The Invocation was made by Town Chaplain, Rev George Hunsaker…He spoke of the “celebrations of out faith” recognizing the past week’s holidays observed……the “birth of our nation”…”freedom we proclaim’… and the “need for restraint, laws, standards and boundaries”…Addressing the Commission to “deliberate”…and think about the “need to control”…and to “weigh the need for freedom”…
Presentations were made…not previously posted…the BSO quarterly awards made by Chief Gooding…in attendance this evening Deputy Jacobson recognized for January…relating an amusing story about a possible intruder..that may have been a “peeping Tom”…who dropped his Ipod…and the Deputy was able to locate the suspect by the photo of his dog…stored on the IPod….Deputy Jacobson was also busy in March with being previously posted for being 1st on the scene at the 3/25/09 fire at 5200 N. Ocean and was also on scene in the standoff in the south end of town…both incident reports posted in the public safety categories…2 other officers were also recognized for Feb and March…They receive this recognition..a plaque and and lunch with the Chief…
The Mayor proclaimed Lighthouse Day on 3/25/09…with Comm Dodd pointing out that the Hillsboro Lighthouse has a diamond lens that can see further than any lighthouse anywhere in the world.http://www.hillsborolighthouse.org/
The Manger addressed the 2010 Census…knock…knock…
An FPL Rep. came to address the lights or lack thereof…She spoke of the turtles…the season…the Fl. Fish and Wildlife Commission…and that FPL falls under their jurisdiction for the lights…Unfortunately she could not answer many of the Commissioner’s questions on other neighboring towns…Comm. Dodd asked what lights are allowed and for how long and what about new lights…..she did not know how long it takes for any new lights to win approval…and that none were in process at this time…The Town Atty. chimed in after Comm. Dodd asked about the Town’s liability if someone was injured in the dark while Town was complying with the lights off requirement…still without the proper lights or shields…that her law firm was in a lawsuit in another town concerning lights off…and that she believed there was no statute requiring a town to turn the lights off…and therefor no penalty…VM MCIntee was all in with that saying…no penalty…turn the lights on humans over turtles…Comm. Silverstone said we should pay for the shields…the Town manager said we do have a code in place and it mirrors Broward County…that not complying would be a “willful violation”…Comm. Silverstone said there should be a compromise…Comm. Dodd reiterated a new kind of light bulb or another way to shield…The VM asked if the shields came down after season..the Rep. said “no”..the VM said “they stay forever?”…and no direction was enacted…
The Art Institute students came to speak…a list and descriptions of their projects was previously posted in the scoops/ board categories…Each was given 3 minutes after a short synopsis of the process from MPSC Char Paul Novak with thanks given out to Vice-Chair Sandra Booth and the Instructor Winston Menish…who also spoke briefly….The students did not receive a vote…this night and no time was set for the final results…When that happens it will be posted…

Public Safety discussion…was a double discussion…combining AMR Lt. Brook Liddle asking for the next Comm. to join AMR for the next 3 months for their Review Committee…It will be Comm./ Clottey…motion made by outgoing Review Comm. member McIntee…passed 5-0..
BC- I still have a problem with this…A Commission member learning details…It should be a violation of Hipaa…especially after the VFD took the beeper away from Comm. Dodd stating that was a violation due to Comm. Dodd not being a VFD member!…HMMMM…..
Town Manager Report…..Waste Haulers RFP…passed 4-1 Mayor Minnet recused…(McIntee wants info on why and has it under New Business…to be addressed Mon 4/20/09 ..continuation meeting)….Looks like all was addressed…including smaller toters…less toters per multi-family residences…and the possibility to go to streamline recycling…along with billing changes (ad valorem taxes?)…
The minutes were approved en’ masse…per the VM …finally doing what the Mayor had asked for in the past…which she said as much…reminding all that they ignored her suggestion in the past…A-E…passed 5-0
Ordinances 1st Reading…
A. 2009-10…This was the Chapter 30 “Unified Land Development” ..making its way through the process…previously posted Scoops/LBTS agenda-meetings/ boards…All the recommendations from P&Z were passed 5-0…but left blowing in the wind…the biggest one of all…Non-conforming buildings …in a catastrophe with over 50% destruction…may not in the presently drafted ULD Ordinance be rebuilt to their present footprint and height!…This needs to be addressed and voted on for the “will if the people”…and for the voters to know who voted which way in the next election.
B. 2009-13…Waste Haulers…passed 4-1 Mayor Minnet recused herself..

Addressed were…
C.- Athena sidewalk Cafe’ Permit…In what was again a “slanderous” act by members on the Commission…throwing out misleading and offensive remark…insinuating they were “legal” or “illegal” with their liquor license…Comm. Clottey saying she read it in the backup material. …Visibly concerned the owners said they were not told and this was the first they were hearing any talk of any liquor concerns…they own a liquor license…and tried to tone down the “orchestrated” rhetoric coming at them fro Clottey/Silverstone/ the Vice Mayor with an assist from the Manager…
This writer had looked over the backup provided to the public (and Marchellos brothers) no such liquor problem was included……This was yet again targeting 2 businessmen and property owners in our town…SHAME on these Commissioners…Comm. Clottey has really lost her way…and is now fully immersed in the Mc-Furth gang!…Her constituents should be calling her on her recent actions…
This change was being asked for because 1 table was over the site line.a bit…..and the Marchellos brothers were repeatedly cited with complaints made admittedly from the VM…Their liquor license covers their outdoor dining and would have only required an addendum to the state for the additional table ONLY…To be sent to the state after this approval …All this dining is on private property with the full consent of the property owner that resides next to the restaurant…(that was contained in the backup)……
The result of this “orchestrated” new majority effort was to stall once more 1 table from being used outside the establishment and to throw out words that sound purposely ominous!…
This writer hope these proprietors are keeping a list of the acts before them….passed 5-0
G. Was to address the expenditure and invoice to pay the VFD $10,976.21 for ATV equipment purchased during the transition…The VM also decided to “lead” the Town Manager to say what he already knew…and was provided in the backup…the VFD spent less than the $40,000 allotted to them for the ATV purchases …$7,453.66…Somehow the VM said the the VFD “saved” the town that $7 thousand…HUH?…After we just gave the $10,976.21…Funny money math…McIntee style!…
