Dear Readers… What a nice change and a pleasant surprise for those who are interested in the future of LBTS…The MPSC agenda is now online with backup for the upcoming meeting on Tuesday night!… The backup for the P &Z Board meeting (upcoming post) is also online …This will certainly make it easier for this writer and allow Readers to click to the full text before or after BC comments…..Both have a lot to cover this month … http://www.lauderdalebythesea-fl.gov/town/backup2010MPSC.htm ….
This new Commission and Int. Administration …(and I am sure the template for the permanent administration)….are pushing to increase both transparency, and technology…We are certainly not “cutting edge” as Comm. Clottey stated at the 6/9/10 RTable … Meetings online are a big plus…but to offer all backup … full and accurate minutes …. (seen 2 times since the termination of the prev. administration)….the videos streaming and archived (labeled correctly -prev. post the RTable TM search- discussion snafu)… and to see that e-mail alerts are instituted to those who sign up of any changes …alerts…updates …as is done in many other municipalities this writer has found in online searches……
I am still awaiting from the Int. TM a response on the budget backups for this year…I sent in a request last week for all budgets …changes made in process …and the justification sheets to be online throughout and after the budget is finalized… this being done along with a new Budget Review Committee (perhaps the same members of the Audit Committee as suggested by VM Dodd?)….who would come in after the budget is presented as suggested by the Int. TM …(prev. post)…would just hit the ball right out of the park!…

Eckblad Letter
BC- Member Bob Eckblad will not be in attendance and sent in a letter to the Committee/Commission and Concerned Citizens on the agreed upon final ideas presented by all members… He reviewed the options presented by Ocampo and stated “it became clear to me we that we must commit to an overall plan at this time, whether or not we have the resources at the present time. My vision is to this, beginning at the perimeter and working into the median.”
A1A -“On the subject of the A1A FDOT project, I would be opposed to investing $600,000+ unless the elements are functional such as covered bus stops or shade trees for pedestrians. With jails being closed, teachers being laid off, it seems ludicrous to be out trying to find a way to spend money, regardless of whose pocket it come from; as they say, there ain’t no such thing as a free lunch.”
BC- Well said Bob!…This is why this writer when asked by candidates during the election recommended they re-appoint Bob Eckblad…

BC-Mr. Malkoon sent an e-mail to the Commission after the May 25, 2010 Commission meeting… including the following excerpts…

I just wanted to share my personal thoughts on the A1A project. After hearing Mr. Bentley I was amazed this is an 8 year project now coming to fruition. I spoke with him at break and he informed me that length may not be so unusual when dealing with grants/Federal Government. It put the project in a much clearer perspective to me.”
“The project does not just benefit one street but over half the residents/area of the town. Certanily if you look at the costs of other projects you are considering this is minimal in comparison. This is not just a beautification but an investment for the near future. This project is ready to go and not rushed. The project has a timeline that will take us into the end of year. The public will also have input as per the agreement with FDOT..

BC- I must disagree with Co-Chair Malkoon, I do not see the benefit…The south side of A1A has updated sidewalks in a few places put in by redevelopment..Minto & Wings…other than that the south end is much worse than the north…With the exception of a few spots on the west side that code has the authority to remedy..(parking lot that’s an eyesore)… As prev. posted it was the residents in the north as well as commission members in the past 2 Commissions that did not want access to the beaches emphasized in the north due to illegal parking problems that would arise from those made aware of them… I did not agree with much from the previous Commission..but i did and do that it is time to put the money into the south end…drainage…El Mar Drive…Pavilion…Downtown….
BC- I also prefer Mr. Eckblad’s letter that was addressed to the Committee/ Comm. and Citizen’s rather than an individual member sending a personal viewpoint to the Commission apart from the Committee while serving on that committee…
Bel-Air Letter
BC- There were 2 submissions to the Commission…the first was given to the Commission by Bel-Air Residents Civic Association member Edmund Malkoon (who recused himself from signing) at the May 25th Comm. mtg…. This one was included in the backup in support of a traffic signal light and the A1A project…Another opposing letter was sent to the Commission by a resident of Bel Air opposed to the traffic signal light (prev. post) and while respecting the Bel-Air Residents Civic Association Board states they do not represent the wishes of all residents in Bel Air on this issue…Shades of the street re-naming (prev. post)…This needs another letter sent to all residents for the true numbers in favor or not of a traffic signal light on A1A and 15th street…VM Dodd cautioned them to be careful what they wish for…as he deals with a traffic signal light on Imperial Lane & A1A with a 3 minute wait time… Both letters should have been in the backup…as well as any minutes from the Comm. meetings…
Time Line
BC-The explanation from the April 13, 2010 Comm. mtg. was included with an Apr. 1st memo from JohnO to Esther Colon which stated JohnO met with PBS&J “this morning, to finalize the schedule of events required to meet submission dates to the funding provider, FDOT. I recommend approval of the attached schedule as it will provide for the milestones and benefits to the Town:”… He began with a “Kick Off Meeting with Town” on April 1st!……The agenda went from there. to Dec. 20, 2010 ..Readers may recall from past posts…There was no forthcoming schedule or information made available to the Comm./MPSC or the residents until newly elected Comm. Sasser pushed for it …with a welcomed assist from VM Dodd and the Mayor…(the VM was castigated over the past 2 years in trying to get information to the MPSC )… From here we had the encounter with PBS&J/FDOT and MPSC that resulted in the short timeline and the purposeful “kept at arms length” debacle perpetrated, in this writer’s opinion by the old administration that came to light with PBS&J’s comments they were under the impression MPSC had been working on this for some time!… Since then the MPSC has still been somewhat in the dark…due to PBS&J …not producing answers to what was needed for the committee to finalize their recommendations to the Commission… The meeting on May 5th produced a majority were for calling it quits on the project …
Presentation
BC- This was the powerpoint presentation put together by new member Helene Wetherington (prev post-Boards cat.-May 5th,2010)…It was supposed to be presented at the 1st or 2nd May Comm. mtg. but was delayed… Ms. Wetherington is an Urban Planner we recall from her resume’ and while her ideas, I am sure fit the bill from a professional eye…they are off due to the history of the Town…ie- crosswalks to entry to beaches north (see above)…as well as portal entryways north end…… Bus Shelters…(covered in future budget and 2 are already being installed by BCounty)… would not be included per the PBS&J meeting w/ the MPSC….Past Comm. mtgs. where it was acknowledged most feared medians being put in on A1A north taking away the turning into-out of lanes …Entrance signs are not going to be included from the grant…and we will need properties to give land for them…(although Comm. Sasser felt the chg. in Admin./Comm. might make that a possibility …and wants to try again)…The chain link fence on the west side at the condo parking lot can be addressed by code…
Again, new members need to look at past meetings…with the new backup/ and minutes archived online…from now on that should be easier to do…
The MPSC will need to come up with their majority decision on El Mar Drive and the A1A Project and present to the Commission ASAP…
