c. Pre-agenda conference…Mayor Minnet…referred to Oakland Park using this forum…a review with citizens…

Comm. Dodd/Clottey had similar idea as campaign promise…Vice Mayor went into the downside from the pre- meetings with the “Old Guard”…Comm. Silverstone wondered if there was really a need…

finally a compromise of sorts to try before a meeting next month…with a possibility of trying an alternative…a few days…a week before…on a different day….passes 5-0…

d. meet your commissioners..Mayor Minnet…looking for a once a month version…

CIC board member Loyola Gray came to the podium to inform the commission an application is in process for an Aug.3/08 meeting with commissioners put on by the CIC …

e. LBTS local government academy…Mayor Minnet…gave info to Town Manager to review…

f. discussion and/or action to support resolution on floating gas port… Mayor Minnet

wanted it tabled at beginning of meeting……no second…it stayed on…wrongly written as ‘creation’…”support’ was correct item put forth…to Town Clerk for agenda…went head to head with the Vice Mayor on when she called V.P. of Suez …her dais position of being neutral…wanting debate vs her ‘package’ going out stating she is opposed to the port and will use her “full range of resources to not fund the project”…a gotcha…that did not bode well for the Mayor….the Mayor countered with her take that the Vice Mayor thwarted the invitation to this meeting when he spoke to the V.P. of Suez…telling him hew would not have the opportunity to speak at length and present his side…

g. LED lighting…Comm. Silverstone…talked of presentation made at last meeting’s public comments…Sandra Booth and her “green” education on the subject…his research…wants to test it on A1A…in Jarvis…The Mayor who is in the lighting business…disagreed ..saying the cost is prohibitive.. there was talk from Comm Dodd about solar power…Comm Clottey on light poles in Pompano…Assist. Olinzock on retro-fitting …and waiting for new lights in front of Sea Ranch Club… Vice Mayor wanted to give Comm. Silverstone what he was asking for…and a test will be done cost…$3000 max…in Jarvis with the Mayor’s direction and the Town Manager…

Vice Mayor wants a look into LBTS receiving rebates for lights not in use due to Sea Turtles…

h Master Steering appointments… Town Clerk…board appointment process…and moving up from alternate to member…..problems with applicants….

lots of discussion…Vice mayor went back to the “Old Guard”…their actions with boards…not using alternates to fill positions they removed board members from…Town Manager felt it was proper to move alternates up…Comm Dodd/ Clottey agreed….Vice Mayor reluctantly agreed…and it was passes 5-0…Robert Eckblad became new member and a second alternate was chosen… Vice Mayor expressed his opinion that many turned down joining boards due to financial disclosure requirements from state…for P&Z/BOA boards…2 new members are needed for Board of Adjustment board at next commission meeting…

i. special permit application process…Comm. Silverstone…brought up Guy …a manager from Aruba to explain the difficulties experienced recently in getting permits….Guy explained a 90 day time frame of applying for a permit…it sat on a staff member’s desk for 52 days…going into the development office 4-5 times…and getting valuable information the day of the last commission meeting that might have sped up the process if received prior…Town Manager/Assist. Olinzock were quite agitated at the account.of what took place…..and had explanation that the “helpful “info received the day of….was a “courtesy” that was not even meant to send out…

BCbythesea….opinion….the problems with the town administration…and local business was on display for all to see…if a business says the very paperwork held back by staff could have helped the process…why would it not be received as an item to implement change….to make it not just a “courtesy” but an important requirement…not the day of …but well in advance?….

Town Manager still throwing the “blame” of Jazz on the Square towards Dave Gadsby…when BCbythesea hears otherwise….

When Guy further inquired about the Sat. night music and the closing of Commercial…he was disturbingly warned by the Vice Mayor” I wouldn’t go there”…

so much for building a bridge between local business…and the administration….

j. Jarvis Hall temps…Comm. Dodd….the temp was increased to see if it would save energy and was tolerable…it was not…a readjustment will continue to find a compromise…

k. performing arts…in Jarvis Hall..Comm Dodd….a LBTS resident made presentation .. Sandi Galo- Mann representing her non- profit company…PML Studio….

all were informed by performing arts board member Loyola Gray that a board has been in existance for 9 years…town staff…commission were unaware also…

discussion after the presentation…Vice Mayor making some startling comments.. one was somewhat chauvinistic ..when throwing in some form of commission oversight to the 2 female commissioners stating…a feminine touch would be perfect on this….and a form of censorship in asking if the F word would be used…and content…stating “Middlebury town” is what we’re looking for…

a trial period of 3 months with renewal…was offered with details and liability etc…to be worked out with Town Manager…passes5-0

l. iguana control…Comm Clottey…finally as a commissioner…she was able to do what she could not as a resident…get a iguana control company to clean up the increasing town wide problem… $1000 to start in various north/south neighborhoods…Assist. Olinzock gave a website with info…www.iguanatrapper.com

n. engineering services…emergency repair/and design, bid construction for replacement on lift station…Assist. Olinzock…passes….5-0…

16. Town Atty. Report

Bert J Harris ….Mr Abbott gave history of previous Town Atty….case was dismissed by judge who asked for an advisory claim…previous Town Atty…refiled…Mr Abbott felt to do so would bring the same dismissal…and waste taxpayers money for his services…asked to dismiss lawsuit….passes 5-0…

BCbythesea….Excellent call by the new Town Atty….sheds yet another suspicious light on the old counsel LBTS received…
