SOMETHING STINKS……..
Dear Readers…You can always count on Vice Mayor McIntee to provide for major head shaking and disbelief as he proceeds to GORGE on the power he has at this time in LBTS with his “Gang of 3” and his “in his pocket” Town Manager…She of fiscal “irresponsibility”….
I took a look at the July 14, 2009 Regular Commission Meeting Agenda….
Consent Agenda item 12B.
Commission approval of Agreement for Stormwater System Design on SE 21st Avenue at SE 16th Street with Chen & Associates, in the amount of $4,850.00 (Assistant Town Manager Olinzock)
BC-Now the backup ….I thought what’s going on now in the Vice Mayor’s and Comm. Clottey’s neighborhood…after all I had just been to the opening of the bids for their two entryway signs…which will run in the neighborhood (pun intended) of $30,000- $50,000…..
Page 2- MEMO…. July 9, 2009….To Ester Colon, Town Manager …From Don Prince, Director of Municipal Services….RE; Bel Air
I spoke with Bill Herman, Pompano Beach Utilities regarding 1621 SE 21st Avenue, he stated there is unusual topography in Bel-Air. Thank You, Don Prince
BC-Hmmm. I wondered why does 1621 sound familiar?…Was that Vice Mayor McIntee’s address…Nope, his address is 1612 SE 21st Avenue…Was it Comm. Clottey…Nope…
Page 3- Town of LBTS Administrative MEMORANDUM…30 June 2009…To Esther Colon, Town Manager…From John Olinzock, Assistant Town Manager…RE: Engineering Design of Stormwater System- SE 21st Avenue and SE 16th Street…
Attached please find proposal from the Town Engineer to provide the engineering design for the construction of a stormwater drainage system at the referenced location. This will address documented flooding conditions that exist at this interesection when there are several consecutive days of rain events by providing for the design to construct sa stormwater exfiltration system. This system will be similar to those installed elsewhere in the Town. The project construction budget of $25,000 has been requested for fiscal year 09-10.
BC-Really? I looked back at the Capital improvement Fund that I had copied from the June 9, 2009 Budget meeting backup online……(good thing because it has been taken off the Town website. Today I sent PIO d’Oliveira an e-mail to ask it be put back on)…The fund showed no such budgeted improvement item…

Subject: INSTALLATION OF A DRAINAGE SYSTEM AT 1612 SE 21ST AVENUE…
THE HOME OF VICE MAYOR MCINTEE!….
BC-OH MY GOD!….I fell off my chair!…The previous memo had mixed up the numbers…it was McIntee’s house…YIKES!….
Dear Mr Prince:
As we discussed earlier today, the following is a proposal to the Town of Lauderdale By-The- Sea for the preparation of engineering drawings that shall eliminate the standing water in the Town’s Right of Way at the intersection of SE 21st Avenue and SE 16th Street. This proposal is an alternative to the one provided on June 23,2009 and does not include a connection to the existing outfall at the west end of SE 16th Street. Without this connection standing water may be present in the Town’s Right of Way for longer periods of time during larger and less frequent storm events than if the connection were made. However this alternative is still a significant improvement as compared to the current conditions. Also, because this proposal does not include any additional impervious area or a connection to an existing outfall, no permit from Broward County will be necessary.
BC- The June 23, 2009 proposal was not included in the backup….why not?….Why would the decision be made to spend $30,000 +…on something that will still present a problem?….OUCH!
The breakdown….Investigation costs…Existing Conditions…$650.00/ Existing Utilities Drawings….$500.00/ Design and Layout….plans..$1,550/ Construction Administration….Sop Drawing Review…$225.00/ Construction Administration….hourly not to exceed..$1,500/ Project Certification and Closeout…$175.00/ Reimbursable…total fee…$250.00…
If the former is acceptable to you, this letter can serve as notice to proceed by affixing your signature in the space bel0w and return one copy of the letter to this office.

Citizen Name: RESIDENT

Issue: Flooding in Bel-Air
Action Requested: Please Resolve
CALLED CHEN 6/17/09
BC- That’s right Vice Mayor McIntee is not named…it just says “Resident”… On June 17, 2009….the request was turned in…that very same day a call was made to Chen and Assoc…then on June 23,2009 the 1st proposal was made by Chen…A second proposal was made by Chen on June 24th…A memo was sent from the Assist. Town Manager to the Town Manager on June 30th…stating the project construction of $25,000.00 has been requested for fiscal year 09/10…July 9th the Director of Municipal Services has already spoken to Pompano Beach…July 10th it is on the agenda under Consent!…
ME FIRST!…ME FIRST!… Can anyone honestly say this doesn’t stink to high heaven?…Does anyone really believe it wasn’t intentional to not include the name of the citizen making the request?…Who else would have a request move through the system at such record speed?…..There is major flooding throughout the town…starting with the pavilion…Downtown….and in Silver Shores…from each rain…not consecutive rains!….There is no mention on June 9th (the VM “resident” request was made on June 17th) for a budgeted $25,000.00 for this improvement…..This is just so wrong on so many levels!…It reeks!…
BC- There is no backup for the July 14,2009 Budget Meeting (5 pm) where the Town Manager will make her 2009/2010 Budget Proposal….Is this just the tip of the iceberg for what she has in store?….Readers better fill those seats!….
Let it be known, that residents….taxpayers…and voters….are not going to forget this one either!….
OINK…OINK….
more to come….
