Workshop…Day 2….

Note to Commissioners a member in the hall this evening offered some sage advice….that might come in handy at the workshops to come…if you face more of the same lack of backup materials….call for the item to be tabled for lack of backup material…and find someone to explain how a workshop is supposed to be run….no motions…no votes…

#15- rates and changes stay the same…

#19- Previously posted the discussion over boats and vehicles…should apply the same across the board…the vote to make it residential on the west side of A1A …and removing the boats/vehicles…passes 4-1 Mayor dissenting…

#20- Vice Mayor McIntee brought up the new scooter business on Commercial …and their using a parking place on Commercial for signage…with a vote of 5-0…that act of advertising is history…bye-bye…

#21- Dumpsters cannot have chain link fences…must be concrete/composite…passes 5-0

#21- Finally adding in certain businesses…such as scooter stores…minus the on street signs…on the scooters to let all know they have come to town….passes 5-0

#22- previously posted the compensation officers/employees …not being brought back to even the amount for the Mayor…a surprise …not one Commissioner jumped on it…HMMM.passes 5-0

#23- previously posted gravel driveways…6 are in…(eeny meeny miny mo post)…and discussion of allowing it back in the future with other “green” composite alternatives…

Ever the man with the mouth…I am sure the 90 year old woman in Bel Air was thrilled to hear the Vice Mayor tell all she lives on $800 a month….YIKES!….passes 4-1 Mayor dissenting…

#24- Mechanical equipment …will be left at 5 feet…but those who have it at 3.8 ft. will have a choice to keep the either…passes 5-0…

#25- Generators a whole new code…permanent …will be re-drafted…and a look at Boca Raton will be looked into…

#26- Non-conforming structures…replacement discussion of replacement costs VS assessed value …and the 50% rule…the Vice Mayor made a motion …anyone to rebuild to the original height …footprint existing  although non-conforming….passes 5-0…

BC…might need to check with state statutes on this one…

#27- Rentals…much discussion carrying over from the round table …previously posted…offered up from the Mayor 2 separate ordinances..1 for vacation rentals…1 for regular rentals…passes 5-0

B…Height Restrictions….back and forth over the Charter…zoning…overlay districts…leading to the expected referendumb…(previous post)…

C…Capital Improvement …previous post…to decide how to pay for projects in the future…

D. The mix-up fixed…it was Dodd…putting this one on….no more 2-hats…on the dais…

Referendum to come…with an ever growing list…last estimate for the cost…$13 thousand…

Invocation…Reverend Hunsaker…who spoke “Why is it so hard for us to listen to each other…only listen to those we agree with…help us listen …listen rather than prepare responses …we need insight to deal with what the community will face….open our ears so we might hear …then act….”…

New Business added in …at the start…(previous LBTS agenda/meetings category)..Palm Club P.R.-Grant Pipe Dream…Vice Mayor McIntee/911 call problems…Comm. Clottey…asking for named streets…cell phone problems…and the Vice Mayor’s- VFD response….

11. Commissioner Comments…Both Comm. Silverstone and Vice Mayor McIntee …comments can be read in the Mc-Furth Times…and this writers response to the Vice Mayors’ false assertions…on July 8th being the “answer” for the pavilion…previously posted (scoops/LBTS agenda/meeting categories bully pulpit)…Comm Clottey was right on target with calling for a thick skin as an elected official…freedom of speech…and concerns over 911…and to her credit…letting all know the Pelican Hopper can be used with a wave of the hand…unknown to many….but over this weekend hands have been raising…all over for a ride…where Comm. Clottey though she was just the swing vote…this proves she is much more…bravo….Comm. Dodd…talked of the round table…problems with the letters of bad acts by someone on the dais…the codes…referendums…and the pavilion…he spoke before the Vice Mayor …and should not be thwarted in his quest to get answers for the pavilion…for they are still required…and Comm. Dodd owes the Manager no apology…she owes him the real materials ….Mayor Minnet…was most kind in trying to see if she could offer her time for this writer to respond to the Vice Mayor’s “bully pulpit” wrongful assertions…feeling in the end she could not …she spoke an open mind…the drowning in LBTS…continuing to look for answers with the county…Calypso…the Pelican Hopper…Broward Green Thursdays…and being a part of the global warming task force…

This writer was still unable to respond to the Vice Mayor’s wrong assertions…something that must be changed…residents should be allowed to reply when challenged or berated…at that meeting if in attendance…or the next if they want to address the commissioner ….

12. Consent Agenda…

a. We will pay $29,987.00 to have a 2009-2010 annual Fire Assessment Report…we will then be able to lower the assessment…and although Comm. Clottey thought we could make that decision from the surplus …but the attorney thought we need a professional company in case of a challenge…for  court…all eyes should be on the results to see that no sliding scale is introduced…if the will if the people is to keep the status quo…any mention of scale last time around brought forth petitions…

b. To purchase a canopy for the VFD firetruck per ISO requirements…the Vice Mayor is in the backup materials for getting quotes…and speaking to the vendors…previously posted…on the dais he tried to compare what he did with BSO Chief Gooding…problem is…there is no comparison…Chief Gooding is not a sitting Commissioner!…

Some less than up and up issues 0ther than the Vice Mayor’s involvement came with a last minute bid per Chief Perkins…that underbid the bids in the backup provided…the Attorney was not comfortable with it…and neither was the non-VFD members of the dais…it goers back out to bid…to come back on the 27th…passes 5-0

c. satellite office meetings in Jarvis Hall …Congressman Klein…passes 5-0/d. Taste of the Beach…passes 5-0/ OOPs passed5-0 e. for 80 parking permits for Caribe to park 3/3/09…but Caribe only needed 45/OOPs…passed 5-0  f. but f was canceled out…with parking ordinances/ OOPs. G.passed 5-0 for ads to be placed for positions over $50 thousand in Sentinel…but needed to include Fl League of Cities…to get the top job applicants

h. Chen and Associates…previously passed 5-0 …with the Manager clarifying Chen’s position with the FDOT and the possibility of  needing a different planner…the cost if we get the A1A grant…for LBTS $250-300 thousand….

13. Resolutions…

a- to re-up for 2009-2010 community grants/b. interlocal agreement for Pelican Hopper/ c. joining in the “Back to Basics” initiative FL of Cities…all passed 5-0

14. Quasi Judicials both were tabled..

15. a Old Business…

Green fest…we are going to pay the Town Attorney…to do “payback” against Terry Arthur  former campaign manager for Mayor Minnet…and other OG candidates…for $33 and the Master of not abiding by the rules…(Deputy Chief/Vice Mayor)…to even a score…and flex his muscle…..deflect….all the while…saying he does not believe the Mayor did anything criminal…passes 4-1 Dodd dissenting…

b. Bel Air signs …climbed from $20 thousand to up near $37 thousand…still relies on Pompano approval…passes 3-2…Mayor/Dodd dissenting…

c.  was addressed earlier…skipped…

d. Pier Parking…previous post…the result…the pier will be opened with new signage…new fence…an attendant to unchain the egress when needed throughout the day…and it looks like the other alleyways…got a reprieve as well…to carry on…WHEW…

e. boat trailers were addressed earlier…previously posted…update will be in 1./27/09 agenda overview…

16. New Business…

a. cell phones…independent…it died after the Vice Mayor learned only itemized personal cell phone records could be public record…so lets’s see since most cell phone bills are itemized…did the Vice Mayor make a call to At&T to see if his can be non-itemized?…If that is not possible…look for a return of this item to New Business…

b. business cards …was dropped after the Vice Mayor saying it was addressed and being observed…

c. Pave North Tradewinds…previous post…(Duperman)…a  look at West Tradewinds shows…they are almost as bad… …folks…passes 3-2 Mayor/Dodd dissenting…

BC…A look at the 2009 budget show $350 thousand earmarked for resurfacing the sound end streets…and 2010..$200 thousand for the north/sidewalks are separate at $200 thousand per year…so petition or not …..staff should have presented a cohesive plan…for the whole area…and not given an assist to a campaign P.R. move…and the need for the resident to get the  petition and for the time it took at the meeting……

d. scale models…for new projected over a million…dead after the Overlay Districts were removed…no action taken…

e. kite surfing was previously addressed…passes 5-0….for permits..no learning on the beach…2 per house…OUCH!…

f. Referendum for selling a property for an amount …will look at Deerfield Beach…what is missing is the referendum needed to purchase properties of a million and up to not have another hotel purchase made…or parking lot without the residents approval…HMMM…..

g. The pier fishing sign at A1A and Commercial previous scoops post…tabled …but no one’s gonna touch this one…it’s like the VFD and the Chamber location…back off!…

h. code violations…sweeps…the roles were discussed of legislating by the commission and following the law by the staff…but what was asked for by Comm. Clottey was courtesy…for the commission to know about the sweeps before the phone call start to come…it was a draw!…
