Here’s The Scoop…4/14/09 LBTS Commission Meeting Cont. 4/20/09…#4…Round Up…

ROUND UP…(on Earth Day)….

Day 2 began with Old Business…

The Commission approval for the special election on Nov.3, 2009…it was tabled by Vice Mayor McIntee…who just wanted to make sure “everything that needed to happen are done”…Assistant Town Manager Olinzock sitting in for the Manager…who is off this week assured the VM they have done everything. Comm. Dodd wanted clarification if this meant they were going ahead with the Nov. referendum…Town Clerk White came to the podium ..(We now have Clerk White at the table and Senior Office Specialist Nikki Smith on the dais doing the Town Clerk duties)…and said an agreement needed to be made with the SOE office and the Town needs to send  a letter stating we want this election held…then it is up to the SOE to grant the issue….Comm. Dodd said that meant this was still up in the air…the VM asked again (it was discussed the last time this was on the agenda) when the last date was to submit for the Nov. date…the Town Clerk again told him the end of July…and again reminded the dais two ordinance readings are required…The Mayor offered up her opinion that it makes no sense to charge the taxpayers $13,986.00 for a special election only four months ahead of the scheduled March Municipal election when there will be no additional cost …The Vice Mayor wanted to table this again until May 14th…The Mayor corrected him to say he wanted to “defer” it not “table” it…The VM said “I can make a motion to table”…and asked for the input from the Town Atty. who concurred with the Mayor, saying a date certain means “defer” not “table”…Comm. Dodd thought we were waiting too long due to the ordinances needed…but the Town Clerk thought we had time …if 1st reading was in June and 2nd reading was at the beginning of July…Again, the Mayor stated the cost for a four month difference and rushing through the this…Comm. Clottey asked if we are obligating ourselves financially at this point with the required letter…Clerk White did not know…she would need to inquire with the SOE, but stated it was alot of time for the SOE office…the motion to defer was passed 5-0 and the letter the Town Clerk wanted to send in to the SOE, was never voted on….

The next item on Old Business was a clock for the pavilion, and again there was confusion on what was previously agreed to and what research was supposed to have been done by the Town staff…This was the VM’s “baby” and he was going to spend approx. $3000….with staff getting the information on choices that would resist the weather and be “green friendly”…”solar friendly”…The staff did not recall that and did not supply any new backup…The VM also said maybe community involvement could pay for the clock…again speaking of the reasons we need a clock including so many beachgoers coming to the beach without clocks…It was seconded by Comm. Silverstone who added in his New Business item N…for”supplementary ideas” to the pavilion…showing a drawing of a solar clock/tide/wind meter with the Town logo for around $1000 and made it a friendly amendment…Comm. Clottey said it shouldn’t be one organization it should be donations from the community…A brief encounter happened when the VM accused a resident of yelling out “shut up”..This writer was seated next to the resident, he ( the resident) had not said anything…but the VM flexed his muscle… badgered the Mayor for her to “warn” the the resident..then.made the Town Atty. clarify the role of the Mayor calling for a warning after a “point of order”…and the Mayor reluctantly did so…again the resident had not done what he was accused of…With the show over…they went back on topic to the clock…with the Mayor asking Comm. Dodd if he wanted to add anything and the VM again badgering the Mayor that she should not ask him if he wanted to add anything, he should push his button…Comm. Dodd did add in about the wall for plaques and whatever happened to that…(It is on the next agenda )…and expressed the problems for mechanical devices on the beach…having a short lifespan …The vote was taken for the $1000 clock/tide/wind meter…passes 5-0

BC- This writer wanted to offer a donation of the clock//tide/wind meter from my family, but was not allowed to at the podium because I prefaced it with a change of topic…and the Vice Mayor stopped me…I have sent an e-mail to the Town Manager/Commissioners with the donation from my family and await a reply…

The Vice Mayor brought up a call from a resident who said there were 6 gravel driveways in town…still and the VM wanted to have them “grandfathered” in like the boats in the north end of town when this comes up for 2nd reading…No decision was made…All are in the north end…as the south had a date certain to remove all gravel driveways years ago…

New Business…

The Mayor put this on regarding the creation of a resolution for “maintaining home rule within our communities”…using fire services as an example…Comm. Silverstone said he thought we voted on this…The Mayor said staff had informed we had not…I agree with Comm. Silverstone …this same type of resolution was addressed when there was talk about county fire services…although this may be a broader reaching resolution…passed 5-0…

Beach Patrol was previously posted…Continuation meeting # 2 …

The Broward County Sea Turtle Conservation people wanted to be able to park closer to the beach…as they used to, by the portals…per Mayor Minnet…and Assist. Manager Olinzock said the Town would do whatever the Comm. wants…Comm. Clottey said they just finished up with the residents and beach parking…(2nd reading on the 4/28/09 agenda)…Readers will recall that new special “beeach permit”parking was “given” to the special CIC members at a piddly $20 annual rate…The Vice Mayor chimed in that the new lot was taking in $2000 a week…and he can’t support them taking prime parking…

BC- Just like the “Noise ordinance” it is outrageous when these 2 north side Commissioners talk about the south end of town sometimes…these “prime spots” are more often than not empty…WHY?…Because the “special CIC members” they did this for…work!…and do not use them when the Turtle people would need them…

Comm. Clottey  disagreed with the assertion made about the portal being used in past year and this was “deferred” until the next meeting, after Comm. Clottey said this was not what the  Town Manager said…passed 5-0…

Bank United met with no Commissioners ready to go back to special parking for a business…so soon after the bags were removed. They all sympathized with the bank…but made a motion for a letter sent from the Town indicating it had been turned down…passed 5-0… Comm. Dodd did offer up some ideas of having the bank pay for the meters daily throughout business hours and inform their customers of doing so…

Comm. Clottey put on an item for the appointment of a Director, Alternate and second Alternate for the Broward League of Cities…The Mayor was the Director last year and offered again…But the Vice Mayor wasn’t having any…and made a motion to put in his 3rd best “gal pal”…(after Colon and Furth) Comm. Clottey as Director with Comm. Dodd as Alternate and Comm.  Silverstone.2nd Alternate…..Comm. Clottey said it should be Comm. Silverstone due to his time on the dais…and Comm. Silverstone said “it was a matter of time” not wanting the position…..The VM made the same motion..and Comm. Dodd said he had the same problem as Comm. Silverstone…The Mayor again offered herself as Director saying she had the most flexibility to attend…or would be Co-Director with Comm. Clottey…The Vice Mayor wanted “a change”…and it ended up Comm. Clottey-Director/Mayor Minnet- Alternate/Vice Mayor-2nd Alternate…passed 5-0…

Town Manager review…previous post…continuation meeting #3…..

A brief discussion took place with Comm. Dodd setting the record straight about his actions concerning the Palm Club…and the Shovel Stimulus program…after a remark was made at the last Round Table meeting by the Vice Mayor stating a resident had accused Comm. Dodd of going to a State Representative to “sabotage” the project…Comm. Dodd repeated what he initially stated when the VM pulled his Palm Club P. R. stunt …in asking the Town Manager to make sure we did not cause trouble for the Town by putting forth a project on private property without the full knowledge being known to the government…Comm Silverstone showed once again his increasing role as “sidekick” to the Vice Mayor…by stating the Federal government could have made a deal with the palm Club and looked at the “option” of the Palm Club turning over their streets…HUH?…(The federal government  would ask this?)….Where was Comm. Silverstone when the streets were brought up with the previous Commission prior to the 2008 election…when Palm Club said no…to that idea…HMMM….

Please  Note..The Palm Club is still involved with a possible Bert J Harris suit against the Town…but unlike the Marchelos brothers…the Town and the Commissioners are taking their calls…and assisting them….

Comm. Dodd spoke of no lighting in the pavilion…and asked about the liability to the Town from the Town Atty. She responded that as she stated before there is concern with Town liability on the lack of Town street lighting…referring to litigation her firm is involved with in another town…but the pavilion not having cars nearby (HUH?) is not the same liability…Comm. Dodd asked for a lighting workshop…Comm. Clottey said the lights were not in the approved plans…

BC- previously posted the Coastal Construction worker on site said the lighting is ready…but he was told by the Town that the turtle friendly lighting at $1000 each was too expensive and the Commission said no…The Commission never voted on the lighting…So which is it?…Are the covered receptacles ready for lights as Coastal said…or are the covers there for decoration?…HMMMM….

The Vice Mayor tried to take Comm. Dodd’s item (once again)…and put it on the next agenda…Finally Comm. Dodd spoke up and said He would put it on again under old business…the VM backed down….passed 5-0…Assist. Manager Olinzock said that on May 18,2009 there would be a Turtle Workshop…no time was given…

BC-If this workshop is anything like the last one…readers will see all the vendors attending … and what “big business” it is for  Sea Turtle lighting etc….

The Vice Mayor at the 4/14/09 meeting removed his item to go after the Mayor on her recusing herself from the “Waste talks”…the agenda stated “problem solved”…

A brief addition was made to the already covered item n. Comm. Silverstone combined with Vice Mayor McIntee’s clock item…with Silverstone showing yet another rendering of a floor decoration for the pavilion…Comm. Clottey said it was much too late to do…The Mayor said it should be opened up to the community…and thanked him for all his ideas…

The final item under new business was Comm. Silverstone discussing the economic viability of the Town…being in the “black”…He stated he was an “Accountant”…He may call himself an “Accountant”…but he is not a CPA…From the Town website…’Commissioner Silverstone’s dream was to open his own business in a field that helps others and the financial area was where he landed. He has been designing Pension and Profit Sharing Plans for more than 20 years. For the past two years he has had his own office in Town on Commercial Boulevard. Commissioner Silverstone lived in Fort Lauderdale for about 10 years and worked in the resort business as an auditor and manager.’….

Basically what constitutes being in the black according to the Commissioner  is the Town having the ability to pay off our long-term debt by using  our funds which would include the emergency funds…and the fact that we meet our budget…The money coming in meets our expenditures…
