At the 12/16/08 Commission meeting…Commissioner Clottey asked the Manager to address the growing outrage of no bathrooms at the new pavilion…
The Manager addressed this issue and also addressed the issue of the walls…were there walls or were there not?…
The Town Manager….” After years of discussion and design …the last design approved by the Commission was that it would not have bathrooms. I apologize if we put up the first picture that showed the sides enclosed. The new design is up. It is a complete open pavilion and it will not have bathrooms for two reasons…one the cost and two the permitting and three nobody wanted bathrooms, but the original design did have bathrooms.”…
The History….this time around…(There have been previous attempts…throughout the years…with various renderings…including 1 in a LBTS book…a similar Key West style to the Forbes winning design chosen this time…. and submissions that were presented by the previous MPSC …using the portal design team……all turned down before this last go- round)…..
In the spring of 2007 the Master Plan Steering Committee…chaired by Sandra Booth… (instrumental for making this possible)..approached a few schools ….and worked it out with Fort Lauderdale Art Institute and the appropriate department …resulting in an invitation to these students …(using this as their class project)…to make many trips to our town with the class as a whole and individually during the process…… Residents were also invited to submit their ideas to the committee…A final presentation and a judging was done by the committee…before presenting to the previous Commission in June 2007.

There was much discussion over the merits and faults of both designs due to public outcry along with competing local papers letting their preference be known about the decision made at the prior meeting.

Discussion over the designs…and the original decision…the fallout…and a re-vote…where the vote changed….with Commissioner Silverstone buckling under pressure… used the excuse that he was changing his vote due to no north/south views if the Brenner/Interior Diggs design was used…(full disclosure…this writer was one of those “on Silverstone’s case” for choosing the Interior Diggs design…this was mild though compared to many who felt he should have recused himself altogether due to his office being located in the Interior Diggs building at the time)…
Architect selection would take place on 9/25/08…(this was conceptual only…per the Manager)…

Answering Commissioner Silverstone’s question on $2.3 million represented the amount budgeted for projects, Colon confirmed $50 thousand in reserves did not include the pavilion. Pavilion would be paid for from the General Fund.

BCbythesea…on 6/6/08…this writer e-mailed Assistant Manager John Olinzock to give him a heads up that the Broward County Commission was to address the pavilion extension at the 6/10/08 meeting…this was following a discussion with John about a mess up with the last extension at a bidding meeting held for the construction of the pavilion….

This pavilion was presented with walls …in Town Topics in Oct. 2007 & in August-Sept. 2008….it had walls in the rendering that sat in the Town Hall lobby for some time this past year…the first rendering attached to the construction site had walls…and on Friday Dec.12,2008..as this writer sat in the lobby…the construction company arrived with additional renderings…all with walls…all identical to all the renderings presented before….
The first time…I can recall seeing a rendering with only poles was the following week…seeing the new rendering placed upon the construction site fence……
Why would a roof only pavilion need so many poles?…
None of the Commissioners I spoke to had been privy to this drastic change in design…
The bids…went out to include underground plumbing hookups for future bathrooms…including the winning bid by Coastal Construction…
The plumbing has not been installed for future bathroom hook-ups!………
This seems to be the latest and the largest “executive” decision made by the Town Manager alone!….
