Dear Readers…. previously this writer posted the cola increases received by department heads along with merit increases… In the PRR just received for the former Town Manager was the history of salary …and increases along the way… The new Int. TM proposed in the new fiscal year that the Town change to merit pay without COLA (cost of living adjustment) ….and it was given the “nod” by the new Commission …After the previous posts and this one for Colon’s own history as Finance Director …it’s about time to have one without the other ….

The previous post included the letter on March 29,2007 Colon sent Baldwin stating effective April 23, 2007 she would become Finance Director again… But according to the above Payroll/Status Change Notice that happened on April 1, 2007 (April Fools Day!)…

In an upcoming post this writer received PRR that shows former Town Manager Baldwin received severance pay although he was not entitled to severance pay and was paid for time in Lake Worth as  full time employee hrs  80 hrs. 40 hr work weeks in May 2007 ..

As previously posted Colon was asked to become Town Manager on April 24, 2007 and the Commission voted to accept Baldwin’s resignation…So what gives with the change in status for both as well as the payouts?… Unfortunately Ms. Colon is protected from any further investigation while serving the Town due to her 7/28/10 Settlement /Release…(prev. posts)…

Of Note … At the May 22, 2007 meeting where the minutes state “Town Manager Colon” not “Finance Director Colon”…the following took place…(prev. post)…

Commissioner Silverstone stated that Esther took over Robert Baldwin’s old contract, and in that contract he was given 10 weeks off a year that was supposed to be unpaid.
Town Manger Colon indicated that her contract does not include the 10 weeks.
Commissioner Silverstone stated that she was being paid the same but working more, and he thanked her for doing that.
Mayor Parker wanted to correct the previous statement and indicated that the 10 weeks were unpaid leave, and if he took it would have reduced his salary.
Commissioner McIntee said that Town Manager Colon took the 10 weeks out of the contract without anyone asking her to do it. He said that if she is gone for ten weeks, then the second in command has to step in and get paid 10% over his payroll. She he stated that she gave the Commission a very nice gesture without asking for it. She said that she removed other things as well, on her own.
Mayor Parker stated that he commends the Town Manager for taking the out the 10 weeks, he noted that he was just pointing out that it was unpaid leave.
Commissioner Clark motioned, seconded by Vice Mayor Yanni, to approve the contract. The motion passed 5-0.
