Here’s The Scoop … Nary A Merry Christmas … For Those Turned Away ….

Dear Readers … for some in Lauderdale- By- The- Sea it is hard to find something to be jolly about when emanating from Town Hall is  Scrooge-ette in all her inept and vindictive  glory!…The Senior Center is still in the throes of turning people away who do not fit the “profile” of the newly posted sign on the center’s door…Must be 60 years or over…Must be a resident of LBTS … (prev. posts) … We hear those who have long used the center and are now being turned away are in a state of utter disbelief …They are totally disillusioned with this Town …starting at the top with Town Manager Esther Colon right down to her staff and her unwavering, supportive commission members …Clottey…Silverstone and McIntee!…

In this writer’s opinion…The Town Manager is doing major payback for the spot she finds herself in this holiday season…She chose the wrong allies in these 3 (and they in her!) …. When we all left the commission meeting in November it was with the understanding that the Senior Center requirements put forth by Commissioner (Clueless) Clottey would be only applicable to those monies coming from the Broward County Community Grant…And those participantswho did not fit the HUD criteria would be “covered” by the Town’s larger portion of the funding…..

After hearing what was going on at the Senior Center last week Commissioner Dodd sent the Town Manager the following e-mail … on December 18, 2009


“Senior Center:

I understand the town is now limiting the use of this facility to people over 60 who are residents. Can you please point me in the right direction so I can do my own research where it says that this town must limit the age of entrants because the center is partly but not fully funded by a Broward grant. If it is our own town rules then I would like to place an item on the agenda for the next meeting to change them . If it is by decree from Broward I would like a copy of their rules and to whom we can appeal on behalf of the town since there are a number of “Snow birds” , High income, tourists, non residents who have been enjoying the center’s activities. I feel they help our town, bring revenue into our town and have every right to participate in town activities while they are here. Isn’t it town money, town taxes and a town paid and appointed contractor who oversees the operation of the center.

On December 23, 2009 the Town Manager responded and sent a copy of the agreement approved by the commission “as it pertains to the Senior Center- Community Development Block Grant (CDBG) …adding the document was in their 11/10/09 backup…”and it indicates the mandates that LBTS must follow”.. The TM went onto add that due to the questions that arose at that meeting (Comm. Clottey made statements ) …the TM sent a letter to the Director of the Senior Center to “ensure that he as the contractor of the LBTS Senior Center does not violate any terms of the grant.”.. She went onto add those terms..

“1. Grant funds were received for operations of a Senior Center and the age requirement of 60 is per the Older American Act,

2. Income is mandated per HUD annual income limit.

3. Broward County residency is mandated as per Broward County grant funds. Are the snowbirds considered residents of Broward County or just property owners?

As informed at the 11/10/09 Commission meeting, records will be audited to ensure compliance. The alternative is that you propose LBTS absorb all the cost associated with the senior center and have the participation open to everyone that you desire. The funding that LBTS would no longer be eligible for would be available to other municipalities that followed the CDBG guidelines.  Respectively submitted ” TM EC…


Before this writer submits my opinion …included in the agreement package was the following…

“Agreement Between Broward County And Lauderdale-By-The-Sea for Senior Center Activities And Operation In The Amount Of $24,275 Providing For Funding And Administration  Of 35th Year Community Block Grant Programs”…

“Exibit A” –

“Project Description” The Senior Center Activities Project will provide activities for seniors including computer classes and water color classes, tap and line dancing, beginning and intermediate bridge classes, exercise and yoga classes. A provider will be contracted to provide the activities for seniors who are 60 years and older.

As of September 30, 2008 activity enrollment is 5,465 and there were 414 seniors registered in the Senior Center Programs. The scheduled class activities last fiscal year was 972.

One of the methods that will be used by the provider to measure participation is to count the numbers of seniors who participate in activities. The goal each month is to serve (80) clients and when registering for programs, seniors must show proof of residency.

This project is to provide SUPPORTIVE  services for LIMITED CLIENTELE located at the Jarvis Hall 4505 Ocean Drive, Lauderdale-By-The Sea, 33308″

CDBG Funding Source

The CDBG Funding Source will ASSIST the Town of Lauderdale-By-The-Sea to contract a provider to administer the activities of the Senior Center which will cost the Town $57,750.00 annually.

NON-CDBG Funding Source (s)

The Town of Lauderdale-By-The-Sea will contract a provider to administer the activities of the Senior Center

General Fund $33,475.

The Town of Lauderdale-By-The-Sea will provide suitable space and use of existing resources to provide classes and activities. Use of the space to conduct these classes and activities will be held approximately six hours per day, five days per week throughout the year. Utilities, maintenance and insurance will also be provided.

General Fund $28, 875.”

There is also a monthly progress report “Exhibit D” which includes the following …

“C.3. Describe success or problems encountered with the project:”

Response- ” Successes include a steady increase in the computer classes and daily activities.”

“C.4. Anticipated problems or concerns with project. Please identify technical assistance needed and/or requested from Housing and Community Development staff.”

Reply- “There are no anticipated problems or concerns with the Senior Center activities program. IT CONTINUES TO BE ONE OF THE MOST POPULAR PROGRAMS THE TOWN OF LAUDERDALE-BY-THE-SEA OFFERS ITS CITIZENS.”

“C.5. Anticipated advertisements and/or other contractual service. If so, has the Housing and Community Development staff been advised and appropriate steps taken to assure compliance?”

Reply- “N/A”

“C.6. If applicable, please complete the following Direct Benefit Report Form on all program participants.”

“Income Data”

“Very Low Income”

Reply-“<30% of area median”

Hmmm…  The Town Manager responds to Commissioner Dodd “The alternative is that you propose LBTS absorb all the cost associated with the senior center and have the participation open to everyone that you desire”…(Can’t ya just hear her tone?)…”That YOU desire!”…YIKES!…

I wonder if the Town Manager has indeed spoken to the Town Attorney on where we stand since the Town Attorney offered up no counter to the offer to”split” who falls under what category with this grant when discussed at that meeting…After all, the Town is supplying the larger portion of center’s funding and it seems this very important question should have been looked in to. It is far more than the attorney’s time used on the McIntee-Silverstone-Clottey-Colon driven “anonymous letters” or “Greenfest” used to go after the Mayor!…If the Town Attorney and Ralph Stone, the Director of the Broward County Housing Finance and Community Development Division both agree we cannot cover those who have actively participated in the Senior Center activities any longer…YES… we do need to say goodbye to the $24, 275 Broward County Grant and the Town should take the program over 100%… We have the funds …This current majority and Town Manager have used funds for items that had a much lesser impact than this!… Here’s just a few…The Pelican Hopper… The consensus prior to pre-election mode “campaigning” from the dais was that if the costs were to be increased to the town and the ridership was to remain low…get rid of it…The loudest respondent at the time was Vice Mayor McIntee…Never mind that…the item was never put back on the agenda when the dollar amount came back in the Town Manager report…It was just magically and unilaterally put on the 2009-10 budget as a done deal…A recent letter from the county again says the ridership is too low…(no surprise there)… For this fiscal year the taxpayers will pay approx. $43, 758 …Same goes for the still stagnant in the 2nd year McIntee -driven swimming program at the Public safety building, in  the budget for $12,000 .. .and the $10,000 for the Clottey Concert series……How about the N. Tradewinds blacktop passed 3-2 (McIntee/Silverstone/ Clottey) for over $50,000 etc…etc… etc.. If need be …let the commission direct the Manager to come up with an annual fee for the program.. at a reasonable rate…

The Town Manager true to form, curtly answers Commissioner Dodd  that if we let those under 60/non-residents back in and cover the costs without the county grant…(if the Town Atty. and the HFCD Director agree) “The funding that LBTS would no longer be eligible for would be available to other municipalities that followed the CDBG guidelines.”… Where in the heck are her priorities?…It was after all her staff that stated…”IT CONTINUES TO BE ONE OF THE MOST POPULAR PROGRAMS THE TOWN OF LAUDERDALE-BY-THE-SEA OFFERS ITS CITIZENS.”

So perhaps, the Ghost of Christmas future will make a special stop tonight…and show “Scrooge-ette”…the error of her ways!…

“….what happened that made the Town turn away all the people we had – we are losing numbers for every single class – most of the people who have to leave are 58 – 59 and live here in LBTS – they are sick – some started to cry today that they come – they have back and health issues and they have gotten better with the yoga class – what caused this?”

Time To Step Down Commissioner Clottey …

Dear Readers … This writer walked up to Town Hall today to sit in for the opening of the bids for the sale of the Development Department trailer (ITB 09-12-01)  … As I approached the hall I saw the Director of the Senior Center sitting outside on the Jarvis Hall portico… I went to say hello…I was surprised to see him outside due to the LBTS staff Christmas luncheon going on inside Jarvis at that time.. I asked Armilio if he was invited and he told me no!… I told him he was in good company because the Mayor was not invited either!… I went on to also tell him Commissioner Dodd was not invited by the Manager until last night at 6 pm…and of course he could not attend on such short notice due to work commitments… Inside the hall was the Manager ..administrative staff and town employees…Marc and Cristie Furth…. Commissioner Silverstone as Santa (that costume must be pretty ripe by now…after Christmas- By- The-  Sea and Marie White Christmas) …BSO … AMR and the VFD… But the Director of the Senior Center was literally left out in the cold!… M.I.A. was Vice Mayor McIntee…and after asking about any “Butch” sightings…one invitee said…”I thought he’d show up as an Elf!”…The Mayor though uninvited stopped by to pick up her mail and popped in…We are told the Manager was quite cold toward her…not quite the same as when this writer observed in Town Hall Comm. Clottey come in only to be warmly greeted by Ms. Colon and told “You better hurry, they’re running out of food!”…So much for not playing politics!…

But there is something much more disturbing then the cold shoulder and the lack of a proper Town Manager  invite to the Town Christmas luncheon folks!…

Thanks to “Clueless” Commissioner Clottey…and her galpal Town Manager Colon…the Senior Center has now shut its doors to many of the people who enjoyed and participated in it for such a long time!…

You may recall from previous posts that it was Comm. Clottey who pushed the Manager to go for an RFP for the Senior Center…The Manager quickly and happily complied and assisted… She bypassed bringing it to the dais for discussion and underhandedly asked the Director to write a job description…Then she threw him under the bus when she used it to find his replacement…There was an uproar after this writer posted what they had done…Nevertheless their Mc-Gang joined along…and in the end they needed to cave …but not due to pressure from the petitions or the calls they received  from constituents…They caved from lack of anyone else swooping in for job!…At the meeting to approve the RFP the “Gang” tried to appease those angry with their actions…And the Manager was less than truthful concerning her intent of combining the Director’s duties to incorporate the recreation programs (although it is still in the contract)… Commissioner Clottey obviously didn’t think she had done enough damage …as she continued to push forward ideas that we were not complying with the criteria of what is allowed for such centers … She stated the center could only be used by seniors 65 or older and of moderate to low incomes…She also wanted excursions to plays etc…to be incorporated… The Manager said she would “oversee” the concerns of Clottey with “spot checks”…What a gal…oversight for the Senior Center…but none for the VFD!…

Armilio sent a letter to the Manager after that exchange looking for clarification on what age would be allowed. to use the facility….He received her reply…It is posted on the Senior Center door today…SADLY!…









Thanks to Clottey…no one under 60 can come and participate at the Senior Center

Thanks to Clottey…no renters / Tourists who come for season can participate at the Senior Center

Thanks to Clottey…the numbers will go down…and then folks…the Senior Center with a loss in the number of participants will be told by the Manager and Commissioner Clottey….it is no longer “viable” and it will close its doors to all…no matter what your age or residency is!…

And while you’re at it make sure to thank her “Mentors”…the CIC and Marc and Cristie Furth”… Commissioner Birute Clottey doesn’t make an “instrumental”  move without them!…

By the way…the Development Department trailer ….RFP 09-12-01 ….had no bids!…

Here’s The Scoop … Puttin’ Him Through The Wringer …

Dear Readers …after all was said and “done”…to the Director of Senior Center Services…..He was the only bidder for ITB 09-09-02…the newly created “Recreational” and Senior Center Services Dept….And he will take on the additional recreation department work for “Zilch”…He bid the same amount 57,750.00 that was budgeted for just the Senior Center in 2009-10 …with no additional charges for the additional burden of managing the Mc-Recreational activities…such as…karate…(unless the Town Clerk did not read it aloud today in Town Hall at 2 pm)… The 2009-10 budget included 34,000.00 for those programs …Will the Director receive some deserved compensation from these funds for his additional responsibilities or will it become “unencumbered funds” in the last 3 months of the year?

It is on tonight’s continuation meeting at 6 pm for the regular commission meeting of Oct.13, 2009…under Old Business item e. …put on by VM McIntee…Look for the VM and his “gang” to say they “had” to go through the RFP process…Don’t fall for it…it’s just empty words and pre-election dribble …When all that really happened is they took a long-time highly regarded gentleman and put him through the “wringer”…courtesy of the Town Manager…Commissioner Clottey and the Mc-Furths…

Dear Readers … previous posts addressed the unfortunate situation LBTS finds itself in with the Invitation To Bid on the Senior Center…which is now to be combined with the Recreation program….if the Town Manager has her way… It was done without Comm. Clottey putting it on a regular Commission meeting for discussion and/or action… The Director of the Senior Center was just told that the Commission wanted to go out for bid…and after 9 years he had no clue if he still had a job……The “Gang” is trying to justify their actions now with the McIntee inclusion of Comm. Clottey’s “verbatim” workshop statement at the July 8, 2009 Special Meeting…during Resolution 2009-19…in the backup for his agenda item…(So who found it for him staff?…or the BTSTimes Truth Deflector?)….

JULY 28, 2009 5 pm Special Meeting (Fire/Millage)….

Comm. Clottey – After making her $20,000 Chamber of Commerce statement…when she said if the Chamber received $20,000 from the County (for the Welcome Center) it should come off their budget… said the following..

At 01:12:10 on the video (link below) “…I also believe that, as Commissioner Dodd has said many times, that things should go out to bid and I’m very concerned about the amount of money that we’re paying for the Senior Citizen Center. I think that should be put out to bid. We don’t have to deal with Good Will. We have a contract with a gentleman that people who attend happen to like him, but when I worked it out on an hourly basis, he gets paid an awful lot of money. Those are the important things I have to say. Thank You.”…

This was a hearing…and again, this should have been put on the next agenda and discussed… Comm. Clottey  should have gone to the Senior Center before taking any further action…Town Manager Colon should not have done another BSO style misrepresentation in stating “the Commission” wanted this bid…while deviously asking for and using Armilio’s own job description in the bid package to replace him… Vice Mayor McIntee should NOT have gone into the Senior Center  this week and told Armilio that he [ Armilio] would NOT be going anywhere and he  [ Armilio] could tell people he  [ McIntee] said so and should NOT that the Town had to do this bid when they did NOT have to!…..

Nothing like an “assist” from the Vice Mayor…to make Commissioner Clottey look even more clueless……with friends like him…….

Here’s The Scoop … THE WRATH OF “AUNT BEA” …

Dear Readers in today’s Sentinel…the “Invitation To Bid” …We hear seniors are reeling from this action taken…One resident sent Commissioner Clottey  an e-mail..and received  a response …Here is her “explanation”of her role in this fiasco…


Comm. Clottey…

“This Commission has put out a lot of items out for bid or RFP. Some like the parking citation service are rather small items. All I did was ask that this same procedure be followed for the service provider of senior center.
If the current provider submits the best RFP package in terms of promised service and price, that will be great. Even if it is not as good as a competitors, he would get the contract because he is a known and liked.

I have no idea if anyone else wants to provide this service but I owe it to the residents of LBTS to find out. There many be someone who wants to provide our seniors with a lot more programs for the same or lower price. The only way to find out is to put out a RFP. I owe this to our seniors and taxpayers.”


Again, I deeply regret the role I played in helping in the election of Comm. Clottey, the woman I backed and worked with was not this “clueless”…This “BID” should never have been done….It was not on the RFP list…It was not brought to the FULL Commission for discussion and/or action…it is nothing like the Parking Citation RFP…For Comm. Clottey to say “If the current provider submits the best RFP package in terms of promised service and price, that will be great. Even if it is not as good as a competitors, he would get the contract because he is a known and liked.”… WOW!…Why in the world would she cause this man such hardship, not knowing if he had a job after 9 years…and cause the uproar and wrath of her constituents …only to say even if his price is not as good “HE WOULD GET THE CONTRACT BECAUSE HE IS KNOWN AND WELL LIKED”?…..Why put everyone through this “exercise”?…Why cost the Town in staff time and advertising?…Why not have taken the time to find that out BEFORE?…

Step down Commissioner..after 2 years…step down!…

Dear Readers…This writer hear the some rumbling last week about an RFP going out for the Senior Center to change from the longtime current provider…The Director, Armilio Bien-Aime who built this program up to be the success it is today for the last 9 years was caught off guard!…

At the 9/28/09 Budget Meeting the Mayor asked about the Senior Center, already in budget and awaiting final adoption… (which occurred right afterward) Town Manager Colon after confirming it was, and the amount $57,750 said “And that as you know, I believe Commissioner Clottey has requested that, to go out to RFP. That will be going out to RFP. But our current Provider, as out current Beach Raker did honor not to increase prices. That number is the same”…

WHOAAAAA….Hold on…I know at least two Commissioners did not know…and what gives!….

Commissioner Dodd had to put all his requests to go out for RFPs on the agenda for discussion…(the last one was the $200,000 non-Commission approved 3 yr. audit…..that would have been grounds to fire this Town Manager in any other Town.)

The RFP list provided to to Commission did not include the Senior Center….

We hear theDirector was given no notice … just that he could compete….and now the position could possibly include taking over the Town’s Recreation duties as well…The failed Public Safety Complex swimming program  that was supposed to be a part of the VFD as well as Tennis and Karate!…

Commissioner Clottey has become this Town’s own “wrecking ball!”…

First she was instrumental in the the termination of Chief Gooding…( this writer knows first hand her problem with Gooding long before she made her many incoherent comments from the dais)….Then it was she, that was pushing for a change to the Chamber in budgeted funds and an RFP for the Welcome Center…and Now it is she who is going after the Senior Center!…

Commissioner Clottey has NEVER participated in the Senior Center !….

Residents/Seniors who value the center and its longtime Director need to call and send e-mails to the Commission…(Vice Mayor McIntee is a call only… he has no e-mail)….

Residents/Seniors can get a copy of the Citizen Contact Form and let it be known this action needs to stop ASAP!!!!!

Also, we have learned that Armilio has been paying the Town to put the Senior Center calendar on the back on Town Topics at $400 each time!…The Town needs to pay him back!…Does the Town make the VFD or the Furths pay for their inclusions to this taxpayer paid for publication…YIKES!…

Residents/ Seniors-Voters….need to add this to the long list of reasons why this Town Manager …and Commissioner Clottey  ( step down mid-term) and her Mc-Furth Gang need to be sent packing!…
