Bc- a few interesting items…the “Anglin Grant” (Pavilion) $176,548.00 has all been spent/ Seagrape sidewalks unemcumbered funds=$102,767.40/Washingtonia sidewalk unemcumbered funds = $2,962.75/Seagrape Cul-de-sac =$ 1000.02…(the backup  online has cut off a portion of the report…hopefully it will be corrected next month)…

BC- this was brought up by Comm. Dodd at the 4/14/08 continuation meeting when the pavilion was discussed…in the backup is the 4/8/08 minutes with a 5-0 vote to include a wall at the pavilion for plaques to be removed from the portals and any additions…Of course we thought the pavilion would have walls …

BC- this is again to change residential permit parking to beach permit parking…requiring a special permit- residential permit will not allow residents to park in theses spots…to do so will cost an extra $20 annually…a perk for some CIC pals!…a loss in revenue to the town….

BC- not sure why another extension…no backup and no inclusion of the minutes from Comm. meeting where it was discussed any money/charging for bus was unacceptable…so unless money is forthcoming from County or found elsewhere in the budget….not sure why we have amendment #3…We could always get rid of the Citizens on Patrol and use those funds…

d.    Commission approval of Special Event Permit application for LBTS Chamber of Commerce Event “Lauderdale-By-The-Sea Craft Festival”, Saturday, October 31, 2009, 5:00 AM thru Sunday, November 1, 2009, 9:00 PM (Assistant Town Manager Olinzock)

BC- no comment necessary…full backup online…

e.    Commission approval of Special Event Permit application  for Village Grille’s “Jazz in the Square” event, every Friday evening, 4:30 PM till 11:30 PM, May 16, 2009 thru May 15, 2010 (Assistant Town Manager Olinzock)

BC- Keep your fingers crossed the Commission just goes with the status quo…and provides the town another great year of these weekly events…

f.    Commission approval of Special Event Permit application  for Athena by the Sea’s “Music by the Sea” event, every Saturday evening, 4:00 PM till 11:00 PM, May 28, 2009 thru May 27, 2010 (Assistant Town Manager Olinzock)

BC- keep everything crossed that fair treatment is forthcoming to the Athena owners for Sat. night to continue …just as Friday nights for the Village Grille…and again for the ongoing enjoyment of the residents and tourists!….

g.    Commission approval of agreement for Stormwater System Design on Commercial Boulevard east of El Mar Drive with Holland Engineering Inc., in the amount of $3,500.00 (Assistant Town Manager Olinzock)

BC- this is just a small portion of the overall cost…see backup…attached also is cost for Chen& Assoc….It is a project that will need to address the flooding that occurs with any big rain…(happened again  last week) …at the pavilion from runoff said to come from commercial properties north and south of the area…and not factored into the original plans…

h. Commission approval to authorize the recording of the attached Code Enforcement lien – 1749 SE 19th Avenue (Assistant Town Manager Olinzock)

i.  Commission approval of amendment to existing agreement with Enforcement Technology, Inc. for Processing Parking Citations – $2,100.00 (Assistant Town Manager Olinzock)

BC- the backup tells much more than this item description…needs some answers …regarding the request/the process and the status quo…

Interesting aside…as this writer sat in Town hall on Fri. 4/24/09…a woman came in to pay a parking ticket…she was told only over the phone and the town was in the process of changing the system …but…it has not been voted on yet!…HMMM…. cart before the horse?…Looking to buy the autocite x3 from Duncan Solutions plus  contractual services….

a.    Selection by Town Commission of design for custom banners in the Hospitality and Business District of Town (Assistant Town Manager Olinzock)

BC- backup shows 3 submissions …resident Marilyn Carr/Kim Siekmann -Pomp. Beach/ Jody McClean…This writer still sees this as an unnecessary expenditure when we just paid out $12,000 last year for multiple banners…and now we will pay for new ones and the time to change them…The idea floated for in the ground banners to “sidestep DOT” for signage was a good one…along with following through on the 2007  signage that fell though the cracks…but this is just spending more money for a whim!…

b.    Discussion and/or action regarding Kite Surfing (Vice Mayor McIntee)

BC- this one is back again….and we hear was just discussed in Pompano Beach,  the commission had already decided it. on 1/13/09……and the Town Atty. was to research the legality…another one that languished….

a.    Discussion and/or action regarding the setting of Budget Workshops and Special Commission meetings and Public Hearings for Fire Assessment, Millage, Budget and TRIM  (Clerk White)

BC- previous post…backup…Zambelli came in with an RFP fro the same amt. $15,000…according to town’s purchasing policies… in cases where 2 bids are equal in all respects…General purchasing policies A5. page 11) the town must give the bid to the company that certifies it is a “drug- free workplace…HMMMM….

c.    Discussion and/or action for an Ordinance to ban “totters” from prowling the streets of Town stealing valuable recycling material from the refuse collector (Commissioner Dodd)

BC- Comm. Dodd brought this up at the Waste services contract award…to maintain the recyclables for pickup by the vendor…

d.    Discussion and/or action regarding a directive to the Town Manager to inform all Commissioners whenever there is a fatality in Town from anything other than natural causes (Commissioner Dodd)

Bc- Comm. Dodd was surprised that no information was received  by the Commission in the Apr.11, 2009 drowning as was the case in previous drownings…

e.    Discussion and/or action regarding the continuation of Commission meetings. Proposal to approve automatically continuing on the next evening at 21:00.  Users of Jarvis Hall (P&Z and P.O.A.) please take note not to book the Wednesday after a Commission meeting (Commissioner Dodd)

BC- Comm. Dodd is asking again for what was previously discussed for meetings to “carry over” the next evening…if need be…

f.    Request for Workshop to discuss sound Ordinance before second reading of proposed new Ordinance (Commissioner Dodd)

BC- Comm. Dodd is following up on the letter he sent to all the local papers …published in the 4/24/09 BTSFuture…and following up a comments made to deal with this unwanted and very unpopular “noise ” ordinance…

g.    Discussion and/or action to hold a Workshop to discuss lighting on El Mar Drive, the pavilion & Minto parking lot (Commissioner Dodd)

BC- Comm. Dodd is following up a call for a workshop to get the lack of lighting situation dealt with…

h.    Move monument at El Prado Park back to it original location. Its present location is somewhat problematic during special events. Since Minto is still doing construction in the area they could be asked to move it for a nominal sum (Commissioner Clottey)
