‘ BYTHESEAFUTURE also submitted a two-page list of questions to AMR , the private transport company hired by the town to provide emergency medical services, concerning their response to the near-drowning incident on October 25. AMR declined to comment, citing “federal privacy laws.”…

Hipaa….laws…seem to be defined to cover personal medical information…not what is being asked…by the paper or the Town….about the personnel who were responsible for the care of the victim on the 25th…and who was acting in what capacity during the incident…such as assessing the patient,giving oxygen, stabilizing victim and putting on any required strapping for transport…

If AMR is going to refuse to address this in front of the dais on Monday…it sounds like someone invoking their 5th amendment rights…and certainly will taint the residents present favorable opinion of AMR and the use of a private company for EMS verses a government entity that writes an incident report and is ready to report on their actions…as BSO has done…

HIPAA: Big Bark, But Little Bite So Far
Despite receiving thousands of complaints about violations of the federal privacy law protecting Americans’ personal health information, the U.S. government has not fined a single violator in three years, the Washington Post reported in June. In addition, there have been just two criminal cases stemming from breaches of the Health Insurance Portability and Accountability Act (HIPAA).

The federal government has received 19,420 formal complaints of HIPAA violations so far, the Post said; the most common of these have concerned inappropriate disclosures and insufficient protection of protected health information; disclosures of more details than were necessary; disclosures without obtaining proper authorization; or patients having difficulties getting their own records.

More than 14,000 of these cases-upwards of 73%-have been closed with determinations that no violations occurred or promises by accused entities to fix whatever problems they’d had.

“Our first approach to dealing with any complaint is to work for voluntary compliance,” Winston Wilkinson, head of the Department of Health and Human Services’ Office of Civil Rights (which is in charge of enforcing the law), told the newspaper. “So far it’s worked out pretty well.”

Around 5,000 cases remain open, Wilkinson said, some of which could result in fines. The federal government has received 19,420 formal complaints of HIPAA violations so far.

We are prevented from discussing particular details of patients that we handled in public. Such as:

Hey, remember that run we had on Joe Blow last night over on Green Street? Well he died from his gun shot wound last night after we transported him to Homer’s Hospital (Ficticious name). Dr. so and so said that his femoral arteries were too damaged and couldn’t be repaired during surgery and he bled to death in the O.R.

If something like this is said in the general public, we are subject to fines and or imprisonment and the potential for termination or suspension of our medic licenses (should there be an official complaint.) for making these statements in public. Not to mention the possibility of a family member or a family friend overhearing a conversation like this.

On the other hand, if we discuss it in this manner:

(One medic to another.) I guess that guy we transported last night passed away.

This does not give away any of a patient’s identity, medical conditions or any other means of being identified.’

Here’s The Scoop…Sentinel Storyline…SNIFFING OUT A STORY…

SENTINEL IS SNIFFING AROUND…

Looks like a reporter for the Sentinel is making the phone rounds…calling Commissioners and residents…about the LBTS-  VFD and AMR….

BCbythesea hears the Sentinel plans to be at the Tuesday night Regular Commission Meeting…tomorrow night Oct.14th…7 pm…at Jarvis Hall…HMMMM…………..

This writer has put on the agenda for the meeting…just check out the LBTS agenda/meetings category…

Item 14 f : Discussion and/or action to form an Oversite Committee for Public Safety (Fire/EMS/Police) …Mayor Minnet….

It is this writers opinion that an Oversite Committee is called for now!…

Previous posts…have covered the VFD report…from March-Sept. 16th…the resignations of Battalion Chief Pointu and Ocean Rescue Leader Scot Fowler along with a large number of resignations…( how many have occurred after 9/16/08 is unknown)…also the “training exercise” at my building…..and numerous reasons for questions to be asked and answered….not just by the Town Manager…the Vice Mayor and Commissioner Silverstone…but by independent persons ….

I am told that the cards being handed out to beachgoers are printed with the ATV phone numbers and 911…with some people putting the ATV numbers into their cellphones…as they get them…

In the new Town Topics…October-November issue…page 5…

Chief Perkins…”The ATV numbers will not be posted on the beach, he said, because the VFD still wants residents to call 911 for emergencies.”…

BCbythesea…so why would the Vice Mayor  be handing out cards with the ATV numbers…and watch as people enter the numbers on to their cellular devices….which could cause them to call the ATV  numbers rather than 911….a direct conflict with the Chief’s statement…in the Town publication?….YIKES!…

Here’s The Scoop….VFD TRAINING EXERCISE…Who’s In Charge….You Betcha He Is….

5000 N OCEAN BLVD….LBTS EVENING LBTS-VFD/AMR MC-TRAINING EXERCISE….

They came…3 VFD fire trucks with AMR ….to train as requested by the Sea Ranch Club Building B Manager….and as desired by the VFD to get to know each condominium within town limits….

They arrived according to the building personnel…45 minutes late….OOPS…

Who was calling the shots…doing the training?…

Vice Mayor McIntee…in partial gear…..leading the way…instructing the 15 VFD young men…that’s who!

Also arriving …as a driver of one of the fire trucks…Commissioner Silverstone…

They were followed around by Official VFD-Town Photographer Marc Furth…taking photo- ops throughout the 35 minutes they were on site….although the management was informed this would be a 2 hour operation…

Chief Perkins was for most of the exercise at the front of the building…dressed in a white polo shirt and pants….no gear…

The AMR Med 12 ambulance came to observe…with VFD member -AMR Supervisor Kevin Padden.. another AMR Supervisor and a 3rd AMR EMT…. who were also for the most part at the front desk …after checking out the elevators…asking questions of the Manager about the elevators…until they were paged to leave to respond to a call….about 20 minutes into the event…

They informed this writer they went on 6 calls today…right before they left for the 7th….they work 24 hours on…48 hours off according to Kevin Padden….

After they were called away…Vice Mayor McIntee led some of the firefighters through the lobby and walked out of the front door…

We wondered if the VFD was going to follow the 911 call AMR went on…as I had observed and questioned and posted previously….

One employee said he was told by the “Chief” they had to go on a call and would be coming back for their equipment later…

This was curious….. the Manager commented that they obviously didn’t need the equipment left behind on the 6th floor for whatever the call was….

I asked the employee who was the “Chief” that told him that…he told me the big guy….I asked if he was wearing a hat….and holding a radio…he said yes…I asked how he knew he was the “Chief”…he said the men called him ” Chief”…

I then looked outside to see Commissioner Silverstone…Vice Mayor McIntee …Chief Perkins and Marc Furth standing there taking more photo- ops…obviously they did not go anywhere….HMMM…..

I asked the employee which guy was the “Chief”…he pointed to McIntee….

The Manager went out to see what was going on…with the hoses being left on the 6 floor…….and received a different reason for their leaving the premises……..that the men needed to go out and cool down before gathering their stuff….followed up with having a photo- op with the Vice Mayor…Chief Perkins and Commissioner Silverstone…taken by Marc Furth…

Did BSO come with photographer in tow?….

The firefighters came back in to get their equipment…and the training exercise was over….

Final note…the men were young…a definite plus…AMR was quite forthright ….very reassuring…

BUT….

Why is Vice Mayor Jerry McIntee addressed as the “Chief”…

Why is Vice Mayor Jerry McIntee the Training Officer?…..

Why were we told he is a member- at- large?….

Compensation or no compensation….

Who is actually in charge?…….

What is the real “chain of command”?…….

Fire Rescue used a cutting-edge procedure to help save Villarta after she had a heart attack on Sept. 26: Induced Cooling by EMS, which involves lowering the patient’s body temperature. This writer was told and posted in the VFD category…AMR would have this hypothermic device on board….a follow-up …I asked AMR Lt. Brooke Liddle to verify at the VFD/AMR event…also posted…AMR did not have it on board …it is in the works…

Update on “The Lightbulb”…Response By VFD/AMR

The AMR Response of last night…Oct.7,2008…was correct.. as indicated by the AMR commentary on the prior post…

It presents a 911 medical call with 5 AMR personnel arriving to each call and the town being covered with the primary ambulance not leaving LBTS………due to the 2nd ambulance providing transport…to the hospital if needed…

BUT…

The VFD response …if it extends beyond the initial stage of their return to town…is questionable…

It makes it look like the VFD is “padding their wallets”…which was a sore subject from the naysayers in the past…getting paid to show up….to stand behind the truck….

Also McIntee showing up in his car…looks like “old times”…. many are concerned…again …with what his de-facto role is…..

Here’s The Scoop…How Many Men Does It Take To Change A Lightbulb?…

HOW MANY LBTS VFD/AMR MEMBERS DOES IT TAKE TO ANSWER A 911 CALL?….

Tonight…

at this writer’s condominium….

For one 911 call…

the answer is…..2 AMR ambulances…1 VFD truck …and VICE MAYOR MCINTEE’S CADILLAC!…YIKES!…

Here’s the lowdown…

This writer and hubby went to 101 to eat dinner…as we approached we saw AMR truck M 12…parked across from the Village Grille where the BSO used to park….as we got closer…the 2nd AMR truck pulled up and parked behind it….

The 2nd truck is in town while awaiting the “pad” at Holy Cross Hospital…I have been told…….

The AMR employees walked past us on Commercial walking west…we figured for a bite to eat…

Upon finishing our meal…they walked back to their respective vehicles….and then…

we saw AMR M 12 take the roundabout in the center of town square surprisingly fast…heading down to the Aruba turnaround…. as it doubled back with lights and siren…heading north up El Mar Drive…

shortly afterwards the second AMR truck came up Commercial…with its lights and sirens on….

WOW..we thought 2 calls…what was going on?….

We walked home to find….it was at our building…5000 N Ocean Blvd….. both AMR trucks …the VFD fire truck…and McIntee’s Cadillac parked right in front of the building…. and quickly crossed the road to see what was going on that demanded such a response?……

Our thoughts of a real disaster calmed down though with a look at the VFD fire truck…for standing behind it…around 6 VFD members and the Vice Mayor standing with his arms crossed…REALLY!…

I could not believe he followed them in his car…and was standing there like that…INCREDIBLE!…

So I took a picture with my phone…because I found this most disturbing….as a booming voice came across the front drive…”There’s Barb taking a picture …..”….I just smiled….

I went inside to check what was what… with the security guards at the front desk…. they responded that a woman in the building had either fainted or was not feeling well…her husband called 911….and then the “caravan” showed up to answer the call!……

This writer was told early on…the following….when following up on a question I had been asked….who was going to be the 1st responders on the fire trucks when answering a 911 medical emergency call in order to follow the ambulance?…

I was told that this BSO protocol would not be required…due to the fact that AMR would have 2 EMT and 1 Paramedic on their truck to respond….and the only reason ….according to this well informed member…..that BSO followed this protocol was because they only had 2 EMT and the firetruck provided the 3rd EMT or Paramedic……

So it was a surprising assertion by the Vice Mayor after this information was given to me…that a VFD fire truck would indeed be following every 911 call for AMR….as we witnessed tonight….

It begs the question …why?….

Is it a temporary situation …more on- the- job training in the infancy of their return to service the town?….

If not….why two such different responses…and which one is correct…as they move forward as the LBTS fire saftey provider?….

Final note…from what I saw tonight…it looked like the VFD leadership role is de-facto….with the man in the Cadillac in charge….who stood there with arms crossed…like he owned the town and the VFD….

I guess this writer’s 2nd request for public information won’t be showing up anytime soon….after tonight’s yell across the way…

Here’s The Scoop…BLESS THE VFD/AMR….

THE LBTS VFD/AMR…..POMPANO BEACH FIRE-EMS….DAY 1….

Heading out to the VFD/AMR…Event of blessing the departments… I saw the 1st Pompano Beach EMS truck exiting the Sea Ranch Shopping Center….they will be the busy ones…along with Pompano Fire…with the large number of calls stemming from the complex…

The turnout at 7 pm was all CIC members…with a couple of families with young children…along with VFD and AMR personnel…a Priest and a Pastor…Commissioner Clottey…Commissioner Dodd and wife….Mayor Minnet …. Commissioner- VFD member Silverstone and Vice Mayor -VFD member McIntee…

First the verification…as promised on the information received and posted about the AutoPulse….it was not quite accurate…we will have the AutoPulse on the new AMR M12 in-town vehicle..but not on the ATVs…and the hypothermic protocol…is in the works…but not yet on the truck…and also it is used elsewhere in Florida….

The verification came from AMR Lieutenant Brooke Liddle…who is in charge…he went on to explain both devices… the training being done with the AutoPulse…and the further training …coordinating the VFD beach patrol and the AMR response with the AutoPulse…which will be taking place a week from Thursday…. It will involve the fastest most efficient way to get to the victims…using the markers on the beach…discussed at the last commission meeting… enabling AMR care at the scene and fast transport to the hospital. Very impressive…

Chief Perkins spoke first welcoming all and filling us in on what to expect…the trucks displayed in front of the station were activated with lights and sirens….followed by the blessings…

Pastor Edward Hernandez…http://www.christcommunityrcapb.org/about%20us.htm spoke of being a Chaplain for the fire department in Boese New Mexico…. a town of 100 families and asked for “protection of these angels of mercy” leading the participants in the Lord’s Prayer...http://www.prayerguide.org.uk/lordsprayer.htm

Followed by an Irish Priest…asking for “God’s blessing the rescue services” …blessing the vehicles ..asking for “divine assistance …human comfort”..and for ” Holy angels to accompany the vehicles”…sprinkling holy water…..

Vice Mayor McIntee took the microphone…and said they had “tears in our eyes…it’s been a long time”…very subdued…and choked up…

Deputy Chief Joe Padden spoke of “the night they were locked out….knowing they would be back….just didn’t think it would take 2 years….he thanked the town for supporting them and looked forward to another 40-50-60-80-100 years”…

McIntee took the microphone again to thank the “unsung Heroes…Birute Clottey and Stuart Dodd…without them they would not be here”… He went on to relay a call that took place in the afternoon…with AMR and the VFD answering it ….at the beach…a person in distress ….the total that arrived on scene…19!….AMR arrived in 2 minutes….

McIntee went on to ask all to look at those in the “white shirts….heroes who have come to train…young firemen…the future… we’ll make you proud….we screw up…come at us….” he ended with thanking the VFD Chiefs and Lieutenants …and announcing hamburgers and hot dogs were cooking on the grill and all were invited to see the equipment….

Final notes…final thoughts..with no residents who supported BSO FF/EMS….coming out this evening….it shows how truly fractured this town remains……with no end in sight….

This writer was happy to have the opportunity to speak with AMR Lieutenant Liddle…and feel he just might be the one person who will bring those skeptical residents around…with his professionalism…and calm demeanor…on the job and at the podium…

Unfortunately…he has been subjected to the “payback” with “warnings” after this writer spoke to him…to watch out…”for the lies”…that I am out to “get them”….but from what I hear…he will be fair and decide for himself….most reassuring and encouraging to hear…

For the record…I am and always have been for the VFD and AMR…just not the Vice Mayor….who many feel was the “catalyst” for the VFD’s untimely demise… the man who wears “two hats”…VFD and Commission………who seems to always be calling the shots…

Right or wrong…the success of the VFD and AMR depends on McIntee and the role he will play….along with how the new VFD/AMR deals with him…while performing their duties….under the watchful eyes of LBTS….

Also missing from the evening…NO NEWS CAMERAS…no CBS4…Channel 7…Channel 10…..who came around big time when the VFD was locked out…the VFD was going to sue and held a press conference on the portico…and even as late as the special meeting held last month…HMMMM…….
