An overview of what was not covered in Scoops #1-4…all dated with the 7/8/08 small-header….under the Scoop category….

Rev. Hunsaker gave the invocation….reminding us of how our Forefathers gave up their personal agendas ….and asking the same for the “prettiest little town”…

Reports were done…with a little “housekeeping” offered up by the Commissioners to Frank …on his Development report…keeping it more succinct….and taking out code violations…that contain residents addresses in order not to “embarrass” anyone….just a summary…

Public Comments….10 people came forward….

1. man…came to ask the dais to follow the rules of the residents who come to the podium…3 minute rule…to follow the decorum that should rule a dais….complimented Comm. Dodd for 4th event/Mayor …”gem to this city”…

2. man…chamber member from Pompano Beach who spoke of the LBTS strong…successful chamber…to maintain its current location…

3. woman…thanked all for 4th of July/”Do not let anything happen to the chamber.”…

4. woman…thanked all who volunteered and participated in the 4th Beach Blast…

5. woman…congrats on the 4th…talked of the dichotomy of the dais…with rulings…and decisions….talked of the chamber-welcome center…

6. man…did his usual “shtick”…talked of retaining chamber…additional welcome center…located on Commercial…

7. man…represented Bel Air Civic Assoc….thanked dais for fund allocation for beautification…thanked Comm Clottey for 4th…having Bel Air float in parade…voiced concern about VFD ordinance…legality/ethical… asked for a clause to void contract…advised there should be a monitoring committee…for VFD..

8. woman…Chair of CIC…Aug 3rd Jarvis Hall CIC Town Hall meeting with the Commission….7:30 p.m…..

9. man…came to address some remarks to his last public comments …which led to offensive remarks from the dais afterwards…addressed using the dais for airing personal agenda…and using the time to depose in a private matter…

10. man…4th of July was “incredible”…spoke of “Christmas By The Sea”…and putting it on the next agenda….

Commissioner Comments……

all thanked the volunteers…Co-Chair Commissioners…Administration….for the 4th of July…all gave Kudos to the Town Manager…and spoke about the budget….

Consent Agenda….

11a/b …were passed….4th sand sculpture /signs expenditures….special event Aug 16,2008 Reef Clean Up…

c. Minto wants 45 spaces….in new El Prado parking lot…offering $540 a day from now until 12/31/08…

the consensus …was for Minto to come back and see if they could divide up their need between their own property…Bougainvilla “White Elephant” lot…and seriously cut down on # in El Prado lot…tabled…passes 5-0

d. Law Enforcement Trust Fund Expenditures….BSO…from drug money….

at the podium when asked what he wanted….BSO Chief Gooding…responded “a lot of money.”…

before the meeting …in speaking to the Mayor …the Chief beamed as he talked of the “toys”…he wanted especially the sand Segway….$8212.76/2 backup generators for traffic lights…$2900.00/a records management system…$12,096.00/and the 1st 6 security cameras…$63,971.00… which will arrive in approx 5-6 weeks from ordering…1st part of Sept….be placed at entries…and can be watched by residents online….passes 5-0

e. Pavilion contract to the lowest bidder… Coastal Construction for $370,810.00…LBTS will have the grant that Broward did extend for $178 thousand….the Mayor added it does not include bathrooms…

Old Business…

15a.. LED lighting…..not needed the $5000+ bid from the Town contracted electrician for events…and to use bulbs found by Comm. Silverstone at $85 each….previous scoop…BAD MOVE…check the T.V. effect on Comm. Clottey at the meeting…

New Business…

15a….BOA those that have declined….Renee Oneal/Dave Gadsby/Gail Schwarz/Kenneth Mikos/ Mary Ann Corley….and no one to choose from….advertising advised again…

b. Chamber…relocation…Vice Mayor more subdued on this one…backed off…but did end up stepping over Comm Dodd…who brought it to his attention ….although it was made clear previously to the Vice Mayor that Dodd was working on the Chamber situation…weeks back when the Vice Mayor asked for copies of the accounting info provided to Dodd from the chamber…OOPS!…

The Mayor pointed out that the Chamber runs the Welcome Center house at the current location…and if the Chamber is moved…who will run the center?…

After more overlapping direction from the Vice Mayor to the Town Manager…which again has been in the works per Dodd… for some time….it was tabled…to the 2nd meeting in Sept. with the understanding that the Chamber will be present to answer questions…..

c. Resolution 1254 is now dead and buried….the never used “albatross” that hung around the Administration…caused the “ire” of residents over the past months…and was never enacted once during its time on the books….was voted out…WHEW!…in its place a more civilized …refundable…$100 dollar deposit to cover any mis-use of the facility…per Comm. Clottey….THANK YOU…passes 5-0

BCbythesea…the kitchen is now open…no padlock was present at last night’s final 4th Committee meeting in Jarvis Hall….

d. Doggy beach….still a “bone” of contention within city limits….but after offering to put it in his “back yard”…in the south end of town…Comm Dodd. once again…was over shadowed by the Vice Mayor…who leaned forward…”cut to the chase”…dealt out the “cards”…and ..”called it”…it will be Sat/Sun…6-9 p.m…in the center of town…bringing in the Fort Lauderdale “Dog Warden”…to oversee it…HUH?…

The audience were left scratching their heads…those opposed…. were only temporarily “appeased” by the offer of Comm Dodd…and were now left even more discontent… passes 3-2 …Mayor Minet/Comm. Clottey dissented…

e. Master Steering direction…yet again what Comm. Dodd has been working on…with Comm. Silverstone …stepping in…and asking what had been asked previously…with Vice Chair Paul Novak coming to the podium to inform him of such….

After Paul Novak stated once more…. the Overlay repeal…needed to be worked on…a sudden flurry of new candidates were put forth….seems “suddenly” the Vice Mayor was “on board” with expanding the Master Plan Steering Committee…including the alternates as full members…and letting them decide their Chair…HMMM….

BCbythesea…could it be due to this meeting’s newly appointed members…Marc Furth…and Shirley Rusotti… (passed 5-0…Ms. Rusotti stepped down from the Walk Around Committee)…joining CIC members….Mary Ann Wardlaw, Louis Dvorak, Marilyn Carr…and Bob Eckblad …and that the Vice Mayor knows now…who has the majority of this committee’s votes?….

f. change of how tennis fees are paid…pro rated monthly…instead of yearly…passes …5-0

g. Variance approved…after mistake made by Development Dept/ and BOA approval…passes 5-0

h. building awnings…239 Commercial Ave….approved…passes 5-0
