Here’s The Scoop….Master Plan Steering Committee…12/18/08…Minus The P & Z…Only The Roof Is Left…

HALF WERE THERE….

Master Plan Steering members were on their own tonight…with the P & Z taking a pass due to non- receipt of input from the Town or the Commission concerning the 7 questions submitted to them and the Town Attorney by the Chair, Paul Novak on October 25,2008…

When going in to look at the backup materials last Friday… this was on the agenda …(will be brought up this Sat….9 am Jarvis Hall at the continuation of the 12/16/08 meeting)…but missing any material to support the MPSC and P &Z questionnaire…

The Questions:

1. Is habitation of the first floor possible in buildings located east of El Mar Drive?

BCbythesea..Marc Furth noted this evening it is east of the center of El Mar Drive…meaning on the coastline…

2. Referendums were held in 1998 and 2006. Can the Town Commission in the future change by ordinance or must we change by referendum?

3. Are setbacks and height limits stated by actual wording in the 1998 and 2006 referendums?

4. When the Overlay Districts were recently removed did we go back to a 33 foot height limit and etc?

5. Can we use Beach easements as green space or for density of building?

6. Can we require a district to be termed  hospitality only?

7. We would like a comparison of Land Use Codes from 1973 and 1998.

Note: In November…this was not handed over to the correct recipients we were told…at the present time… still with no response…where is it?…Who has it?…

The meeting was divided up in to two parts…and will continue to operate in this fashion …as the new year begins…with the inclusion from time to time of the P & Z and a workshop with El Mar residents…in February…

The El Mar Drive project…with the Oriana million….

No talk of the “stipulation” some say is contained in the agreement beyond the known requirement that it can only be used for the beautification of El Mar Drive only…we will see if this supposition comes to light or it was just a ploy to see if it saw the light of day on this site….

A review of the 2004 Master Plan revealed a cost estimation of $8 million to complete the street…with the use of various grants …available…at that time…

It was generally agreed we are “living in a new reality” in 2008 and those grants may be a pipe dream….although it will be looked into to see if the Town has any avenues…and  to get information on the Scenic Highway Organization…for an update on their role…

With the ongoing construction that appears to be a work in progress up and down the road over the next 5 years…the consensus was to address the medians…a safe way to make a big beautification impact…and not put money into something that may need to be torn up…

Lots of great ideas…to have gazebos…lighting…exercise areas…and variation so it does not get boring…

Some good points were made by both of the Furths when comparing the medians in front of Minto with those in front of Oriana…while the Minto medians are inviting to many…this writer included…they will soon be overwhelming…with growth that will divide the street and impact the view…of  ocean  vistas….and lack tropical trees…

So the plan is to get the neighbors and others to come and bring their input…at the February workshop…speak to Minto…and “pick their brains” on Landscape Architects…get information on lighting…from the Mayor…who had scheduling conflicts leaving her to be unable to attend…but she will make it after the holidays….

Also…to ask the students from the Art Institute to get involved with this “linear park”…(more on the students in new business…)

The Overlay Districts…

A re-hash of the letter…the commission meeting…doing a Google search of other 3-4 story communities…

Paul Novak had the best description …this writer has heard in describing this town…it’s a Hybrid…residential and Tourism…with hopes of keeping it so….

New Business…

Vice Chair Sandra Booth spoke of attending the graduation for the students who were involved in the Pavilion project…including the winner Edwin Forbes….his professor…and faculty…  She met his family…and the President of the Art Institute at the Broward Convention Center…

Sandra said a group came on Monday to Aruba Beach Cafe…stopping to see the Pavilion in progress…minus the winner…Eddie Forbes….

BCbythesea…I spoke to Sandra right  after the meeting and said I was glad that Eddie had not come to see the final product…because it was not the pavilion he created….nothing was left except for the roof…and a lot of poles…She said he knew and was deeply disappointed…as we all are…how sad….

The Art Institute asked the MPSC if they could have a small sign to include them in the project…it was agreed by the committee this evening that request was fitting…and they would also like to be a part of the ribbon cutting ceremony…also agreed to by the committee….

The pavilion should be done by the end of February….

BCbythesea…What is going on in this town…who has carte blanche to make these big changes…or give the go ahead without final public approval on the dais?…That would be the Manager….again…the flags…the hotel….and now this….WOW!….

On Friday as I sat in the Town Hall lobby…going over the backup materials…the contractor arrived with copies of the pavilion to put on the construction fence…he sat down beside me and told the town employee the only difference in the drawings would be that the scale would be smaller than it appeared…they had not altered the rendering…that was it…those drawings had walls…those drawings looked just as it did in Town Topics…

Last night as previously posted below…scoops category…the rendition on the construction fence showed the pavilion…without walls…just poles and a roof…different than the rendering shown at the commission meeting…different than the rendering that sat in the Town Hall lobby…different than the rendering in Town Topics….and different than the renderings…brought in on Friday…so what gives…how did such a major change happen and no one knew….or saw it until now?…HMMMM………

Next meeting…with the P & Z…Tues. Jan. 20th…7 pm Jarvis Hall…
