REALLY?
Public Safety Discussion…is done at the 1st regular Commission meeting each month…But …the VFD must be given a heads-up…so the Chief will not be “blindsided”…per the Town Manager…and the Vice Mayor-Deputy Chief a few months back….
So Chief Perkins was sent an e-mail from Comm. Dodd that he would require some details about the 2/2/09 fire that occurred…
Comm. Dodd not being in receipt of the incident report going into the meeting…(although it was done on the 3rd)…decided to accept the report and ask his questions at the next meeting under the VFD Reports…(Comm. Dodd asked for the incident report on the 2/9/09 fire…but that was not handed out…even though it should have been done within 12 hours of the incident)…
However…because he does wear “2-Hats”…along with his BFF Comm. Silverstone…the Vice Mayor-Deputy Chief……who was the 1st on scene…according to the VFD press release…(not the Incident Report)……and was the reviewer of the Incident Report (according to the 2/3/09 Incident Report)……decided to move forth with some “leading” questions….
VM- “Since we’re ah, the recent fire at 1965 S Ocean mine’s a very simple question, ah, there’s been some discussion about the importance of equipment arriving at the scene in the real secret to this is how fast everything got there and did they get there in a timely manner and stuff like that. So this was a working fire and in mid afternoon at 11:51 pm-am excuse me, which is ah, right in the middle of all our business days etc.”
VM- ” Chief did you review this report I assume.”
Chief Perkins- ” “Yes I did sir”
VM- ” What did the time run for arrival at the scenes?”
CP- ” I just want to say last, I think it was a month ago we discussed having my Deputy Chief or at the time you were our instructor.”
VM- Right.”
CP- “… respond from your home because you were closer to the north of town and this was the perfect example why we made that decision. You were able to get there in little over a minute and a half because you live right there. And as far as I’m concerned if you didn’t get there that whole place might have, was rolling when you got there it could have been a lot worse than it was.”
VM- ” I’m more interested in the times.”
CP- ” I wanted, to make that decision we made worked really well.”
VM- ” Could you run through the times of the”
CP- ” Chief 212 which is yourself ah, a minute and sixteen seconds, the call came in Monday February 2nd at 11:51. You arrived about a minute and a half after that. I arrived about two minutes, Squirt 12 is three minutes twenty eight seconds, Engine 12 is two minutes two seconds. We were there in less than five minutes all three trucks and all Officers.”
VM- “Okay, that’s all.”…
THE DISCREPANCIES…….
Chief Perkins was asked by the VM- ” Chief did you review this report I assume.” He responded-“Yes I did sir”
The Incident Report states…”Fire spread was confined to object of origin”/The Chief at the podium states…”And as far as I’m concerned if you didn’t get there that whole place might have, was rolling when you got there it could have been a lot worse than it was.”
The Incident Report has conflicting information …”arson-investigation- open” and ‘The cause of ignition was unintentional”…if this was a computer program glitch…how did the Chief miss it along with the Deputy Chief ( the Incident Report – Reviewer)…
The Incident Report states Deputy Chief -C212 response time was 1 minute 16 seconds…(Dispatch time not included/En route- 11:52:23)… arrival time 11:53:39….1 second AFTER the arrival from the VFD fire station in the south of E212…
The Incident Report states the Chief -C12 response time was 1 hour and 7 seconds..(Dispatch time not included/En route-11:54:58)….an arrival time of 12:55:05 /At the podium CP states…”I arrived about two minutes”…What happened…why the huge difference?….
The Incident Report states Squirt 12 response time was 3 minutes 28 seconds…(Dispatch time- 11:59:04/En route-11:59:06)…arrival time- 12:02:34/ At the podium the Chief stated the same 3 minutes 28 seconds…Squirt 12 was dispatched at 11:59:04…8 minutes after the alarm….arrival time…11 minutes after alarm
The Incident Report states E12 response time was 2 minutes 02 seconds…(Dispatch time-11:51:37/En route a- 12:07:13)/ At the podium the Chief states- 2 minutes 2 seconds… arrival time was 12:09:15…arrived approximately 18 minutes after the dispatch time…
The Incident Report states E212 response time was 2 minutes 20 seconds….(Dispatch time-11:51:08/En route-11:51:18)…arrival time…11:51:38…1 second before Deputy Chief/ CP-did not mention E212 at the podium…
OF NOTE…AMR-M12…Incident Report…Dispatch time -11:51:36/En route- 11:52:16/arrival time-11:55:01…response time-o2:45…
What needs to be asked of the Chief…
Who actually looked over the Incident Report? Did you?
How does the VFD determine response time?…

BC-BUT….. from the dispatch/alarm times to arrival on scene times for E12/Sq12 show 18 minutes and 11 minutes respectively….
Using travel time for arriving on scene instead of time from the alarm…does not seem right…….especially after this 2/10/09 Public Safety Discussion exchange……with the Deputy Chief speaking of the “real secret” is how fast everything got there…and the Chief asserting all 3 trucks and all Officers were there in 5 minutes!….

There was only one truck-E212….with 3 personnel on it …1 not certified….arriving on scene in less than 5 minutes……(11:53:38- arrival time)
9 minutes after E212 arrived on scene….. there were 2 trucks with SQ12 arriving on scene……with 4 personnel…1 not certified…(12:02:34-arrival time)
18 minutes after E12 arrived on scene and 7 minutes after SQ12 arrived on scene… there were 3 trucks with E12 arriving on scene …with 4 personnel….1 not certified…(12:09:15-arrival time)
You (CP) state at the podium you arrived in 2 minutes/En route Incident Report-11:54:58 & Incident Report arrival time-12:55:05 – an hour?
The Incident Report states “arson-investigation open” and “ignition was unintentional”
Who was 2 in and who 2 was out in the 1st 9 minutes and were all certified?
Why was there a standpipe problem when it was stated all condos would be looked at by the VFD with a plans in place prior to Oct. 1st & the VFD were there in Nov. with 16 FF?
Without breaking Hipaa how were 3 FF injured?
Readers should know these same questions would have been asked by the “2-Hats” if BSO made the call ….especially the response times and who was on scene and when…
