FINALLY 9 MONTHS LATER…LBTS GAVE “BIRTH” …..TO A NEW P & Z BOARD…..
The last meeting…December 19, 1997….with P & Z Chair Roseann Minnet….
Those minutes were approved this evening….GOSH….
although they are still in finalized limbo….until the Mayor signs off on them…
This evening…the Ocean Terrace Beachside Condominiums…4564 El Mar Drive…on the corner of Washingtonia…..next to the Laura Ward Portal….

Over 2 years later…and dealing with the insurance company…appraisals…a “catch-22” with the state’s environmental agency….and…the Town….both insisting the other go first…thus stalling the project from proceeding….finally the Town took the lead…and today was the day they finally stood in front of the newly appointed P & Z Board!….
The Board included…new Chair L. Peanuts Wick…Vice Chair Cristie Furth….Bill Hubly….Rev.George Hunsaker…and Brigid Ryder-1st alternate…..

The presentation by the applicant representing the owners….Forrest Milzow….along with the architect…Mr Rodriguez …..included the above setbacks they incurred …with the dates……leading up showing the board the improvements…which will be below the 50% rule allowable to rebuild without having to meet current building codes…that would require either tearing down the structure or a whole mess of variances….
They will fix up the ocean side…where the balconies fell…and replace the roof in back to tie in with the front…. definitely improving the 8 unit building built in 2 phases…in the 1950’s…originally on stilts…and again in the 1960’s….
Hindered by the 50 foot lot and the new portal…they are locked in to the existing footprint…and have managed not to exceed it.
They will however require 2 “hardship parking permits” to provide space for each unit owner. They are subject to the spaces due to the loss of the parking they used to rely on before the portal removed the side spaces….they previously counted on….
Ms Furth wanted them to extend their project…to the front and with the roof….and that is when the information was provided about the 50% rule…and the pitfalls of messing with it….
A compromise came with the addition of a “pervious” style brick pavers out front in the parking area….she also asked for and a pass on doing the whole roof that would be cost prohibitive…..
Rev Hunsaker was on top of things…asking for the condition to be imposed for burying the utilities to be accurately defined to burying just the service utility lines to the structure itself…not the overhead lines in front leading to the next property….
Bill Hubly inquired about the footprint…the pervious areas….the plantings shown on the renderings…and theplacement showing it on property line…which was just the rendering being off….
L. Peanuts Wick asked about the parking …or lack of parking….and the history…the age….of the condo….
Jeff Bowman…acting Development Director…read off the list of 7 conditions that needed to be met…and said staff thought this project should be move forward……..
After the presentation…questions from the board…the board entertained a motion to amend the project…and proceeded to take care of re-defining the underground utilities….adding the brick pavers…and eliminating the pervious area in the north an south locations….
A vote was taken on each amended item…all passed 5-0…with a final vote to approve 5-0…to send on to the Commission….with the recommendations…..
Closing comments to the applicants were complimentary about the project …adding a job well done to each of the the P & Z board members…and a half hearted “plea” from member Bill Hubly to not paint it pink!…..
Unfortunately a sober reminder …of 3 days running…and the 33 feet brigade…came from an exchange with Rev. Hunsaker…commenting on the need for the Board to address at some point other 50 foot lots and how we deal with the restrictions in the future….to improve our town…..
Cristie Furth…followed her Pal Vice Mayor McIntee …on the dais Monday afternoon…and her husband at the MPSC on Tues. night….by again stating 50 foot lots and 33 ft. is the way to stay………YIKES!
