Here’s The Scoop … Feb 9, 2010 Agenda …. 3 ….2…..1….

THE END’S IN SIGHT….

1. CALL TO ORDER, MAYOR ROSEANN MINNET

2. PLEDGE OF ALLEGIANCE TO THE FLAG

3. INVOCATION -Reverend George Hunsaker

4. PRESENTATIONS

a. Presentation from Broward County Mayor Ken Keechl on the state of

Broward County (Mayor Minnet)

BC- Mayor Keechl was to come last meeting- But does he know that the Town Manager-Silverstone-Clottey and McIntee “SHORTED” the Welcome Center this year?…(prev. post)…And if he brings forward another $20,000 from the County- in 2010 A Silverstone-Evans- Couriel-Clottey  majority on the dais will cut the Chamber-Welcome Center to $8,000 next September under Town Manager Colon?…OUCH!…

b. Presentation RFQ 09-12-02 -Auditing Services (Manager Colon)

BC- The Manager put out an RFQ (Request for Qualifications)…a total ruse to allow her to use her present majority on the dais to give her the authority to keep her longtime auditors Rachlin – the same group that costs us $55,000 a year with no internal audit…and the same group she unilaterally hired for $200,000+ without providing the current engagement letter in 2008! (prev. posts)… No way should the lame duck commission make any decision until after March 9th…especially when it comes to auditing the town…

c. Presentation by Center for Ocean Energy Technology (Commissioner

Silverstone)

BC- Commissioner Silverstone provides no backup for this …Guess he needs something besides his record to get a few votes…By the way those who are faced with the darkness next month…that money went to the pals of the Furths and the upcoming “Marine Park”…in a feel good vote (more on this to come)…that usurped the lighting…

5. PUBLIC COMMENTS

BC- ALERT – PUBLIC COMMENTATORS SIGN UP FOR PUBLIC COMMENTS AND ASK TO SPEAK ON INDIVIDUAL ITEMS AFTER COMMISSIONER COMMENTS UNLESS YOU TOO WANT TO FALL VICTIM TO COMMENTARY FROM COMMISSIONER SILVERSTONE ON YOUR PUBLIC COMMENTS AT HIS COMMISSIONER COMMENTS!…GOT THAT?….

6. REPORTS

7. PUBLIC SAFETY DISCUSSION

a. Safe Haven (Chief Perkins)

BC- A safe place to leave newborn babies program…

8. TOWN MANAGER REPORT

a. Clarification of recent issues

BC- again no backup…If the Town Manager starts to act as Commissioner #6…as we have seen increasingly over the last year with her self -proclaimed (with a Silverstone-Clottey-McIntee assist) “Town Manager form of government ( LBTS is a commissioner-manager form of govt.) …and starts politicking…SHUT HER DOWN!….

9. APPROVAL OF MINUTES

a. January 12, 2010 Special Meeting Minutes

b. January 12, 2010 Regular Meeting Minutes

BC- Take a look at the minutes …too short to even rate calling  “Cliff Notes”… We pay for a Town Clerk (not certified) and an Deputy Town Clerk ( not certified) and we get one line minutes that do not reflect the actual comments made etc…Note to next commission- need new program… a new way to record the minutes…

10. ORDINANCES -PUBLIC COMMENTS

1. Ordinances 1st Reading

a. Ordinance 2010-01: AN ORDINANCE OF THE TOWN OF

LAUDERDALE-BY THE SEA, FLORIDA, AMENDING CHAPTER 12

“LICENSES,” ARTICLE 1 “BUSINESS TAXES,” SECTION 12-10 “HOURS

OF BUSINESSES WITHIN THE CITY LIMITS RESTRICTED” OF THE

CODE OF ORDINANCES; PROVIDING FOR SERVERABILITY,

CODIFICATION, AND AN EFFECTIVE DATE.

BC- This was originally brought up under new business on Oct. 13, 2009  for Walgreens to go to 24 hours…a look at the substandard minutes show absolutely nothing!…

“q Discussion aonrd action as to changing Hours of Business with the Town Limits
Restricted in the Town Code of Ordinances Chapter 12 Mayor Roseann Minnet” http://www.lauderdalebythesea-fl.gov/town/arc-meetings-2009.htm

But the concern at the time and the concern big time with this ordinance 2010-01 is the impact this would have on Anglin’s Fishing Pier which is supposed to be open 24 hrs…all year round!.. This needs to be addressed after the March 9, 2010 election when those who want to “stick it” to the Pier owners are hopefully removed from office…

2. Ordinances 2nd Reading

11. COMMISSIONER COMMENTS

BC- More of the same…if Public Commentators speak at Public Comments by Comm. Jim “He’s not a nice guy” Silverstone…Take it from “The Chief Blogger”…

As for Commissioner “Clueless” Clottey”…

An e-mail this morning-

“A Spotting
Monday, February 8, 2010 9:59 AM
From:

To:
[email protected]
Clueless and Marc Furth were huddled up in front of the motel as of 9:20 this morning. Had to alter my line of walking as the back end of the Prius was extended over a portion of the sidewalk. Still there at 9:45, but the action had moved indoors.”

Guess her comments will be his…

Vice mayor McIntee…asked for an excused absence …we will see if he takes it…..We did hear he showed up at the fire in Pompano Beach last week after a mutual aid call was placed……He followed the VFD firetruck from his home…(old habits die hard)…He was told we hear, by the new Deputy Chief…to go back to the station as required in the VFD-SOPs of the department …and to return in his gear…on a truck…He [McIntee] left….and did not go to the station…We also hear the only FF that spoke to the VM was his BFF and supporter for Fire Chief, Jimmy Silverstone!… Leaving no doubt Jim “he’s not a nice guy” Silverstone is the “heir” apparent …and loyal to a fault (his) to McIntee….

12. CONSENT AGENDA

BC- no consent items…

13. RESOLUTION – “Public Comments”

14. QUASI JUDICIAL PUBLIC HEARINGS

15. OLD BUSINESS

a. Discussion and/or action by Town Commission to provide for Pledge of

Financial Contributions towards construction of the Beach Re-nourishment

Art in Public Places project (Assistant Town Manager Olinzock) Deferred

from the January 72, 2009 Commission meeting by Vice Mayor McIntee

BC- VM McIntee deferred this to see what other Towns were kicking in- Hollywood $15,000/ Pompano Beach $14,000 … both are on board for the funds available in the future for re-nourishment…but to put $ in for “art on the beach” Pelicans …forget about it!… again table until after March 9, 2010….

16. NEW BUSINESS

a. Discussion and/or action regarding sample Resolution supporting and

adopting the Broward County December 2009 Revised Multi-Jurisdictional

Local Mitigation Strategy (Draft Resolution Attached) (Assistant Town

Manager Olinzock)

BC- an interesting read…in the backup Attachment G…pg 152- 154 is a 2008 re-certification replacing John Olinzock w/ Municipal director Don Prince – signed off by Asst. TM John Olinzock for Esther Colon date 3 Oct 08…in the initialed section 3 that states “Your community has been verified as receiving CRS credit for the following activities. If your community is still implementing these activities the CRS Coordinator needs to put his or her initials in the blank and attach the appropriate items. The numbers refer to the activity number that is found in the CRS Coordinator’s Manual.”… Municipal Director signed his initials…stating .. 350″ Our public library continues to maintain flood protection materials.”/540 ” We continue to implement our drainage system maintenance program”/ 540 ” We continue to implement the sections of our Capital Improvements Program which pertains to the drainage system drainage”… So where exactly is our public library?…And the drainage maintenance-Capital Improvements Program from Oct. 2008…Hmmm….

b. Discussion and/or action to postpone February 11, 2010 Town Residents

meeting until the next Commission is seated since this issue addresses Town

events, parking, noise and street closures. All these issues should be

addressed by the next Commission (Commissioner Dodd)

BC_ Commissioner Dodd has put this on after hearing from residents that it is not called for…Comm. Dodd understands that it is a parking issue etc…no music and therefore calls for it to be tabled until after the March 9, 2010 election!…(More to come on the Manager’s maniacal meeting..) The Mayor and her running- mates have a prior commitment for a condo meeting..It is said the Mayor informed the Manager and found the Manager to not be receptive to the conflict…The Commission NEVER approved the meeting on Jan. 26th…The businesses are still going to come…although we hear Town Staff insinuated they would not be welcome…(Lock out the businesses?)….as this is for residents and elected officials …  An overwhelming  number of residents spoke at the Jan. 21st meeting (something the Manager is trying to sweep under the rug)…and there is absolutely no call for this to take place!…Except the Manager liked her “forum” so much the 1st time that SHE wants it again…UGH!…

c. Discussion and/or action regarding lighting on tennis courts (Commissioner

Clottey)

BC- Looking for the Tennis vote for her pals?… The cost is high anywhere from $10,102- $21,999.50 …(after “shorting the Welcome Center no less)…for what reason…other than a Jim Silverstone vote booster fund!… This is not the time…wait until after march 9, 2010 and a look at the whole Senior Center- Community Center issue…

Oh yea, if anything…that money should be going for Rosa’s 2nd 5-0 approved Bocce’ Ball Court again brought up at the Jan. 26 2010 Town Manager’s report…and again left out in no man’s land… In election 2010 does Tennis trump tomatoes?…

d. Authorization for Town Manager to negotiate contract agreement for Auditing

Services (Manager Colon)

BC- very easy…very quick…NO!…Defer until after the March 9, 2010 election…

17. TOWN ATTORNEY REPORT

18. ADJOURNMENT

more to come….
