TOWN HALL OR BUST….

Dear Readers… The locks have been changed at Town Hall and the Commissioner’s keys do not work!… The backup that so many including  this writer counted on being online before the Commission meetings is not on this week! ….. We are back to the days of not so long ago that if I did not got into Town Hall during normal business hours on the Friday afternoon, Monday or Tuesday  before the meeting ..there was no info !… It’s incomprehensible and antiquated … We hear the Commissioners have it…so it was made available …but the transparency to all has been thrown a curve once again …from this current administration ….One month after the landslide election and still the Colon- led staff are busy still swimming against the tide of what the voters said they wanted…change!….

The Round Table Meeting is on Mon. night at 6 pm in Jarvis Hall…(Finally)… The 4/12/10 backup agenda for that is online…(although it does not match up with  the lineup of the 4/12/10 Round Table Agenda above it)..It was previously posted and most was commented on (LBTS Agendas/Meetings Cat. for the 3/23/10 agenda/after the meeting)….

BC- another “project”…another expensive study …and another overlooked “fix” because of the “messenger” perhaps?.. Then-Comm. Dodd brought word to the Town Manager last year via the Chamber Pres. Paul Novak that Novak’s longtime roofer could do the job for $3000 with a guarantee.. ..Did not fly with Colon …and she originally tacked a $30,000 roof onto the Chambers justification budget sheet (somehow it is now at $15,000)….

c. Tennis Court Lighting (Town Engineer James Barton) Deferred from the

March 23, 2010 Commission meeting -Vice Mayor Dodd

BC- Another one…a three-fer for the pricey study…and upgrading lights on the only recreational program that is closed to most…The lights are definitely worth putting on the back burner…and the courts should be open to all as the other programs are…the taxpayers foot the largest portion of the 2 court bill…not the small group that uses it now… Funny…when the TM needed to “use”her for her comments to bolster he “special meetings” the TM put on for the street closures/music …Diane Boutin was front and center…But…Ms. Boutin has asked more than once the real cost of the courts…and as far as we know… there has been silence in return…

BC- This Readers will remember was one of the highlights of the 3/23/10 meeting ..when no one but Clottey would attempt to approve the substandard minutes…We were aghast to hear the “Minutes for Dummies” procedure followed in Town Hall to get such an inadequate record of the meetings…Town Clerk White spends hours…then has at least 4 people review them for mistakes and then reviews them again… Town Clerk White was given “cover” by the Town Manager and Town Atty. on minutes and when they are available for a Commission to vote yea or nay… Further Town Clerk White took it upon herself to doe a “survey” of other towns to see their response time…No word on that “study” including the content of the minutes…Resident Edmund Malkoon sent in a find …that the Town Clerk was supposed to be trained on the Granicus for minutes when we purchased the system!….Not done yet ..Town Clerk White had her dander up…and took to the podium to ask that the minutes to be required to be turned into her ASAP from the boards!…The only board that does not have a Town employee taking them is the MPSC… A look at the backup online…under this item…shows a blank page!..HA!..

f. Discussion and/or action to have the Town Engineer research the traffic flow

on Imperial Lane to see if signage or a barrier is needed to prevent through

traffic from A1A from entering this street (Commissioner Birute Clottey)

BC- This one has been “armed” pun intended …for a while now…with differing ideas…an arm…vs using some “slowing” by way of adding a barrier at one side…The Town has used a temporary barrier before …and maybe this is the time to try a temporary barrier to see if the cause is from strangers or residents…as some in the BSO have seen careening down the street…. The cost and the maintenance of an arm… either the residents do as Terra Mar does and pay…or the Town pays for both…and any other neighborhood who presents a need…

BC- The Mayor added this one on the 3/23/10 meeting…it’s the retrofitting of sprinkler in condos…The bill is to push it back to 2019…This is a costly repair and it is not new …It is being pushed by the fire sprinkler assoc. and some fire marshals…The TM asked to hold off as stated some people were against the extension (HUH?) …The TM sent a memo that said she had done a “cursory review” of the bill and pointed out that it would stop some condos from moving forward on fire alarms…some from moving forward on elevator replacement and some from moving forward on the retro-fitting their sprinklers …WOW!… She said she was going to confer with Chief Perkins as well…The Galt Ocean residents did more than a “cursory review”…http://www.galtmile.com/ …it’s a must read! …If the Town Manager thought the condo residents were upset about Choice and the increased cost…wait til they see the cost for this!…

BC- With the success of Easter By The Sea (we hear Chair Christine Vincent was way under budget and has decorations stored and ready for use next year …unlike the Furths ) …The overwhelming thumbs -up to a return of that small town feel…July 4th should be the same!… Get the businesses and the Chamber involved…A return back to the parade…and perhaps the VFD hotdogs/hamburgers and bed races…Then let the businesses do something downtown…Leave the beach for the residents and tourists…Fireworks…if money allows….but the Town is already behind on that RFP…after seeing RFPs for other municipalities in Jan/Feb. public notices ….

e. Code of Conduct for Commission. This will be in addition to a Code of Ethics. Attached backup is simply a draft for discussion and consideration. I would like to have the Town Attorney, after discussion from the Commission, begin drafting the Code of Conduct for the Commission. I expect this to be pushed to Roundtable discussion but wanted To get this in front of the Commission for immediate attention (Commissioner Scot Sasser)

f. Discussion and/or action regarding changing the time for the Board of Adjustment Meeting to an evening hour. I believe this will generate more interest and applications for this Board. I expect a motion to make the meeting time to 6:00 PM or 7:00 PM on a date specified by the Board (Commissioner Scot Sasser)

BC- Comm. Sasser….great idea for changing time to evening…It will be a big relief to those Variance applicants who pay the big bucks to be heard by more qualified board members!…

g. Discussion: concern has been expressed about speeding cars on Seagrape south of Commercial. Some drivers are using this street to bypass the Commercial and A1A intersection. A resident has requested the installation of speed bumps on this stretch of Seagrape in order to slow down traffic. Proposed outcome: Have the Town Engineer look into traffic flow and speed on this street (Commissioner Clottey)
