7/8/08…Budget Workshop #2

www.lauderdalebythesea-fl.gov

WE NEED A DO OVER……..

THANK YOU….. MADAM MANAGER…..for finally having a presentation that had a beginning …..a middle ….and an end….

BUT……..

The beginning and middle were MIA…. on T.V. and online… with your wonderful power point starting 17 minutes into your 27 minute presentation……OOPS!

Thank you for “breaking it down”….spelling it out to the Commissioners and the residents that you are using the Master plan as a tool…..

Thank you…….. for showing the correct diagram of the LBTS system of governing….from….the top down….with Residents at the top…followed by the Commission…and beneath them the Town Manager/Town Attorney….again…was not shown….

Thank you….for informing us of how you have cut costs within all departments…excluding Development ….(on hold until a decision on a building dept…is addressed)….

BCbythesea…the Manager stated the building dept. would be funded by the Government Fund…and she predicts there would be no revenue surplus in the 1st year)

BCbythesea….While it is admirable to cut costs….with cutting staff hours….down to 20-30 hour weeks… …does it come with the “cost” of being less efficient?…….

In other words…..does “wearing many hats”.. as the Manager stated….impede staff in dealing with day to day operations?…..

We now know of the 8 funds… which were not shown….

We have paid off 2 loans….

A third will be paid down…by the $340 thousand received from the sale of the water to Fort Lauderdale and the $1.2 million that was set aside for any water repairs ….

The millage rate is being touted as staying the same…4.1021….due to the change in public safety…which adds up to offset the $800 thousand shortfall…

The Manager says it will offer the residents a savings of approx. 10% on their tax bill…..

Comm. Clottey pointed out that the Broward County Property Appraiser is set to increase the taxes on homesteaded properties by 3%….which will cut this savings down….

The Manager stated at the start of the workshop that the assessed value of our property will drop 9.51%….

BCbythesea…with the Mayor on this one…lower the millage more….

We have reduced our debt by $5.2 million….from $13.7 million to $8.5 million….

Required next…….. from the Commission…. to direct the Town Manager…. from the Master Plan…….what to go ahead with….and what to dump….

Still on her plan…until directed otherwise…..

The Pavilion/The A1A landscape-DOT project/Terra Mar bridge project with Pompano Beach/ Bus shelters/ boardwalks….

BCbythesea…looks like the boardwalks is a non-starter….GOOD DECISION…..

The Manager wants a commitment for the projects to be finished….

She projects capital improvement projects…5 years out…to 2013-14

The scary stuff….RATE STUDIES…..which have not been done in 5 years….

The Manager wants to do rate studies on sewers…parking meters…

These should go the way of the Occupational License rate increase…dump it…..

Residents…

Call Town Hall ….954-776-0576……and request that the Manager present her 27 minute power point …..once more for online and Comcast channel 78 viewers….

Come prepared…. to speak …..on July 22, 2008…… Jarvis Hall Budget Workshop #3…. 6 p.m.

more to come….
