then why would he stand in the living room with the wife?…..

There is no way to exonerate or condone his actions in this dire situation….

This is a no- win situation…showing more grandstanding behavior ……and Deputy Chief McIntee’s continued disregard for following the rules!…

Here’s The Scoop…LBTS-VFD Feeling Their Oats…..

MAKING A SMOOTH TRANSITION ?……..

Definition… feel your oats
‘to have great confidence in your importance or ability’
BC- We hear with Vice Mayor/Deputy Chief McIntee out of town this past weekend and with 2 fires to contend with….the LBTS-VFD saw how smooth the department can run sans McIntee…and we hear…They liked it!……

First the department had to contend with the Ocean Hyperbaric Oxygen Neurologic Center…and work side by side with BSO and AMR…

BSO took charge of the scene….and we are told there was no “chest puffing” on just whose “scene” it was ….as we hear took place at a prior incident…because…McIntee was out of the picture…HMMMM…

Pompano Beach called for mutual aid we are told on Sunday afternoon at the corner of Terra Mar and A1A…for an equipment fire…again smooth going..between departments…with commentary it is said…..WOW!…

We also hear a visit was made by the Deputy Chief to purchase a ladder truck near Buffalo…If true…looks like the Fl. Ethics Commission needs to feel some of their own “oats”…

The incident reports have been requested from the VFD…BSO…and Pompano Beach and they will be posted upon receipt….showing how each incident was handled…

In the meantime…VFD…looks like feeling your “oats”…”oat” to be permanent…in 2010…if not sooner!…

Here’s The Scoop…”Explosion”… At Hyperbaric Chamber…LBTS…

11:28 am  a call of an  “explosion” came in to the VFD at the LBTS Hyperbaric Chamber…

We hear there were 2 people inside the chamber when “it blew”…

They were both badly burned…and were removed from the building awaiting an emergency helicopter to Broward General…

The Helicopter arrived at 11:50 am and was circling to land at 11:54 am…

We hear the child was 7-8 years old and a woman in her 30’s…

Sirens could be heard coming from many directions……and the street was cordoned off….

The child left by helicopter/ the adult went by ambulance with one flight rescue personnel  to Broward General…

LBTS-VFD Chief Perkins is in charge…Deputy Chief McIntee is reported to be out of town…

BSO/AMR and LBTS-VFD are all on scene…

This is the 3rd incident at the Chamber for the VFD since it took over in October…

Previously posted…was a dryer fire…and recently a false alarm with full evacuation…

Here’s The Scoop…Better Look Both Ways…

“IT’S MCINTEE.”…….

LBTS Residents and tourists are being warned …BETTER LOOK BOTH WAYS…and Listen for those sirens and lights from the McIntee VFD Command Vehicle!…

We hear last night he came “careening” down El Mar Drive from the CIC annual meeting at the Palm Ave. Surf and Yacht club …heading north ….leaving patrons at the local restaurants to watch in “horror”…Thankful that no one was crossing the road…. All knew it was “McIntee”…..Quite a “calling card”…for what many say is this accident waiting to happen!…

We hear that following his bad example…was his “stand-in” for the weekend…Capt. McGirr driving the Deputy Chief SUV on Sat. and nearly having an accident of his own en route to a call going north on A1A…again leaving many residents with “a lot of complaints!.”…..HMMM…A lot of complaints…How about another “ordinance” ?…

The new “game” in town is a sad one…Waiting for the inevitable to occur with the VFD racing for medical calls…throughout the town…(last night was a medical call…man down )……

BC- Why does McIntee do it?…Because he can!….Why would Vice Mayor/Deputy Chief  McIntee on the one hand repeatedly bring AMR to the podium …sing their well deserved praises for response times (98% of the time in March their time of arrival on scene was 3 minutes 9 seconds)…and then “pull the rug out from under them” in the eyes of the residents by constantly racing around town at high rates of speed with his lights and sirens blazing…just to “beat” them upon arrival to at he scene? Pure ego…Pure power…and because no one will stop him… The growing negative commentary coming from within the ranks …and other departments….as well as from the voters….say it will only stop one of two ways…. with a tragedy ……or a loss at the 2010 election booth!…

THAT’S A BIG ONE ALRIGHT….

Finally the LBTS-VFD provided the public records request for the  Incident Report on the April 11,2009 drowning …..13 days after the incident and 11 days after the BSO produced theirs…

In the meantime Vice Mayor/Deputy Chief McIntee told one of his “tales” from the dais…and said the VFD Beach Patrol was first on scene and had started CPR…

Those who were attending the Mc-Furth CIC Easter-By- The-Sea event were certainly taken aback at this latest exaggeration made by the VM…

We all watched as the 2 ATV’s left for the beach along with AMR and VFD firetrucks…from where they were stationed at the Municipal Park…

This writer previously posted (scoops, public safety categories) the BSO Incident Report that differed in the account given by McIntee …and in the 4/24/09 BTSFuture an article and pictures of ATV 1 & 2 clearly shows they were not on the beach when this occurred...http://www.bytheseafuture.org/

The BSO report stated…”I witnessed persons performing CPR on white female, later identified as Mary Darnely……LBS Fire/Rescue arrived within 30 seconds and took over the scene and administered CPR and moved Darnley to the ambulance.’

BC…This one beats the “tale” of the Station moving to the beach…because as this writer posted and  all in attendance can attest to…VFD Chief Perkins NEVER LEFT his “station” behind his music sound system he was providing for the event…totally oblivious to the call! What a “command post”!…This report was “reviewed” by Chief Perkins…YIKES!…First we have   “2-Hats” Commissioners…and now we have a Chief in 2 places at once!…

Narrative Text “At 1013 hours on Saturday April 11,2009 we were dispatched to surf rescue.Seven units were assigned to this incident. Seventeen personnel responded. We arrived on scene at 1016 hours and cleared at 130 hours. The incident occurred at 4144 El Mar Drive L-B-T-S in District 12A. The local station is 12. The general description of this property is beach. The primary task(s) performed at the scene by responding personnel was to provide basic life support (BLS) No mutual /automatic aid was given or received.’Upon E12 arrival, patient was found on the beach unresponsive. E12 provided BLS and released and transferred care to AMR upon its arrival (CP Padden). Pt was transported to Holy Cross hospital by AMR. ” Alarm number 1400376 has been assigned to this incident.

BC- Did Kevin Padden arrive on scene as AMR in AMR truck or as VFD in Beach Patrol ATV?…(possibly off- duty still in AMR uniform?)

The time has come to stop all these “shoddy” Incident Reports and to require multiple vehicle reports to done by those on scene within hours of their return from the incident …We were told would be the standard practice of the department by the Chief during their transition period…….

Here’s The Scoop……SEA DOO Training For LBTS-VFD Beach Patrol Ocean Safety…Is “Kid’s Play”…

JUST “PLAYING” AT BEACH WATER SAFETY…..

Below is a response from the VFD today concerning who is “training” the LBTS- VFD Beach Patrol “Future Operators”..(.as stated by Chief Perkins in the BTSTimes 4/18/09)….

The VFD E-Mail….

‘As for the sea rescue training, all training is in house and is being overseen by Chief Perkins, Battalion Chief Louvaris and Captain McGirr.   Chief Perkins has over 20years experience with beach rescue & jet ski operation, Battalion Chief Louvaris has over 35 years mechanical experience and Captain McGirr has 7 years of experience with jet ski operation’

BC- Feel a pit in your stomach?…This writer/ resident certainly does!…

No disrespect to these gentleman……BUT…Exactly how do they suffice for the USLA training required for “surf lifeguard” rescue at our beach on Personal Watercraft?…

Does Chief Perkins have the USLA training credentials to train and certify theses VFD-“operators”?…

Battalion Chief  Louvaris having “mechanical experience” does not seem to apply in any capacity to “train” for a search for  “lost swimmers” or “drowning victims”…

Captain McGirr we hear does not have 7 full years of experience…and again is he qualified to be a certified instructor to these “future operators”?…

Residents and Tourists are not assured of a fully qualified/certified beach response team to respond to any serious water safety situation in our town…

Somebody needs to stop this…”playing around” with the public’s safety…

Here’s The Scoop…Proactive Protection…or P.R. Liability?….LBTS- VFD Ocean Safety Program

LBTS- VFD PROVIDING A FALSE SENSE OF SAFETY?….

There were whispers coming out of the VFD a few weeks back that the department was getting a Jet Ski…but to keep mum until it was official…

Fast forward to an article in the Hi-Riser that came out on Thursday April 16, 2009 …(previous post…scoops) where reference was made to a Jet Ski…Then 2 days later a full page color ad paid for by the VFD Booster Club appeared in the Mc-Furth Times…It was another pretty picture by LBTS-VFD-BTSTimes-official Town photographer Marc Furth of LBTS- VFD Fire Chief Perkins pasted on the  back cover page that shows the newly detailed LBTS-Beach Patrol Sea Doo on the beach  …..(“Now on Duty Deputy Chief Jerry McIntee”…to come soon?)….The text says the Chief is presenting to the “neighbors” with “great pride” a “new piece of beach safety equipment” that the LBTS-VFD purchased with “their own funds”…that “this equipment will be used to search for lost swimmers or drowning victims” and is “a perfect addition to our ever expanding beach safety program”…that it will help “make our beaches just a bit safer for our citizens and visitors”…and finished up with “All VFD future operators of this marine unit are presently in specialized training.”…

NOTE: This writer has made a public request to find out who is doing the specialized training the Chief has announced in print…and will post upon receipt…in a followup post…

I made a call to Lieutenant Gerry Falconer of the Miami Beach Fire Department, Ocean Rescue Division to get his input on the new service offered and what would be required to truly offer such safety to our residents and tourists…

Lt. Falconer was in attendance not too long ago to speak about lifeguards on our beaches…Unfortunately, in this writer’s opinion he along with the other men who made the time to come and speak were severely curtailed in their allotted time and were met with deaf ears from the dais along with a Vice Mayor/Deputy Chief  who declared any lifeguard protection of our beach was a pipe dream and “ain’t gonna happen”…touting the VFD Beach patrol as the only viable alternative…

To her credit Comm. Clottey did want this issue to perhaps be a referendum item…something that still merits discussion with a return to a future agenda…by her or another dais member…

In my phone conversation with Lt. Falconer I explained the purchase of the Personal Watercraft and the use  as explained by the VFD…He was very professional…and explained the difference in protection on the beach along with where to find out more useful information to assure we have the right services…

First there is PROACTIVE beach protection…which means there are lifeguards out on the beach doing surveillance allowing them to respond and/or prevent a situation…

Then there is RESPONSE beach protection which is much like a fire, theft or robbery…after the fact…

Lt. Falconer said you have 4-6 minutes to successfully resuscitate a victim pulled from the water…

The fire department and/or police are referred to as a Recovery Unit…and are still part of any lifeguard patrolled beach in the off hours…

While Lt. Falconer felt adding equipment was “a step in the right direction” …he asked what everybody is asking “Who is going to be operating this stuff?”…

The operators need to be trained by United States Lifesaving Association standards…which a quick look on the USLA site (link below) included a 1000 USLA rescue training hour requirement besides hours of watercraft training time….USLA is the only “Surf Lifeguard” program for beach safety…The Lt. said if a department touts the Red Cross as the certification standard used …”That’s good so long as you’re guarding a a swimming pool!”

Supreme Court….scroll down further to “Effectiveness A Report of the Working Group”…( both of these reports were sent to the Mayor and the Town Attorney by Lt. Falconer after the Commission meeting he attended…He has not heard back from either or the Town)…

Then….scroll down to the bottom….”Training and Equipment Guidelines using Personal Watercraft as a Rescue Tool”..which shows the criteria required to truly enable the safety of of both the victim and the rescuer….

Lt. Falconer added one last piece of information…right next door we have a first rate USLA Rescue Training Department in Fort Lauderdale…(link below)….

BC- Now what concerns this writer is the previous “cut to the chase” mentality of the Deputy Chief of the VFD and the unfortunate departure of Lt. Scot Fowler (previous VFD posts)…who was indeed the person that could have offered the correct program for training this new VFD program…Unless he has returned,( as stated by the VFD Chief would occur)… it is troubling if these VFD- Beach Patrol  “operators” are being trained as they were on the ATVs…substandardly…

Also, what about the liability to our Town?…A look at the above case on the USLA site shows we leave a wide open door in the VFD “advertising” such water safety protection covering our beaches…

We were not allowed to put warning flags up, and the Vice Mayor/Deputy Chief himself is on record along with his BFF Comm. Silverstone saying these warning flags could not be initiated due to the FACT that if the VFD was neglectful in putting up or taking down the flags and an accident happened the Town would indeed  be liable!…So how is this okay?…

Once again ….we have “blurry lines” with the Town/VFD and what is the joint/independent responsibility of each…

Here’s The Scoop..Easter-By- The Sea…209…The Scuttlebutt…Part 2…/ Another Drowning

ON THE SIDELINES….

After reading Easter-By- The-Sea part 1…here’s what went on from the sidelines…

There were kids were trying to get behind the lines… with an assist by their parents…trying very hard to give them the “home court advantage”…to get the eggs first…

BC-It’s no wonder we have so many children that don’t want to play by the rules…

OOPS!..Even though he was in attendance and his wife who was busy helping out …her hands still sore from helping to fill up those 5000 Easter eggs a few days back…..there was no invocation made to start this holiday event from the Town Chaplain, Rev. George Hunsaker…

BC- If the event committee overlooked this in their pre-planning…seeing the Rev. there should have given them a quick heads up to rectify the situation….

Soon after the event began the VFD/AMR beepers went off….and they went running…both AMR in their ambulance and the VFD in 2 firetrucks…and the 2 ATVs…It was an apparent drowning at the beach near Hibiscus…We hear they removed a body from the ocean and covered it with a blanket…That witnesses say BSO was the first on the scene…anf the ambulance drove away no lights or sirens….

Meanwhile on the sidelines…there were plenty of questions. being asked……..Why were both VFD-ATVs at this Easter event and not on beach patrol on this busy holiday weekend?….Why was it more important for an empty ATV to sit out in front of the fire station with the “Now on Duty Deputy Jerry McIntee sign…strategically placed front and center (campaigning said many) when the Vice Mayor was not on beach patrol duty at this time…. he was at the event and driving one of the trucks to the scene?….( His ATV sign was over the top…. many said!) It was also disturbing to many that VFD Chief Perkins seemed oblivious to the drowning…”assigned” this day to provide the music for the event dressed in a beach patrol polo shirt/shorts and flip flops…he never left his spot….

We hear another near drowning was reported not long afterward…(hearsay)…but still the VFD- ATVs remained at the Easter event…even after the first drowning…..

BC- Holiday weekends..should be an all day VFD Beach Patrol requirement…wasn’t that discussed previously by the Commission?…

As Comm. Dodd and this writer were standing and talking to a former firefighter from Long Island…who was cluing us in on a Fire Commission…and how it worked where he came from……I handed the gentleman my card…and in a most absurd …ridiculous manner …Vice Mayor McIntee walked over and told the guy to “come here!”… …One could only laugh at such crass action…..and after the gentleman returned…I teased him and said…”Are you going to give me my card back?”…He laughed and said “no”…and we three continued on before we were so rudely interrupted!…His input about such a commission was informative …and even desirous for this town……but with the present leadership in the VFD…The present majority on the dais and the present Town Manager…there ain’t no way it would ever be considered!……

BC- Acts of desperation are never pretty to watch!….

Just as we’ve seen since the change in majority last year……the “other side” were no-shows…at yet another Town -CIC/VFD event…showing the great divide is ongoing….

BC- What will Easter-By-The-Sea  2010 have in store?…..It’s for the voters to say who will be running this show next April…
