SOME DAIS MEMBERS DOING THEIR SWAN SONGS?….

LBTS REGULAR COMMISSION MEETING JAN.  12, 2010  7 PM JARVIS HALL…. PUBLIC WELCOME

Dear Readers…we know if it will definitely be the “swan song” for Vice Mayor McIntee…unless he takes his “excused” absence after he took a pass on qualifying for the next commission which finished up yesterday at noon (prev. post)…Will he be leaving the dais like a lamb or a lion!… Will the “swan song” extend to his BFF Silverstone?…That depends on if the  voters really believe he is a mindless puppet and now that his puppet-master will no longer be a few seats away….all is forgiven!…For this writer that seems a stretch……in every sense of the word…Jim (He’s not a nice guy and not a gentleman) was no puppet to McIntee he was just as responsible and just as engaged…and just because McIntee may be off the dais…those that believe it was McIntee alone are a bird of a different sort…the one with its head buried deep in the sand… Thanks to Jimmy-boy it’s gonna cost voters big time to get rid of Town Manager Colon…$$$$$$…Don’t be fooled ….This is not an episode of ” Dallas” and Silverstone just woke up to find it was a bad dream and “bad-guy” Jimmy never happened!…Take a look at tonight’s agenda and please take a look at what is important in the back-up…it speaks volumes for why a change is needed after the final 5 commission meetings…. We need to get it right this time!…

DO YOU KNOW THIS MAN?…

No, he’s not running for the LBTS Commission…an unknown like the CIC-endorsed Dist. 1 candidate ….(prev. post)…but he will be discussed “in the shade” at 6 pm by them tonight…He’s Bert J. Harris… THE Bert J. Harris (prev. post)…

County regarding Amendment 4 (Mayor Minnet)

b. Presentation of holiday decoration winners from the Property Owner’s

Association (Mayor Minnet)

BC- The long tradition of holiday decorating winners honored by the Town POA …not the”Peanut’ Gallery version done by the BTSTimes Editors/CIC-endorsed candidate’s campaign Managers Furth decided to stick it to the POA and do their own this year in the paper…sort of like their “slogan contest” which has now found its way onto the dais thanks to Furth-directed Comms. Sillverstone and Clottey …further sticking it to the Chamber of Commerce!…

c. Introduction of 2010 Line Officers of the Volunteer Fire Department (Mayor

Minnet)

BC- Nice touch from Mayor Minnet and VERY telling of how Commissioner Silverstone and VM McIntee still hold a grudge for McIntee’s big loss for VFD Fire Chief….Behind the scenes we hear the VFD has been mending longtime fences everywhere in town…and the “2-Hats”…well we hear they are plotting to still undermine with an assist from gal pal TM Colon (prev. posts)… Give the new VFD a standing ovation for their new leadership and standing up for all of us!… HATS OFF TO THE VFD!…

5. PUBLIC COMMENTS

BC- This will be something …will the CIC- majority on the dais back off on “politicking” from the podium NOW that their new unknown candidate Evans is said to make her very first visit to Jarvis Hall EVER…to announce her candidacy…followed by “Bombastic”CIC- endorsed Mayoral candidate Joe Couriel”…After all McIntee and Silverstone were adamant when the challengers Chris Vincent and Scot Sasser spoke…along with other early contenders…that it was not allowed…Hmmmmm….

6. REPORTS

a. Finance and Budget Monthly Report -November 2009 (Manager Colon)

BC- A very weird finance report …… A quick look shows that despite “claims” by Silverstone, Clueless Clottey  and McIntee of no “professional consultants” after the last election…there are!…Some funky numbers and placement old the Senior Center-Recreation …is is combined or isn’t it.. What’s the deal?… It’s also placed in multiple places under multiple sums …Hmmm…Some other red flags…..OUCH!…

b. Development Services Monthly Report -November 2009 (Assistant Town

Manager Olinzock)

BC- Auto theft 8/ burg bus 9/ burg convey 45/ burg res. 20/ burg struct. 2/ forc. sex o/ homicide. 0/ robbery 3/ theft grand 25/ theft petit 48/ total 160  …-8.0% from 2008

Biggest problem BSO has in LBTS people who do not lock there cars…

e. VFD Fire Monthly Report -November 2009 (Chief Perkins)

BC-  This was the last full monthly report under former Dep. Chief McIntee…if he is on the dais tonight…will he and his BFF Comm. Silverstone “go after” the new VFD?…62 men total…response time approx. 4:02

f. AMR EMS Monthly Report -November 2009 (Operations Manager Liddle)

BC- last full monthly report with former Dep Chief McIntee leading his command car to the medical calls…avg. resp. time 3:35

7. PUBLIC SAFETY DISCUSSION

8. TOWN MANAGER REPORT

a. Recreational Activities

BC- What a piece of work the TM is…a look at the backup shows this woman is digging her heels in on with the Senior Center and going after the Director, the residents…non-residents…and even some on the commission…Thanks to Clueless Clottey (Clueless has 2 more years) ..Now instead of being a Town Manger that looks for ways to assist the Town commission and its residents and visitors…she is doing a classic Esther Colon and fighting back…turning the screws tighter (hoping for that Silverstone-McIntee $250,0000 termination payout)…  Colon added in her arsenal that now residents that are eligible to participate …for yoga and bridge need to fill out forms with a waiver/ proof of insurance and a photograph release…NOTARIZED…Is she for real?…What’s next decorating class and the Garden Club?..More on the Senior Center to come up under new business…per Comm. Dodd and Mayor Minnet

9. APPROVAL OF MINUTES

BC- We probably have the worst minutes of any town…there is no explanation…no “meat” to them making it a requirement to watch the video to see what really transpired…people are lumped together…poor representation of what really transpires…Hmmm….perhaps they are done this way for a reason?….

a. December 1, 2009 Regular Commission Meeting Minutes

b. December 7, 2009 Commission Conference Minutes

c. December 7, 2009 continued from November 10, 2009 Regular Commission

10. ORDINANCES -PUBLIC COMMENTS

11. COMMISSIONER COMMENTS

BC- Jimmy-boy Silverstone begins tonight…more public commentary critiquing or have his handlers (Furths) told him cut it out?…Will he be politicking on the podium…a big no-no …and anything else…pure “Norm Crosby” fodder…Look for “thin-skinned” shout outs to “blogs”… If his BFF is a few seats away…what is coming our way…classic McIntee… or a deflated…defeated shell of a bully only weeks away from being a brief bad moment in LBTS history?…

(Assistant Town Manager Olinzock)

BC- Village Grille got “innovative” this time around and tried for “Quarter 1” and below “Quarter 2” …surprised they made it to the agenda …after the majority of Silverstone -Clottey and McIntee stood together to keep the ridiculous 3 month limit!…After the election…new dais…this should go back to a year…and save everybody time and money…..

d. Commission approval of a Special Event application for Jazz on the Square –

a. Discussion and/or action – Hillsboro Inlet – Deferred at the December 7,

2009 Commission meeting by Commissioner Clottey -Applications

CLUELESS ALERT…..

BC- Clueless struck again and she is pulling along with Comm. Silverstone and McIntee “an Esther Colon”…Digging their heels in for the duration of this debacle!… Readers may recall Clottey had a burger with former Mayor Parker…he had an”interest” to return to the Hillsboro Inlet and Clottey had more than an interest to “stick it” to Comm. Dodd (helped along by her Mc-Furth gang)…In the aftermath as Clottey tried to explain…she went further into the abyss of Clottey reality (an oxymoron) trying to say she met him he asked…she did and she would “nominate him”…This was version 2 …version 1 was the appointment needed to be changed more often as other commissioner appointments (Broward League etc..) and to get LBTS “out there” beyond city limits…Hmmm. Parker was the previous longtime Hillsboro Rep…In the aftermath…Parker changed his mind…Clottey pal and CIC member Maria Prunkis put in a letter and then application…This writer has it on very good authority from a former intimate of hers…..Ms. Prunkis has no qualifications whatsoever…although she has been on a boat..after her some others came forward for this appointment which will most likely change in March with a newly elected commission…Comm. Dodd put in his…Readers will recall he was touted by those who now ant him gone to be the best person for the job…Yann Brandt…Editor mark Brown…with resumes that qualify all 3 much more than Clottey’s galpal CIC member Maria Prunkis…and one more applicant…Longtime CIC member Frank Rysavy…the same Frank Rysavy that sat on the Hillsboro Inlet for 20 years…The same Frank Rysavy who was charged in 1992 by the Fl. Elections Commission of probable cause and “for arranging for the employment of his son by the District pressuring Captain DeCou and members of the District to rehire his son and to make payments to his son. The case was forwarded to the Division of Administrative Hearings for assignment to a hearing officer. “…. After the recommendations were dealt with and countered….in the end Mr Rysavy was given the following (no wonder Silverstone-McIntee can relate to this guy…”probable cause” slap on the wrists alumni- unite!)… the “probable cause was now a civil penalty of $1000 and publicly censured and reprimanded on Dec 1, 1994…And he wants “another bite at the apple”…Let’s see if Silverstone-Clottey-McIntee give it to him…We also hear Rysavy is the man behind BTSTimes Editor-CIC Chair Bob Roberts continuing letters going after the Hillsboro Inlet Commission and Comm. Dodd …Hmmm. bad blood?… Nice going Clottey-Silverstone and McIntee….YIKES!…links to the Fl Ethics Recommendations/ Final Decision….

b. Discussion and/or action by Town Commission regarding Appointment of a

Local Complete Count Committee for the Purpose of Building Awareness of

the 2010 Census (Assistant Town Manager Olinzock) This item was

deferred at the December 8, 2009 Commission Meeting by

Commissioner Silverstone -Application attached

BC- One taker Resident Joyce Murray…

c. Discussion and/or action regarding Solid Waste Ordinance Amendments –

Draft Ordinance attached (Commissioner Dodd)

16. NEW BUSINESS

a. Commission approval of four (4) Hardship Permit Applications (Clerk White):

• Paradise by the Sea Motel

b. Commission approval of two (2) Hardship Permit Applications (Clerk White):

• Sea Spray Inn

c. Discussion and/or action regarding rescheduling the Commission Meeting

scheduled for March 9, 2010 and required election and protocol meetings

(Clerk White)

BC- Previous post…Terrible Town Clerk White blew it again in scheduling a commission meeting on election night…then wanted it the night before the election…2 commissioners on the dais are candidates …and the SOE need the room set up… Housecleaning to be done…now and after March 9th!…

d. Discussion and/or action regarding request from Flotilla 34, U.S. Coast Guard

Auxiliary in Pompano Beach to donate triple wide trailer (Clerk White)

BC- Previously posted no bidders for the trailer…let the Coast Guard have at it…at their moving expense…..and let’s see if any commissioner asks about the remaining “trailers” in town across A1A…the “”elephants in the room”…

e. Discussion and/or action regarding amendment to the current BSO contract

(Chief Llerena)

BC- The BSO wants to amend their contract to 12 hour shifts as in Pompano…perhaps the bloom is off the rose for the TM and the new Chief as we hear …she will not budge!…Hmmm…. A call to commiserate with former Chief Gooding?…

f. Discussion and/or action by Town Commission to provide for Pledge of

Financial Contributions towards construction of the Beach Re-nourishment

Art in Public Places project (Assistant Town Manager Olinzock)

BC- Nice “project” for prosperous times…in today’s fiscal reality take care of business first…..

g. Discussion and/or action by Town Commission to authorize Town Manager to

provide for letter of support of Broward County application for Grant Funds

under the Energy Efficiency and Conservation Block Grant program

(Assistant Town Manager Olinzock)

h. Discussion and/or action regarding drafting a Resolution endorsing support

for the National Guard and Reserve (Mayor Minnet)

i. Discussion and/or action on participation in the Senior Center activities

(Commissioner Dodd) (Mayor Minnet)

BC- previously posted in posts and above the Clottey-Colon debacle at the Senior Center continues…and petitions, call and e-mails have taken center stage…Hmmm a Senior Center sit-in perhaps?… Take the center out of the Broward County Grant program…Have LBTS take it over have a minimal fee structure and open the doors…(much more important than Clottey’s concert series…and Silverstone’s swimming program)…While your at it give the Center’s Director a raise…and stop charging him to print the activity center calendars in Town Topics!…Maybe it can happen after March?…

j. Discussion and/or action to give the Town Manager a directive to:

(Commissioner Dodd)

• Supply the Commission with a list of RFP’s each month before

adverts are placed in the Sun-Sentinel

• Produce a monthly statement showing bank balances along

with the monthly budget report

BC- after getting the bank accounts in September at the 11th hour…the doors have closed again and all we see are “transfers between accounts”…Comm. Dodd wants a monthly bank statement accounting along with the financial report/ and same for RFPs…a heads-up especially when the Manager went out with the RFP for the $200,000+ Audit that she unilaterally approved 1 month earlier than she said …This Audit RFP should be tabled until a new Commission begins…to hasten a repeat of recent “priority” vendors voted in by the current commission under TM Colon’s skewed evaluations…with a big skewed assist by Comm. (he’s not a CPA) Silverstone!…

k. Discussion and/or action regarding “extended lot line” versus “Riparian

rights” at the end of our canals (Commissioner Dodd)

BC- Comm. Dodd trying to clean-up the code as is done in other municipalities…as was indicated by the Special magistrate at the Code Hearing last month (prev. post)…

I. Discussion and/or action regarding public records request from the Mayor

regarding information pertaining to the anonymous letter (Mayor Minnet)

BC- Mayor Minnet asked the Vice Mayor to produce the “flipped ” property he said was included in his scurrilous “anonymous” letter on  Dec. 8th (prev. post)…It has not been turned over because as this writer posted..it does not exist!… A request for the envelope from the VM from this writer also was ignored!…. No wonder he is done on the dais…

m. Discussion and/or action regarding the Commission’s decision to fund

$5,000.00 for the Chamber’s Xmas event (Commissioner Dodd)

BC- The Chamber was unilaterally “shorted” by the TM on the $5000 budgeted for them for Christmas-By-The-Sea after they gave to a charitable organization…Scroogess…was again not directed to make that decision!…

n. Discussion and/or action to have the Town Engineer research the traffic flow

on Imperial Lane to see if signage or a barrier is needed to prevent through

traffic from A1A from entering this street (Commissioner Clottey)

BC- Alternatives need to be found ..and the Town Engineers are too expensive!…($30-40 thous)…Their charges are of the Roll Royce variety…when in LBTS we need more of the Hyundai variety!…Think March 2010!…
