Here’s The Scoop … Day 3 – Technical Difficulties … We Have Glitches … Granicus ….

TROUBLE SHOOTERS NEEDED  …. ASAP! …

Dear Readers …the ongoing saga continues as we still have “glitches” with Granicus … http://www.granicus.com/Streaming-Media-Government.aspx …our online program … We bought this in 2007 and it was supposed bring us a plethora of possibilities…In this writer’s opinion… it is missing the mark…and the organizational meeting…and probably a lot of programs we should have… I do not blame PIO D’Oliveira…He can only deal with what he has been given… Perhaps now with the tech savvy new commission he will be able to leap forward and get what we thought we would have by now… In the meantime we are stuck…literally …with a “glitch” from Granicus … with maybe, some “troubleshooting” assistance …to arrive this morning…(per e-mail below)….That is if Steve is back before Nov.25th!…OOPS!… Looks like someone needs to  also “troubleshoot” the automatic e-mail response for our PIO  while they’re at it!… This looks like a Round Table item for sure…ASAP!….

Dear Readers … Here we go… a lot of back and forth …by plane…e-mail…text…phone…and of course with eyes and ears all around from the many “Roving Reporters and Photogs”…BCbythesea… Heresthescooponline…Thechiefblogger…Barbaracolewrites…. as of tonight will be inside and outside of Town limits…

After a great start with the landslide victory of Minnet/Sasser/Vincent…and the Organizational Meeting …the Town is about to enter another era…on all fronts… the promises will be kept…with the meetings.. the boards…and so much more…

It will be evident at the Tuesday March 23, 2010 Commission Meeting which should be run by the agreed upon procedures and protocols brought forth on Wed. night!..

With the new Commission keeping their word and following this path there is no reason not to see the Adventura model of one Round Table meeting and one commission meeting each month… as brought forth by Atty. Richard Weiss …Maybe, we can also see the Adventura millage rate of 3.00?…

Heads as this commission made clear… Who appears will be very telling… and will show how the administration is going deal with the change…

Hi:

The video of the Monday meeting was fine, except for the brief audio problem. All Commissioners have been given copies.

Our Granicus feed on Wednesday’s meeting did not capture the whole meeting because it was set for three hour maximum. We had to estimate how long the meeting will go; we did not think it would go beyond three hours.

We have a copy of the full meeting on Wednesday on the hard drive.

In that case what we do is capture the meeting again when we re-broadcast it, which was last night at 6 PM. June told me this morning that there were problems with how that video turned out. So we are going to try again at noon today. And if that doesn’t work, we will try it again.

Dear Readers…an update …it seems to have gone from bad to worse with the recording of the March 17, 2010 Organizational Meeting…It was to re-broadcast at 5:58 pm… on Comcast Ch. 78/ Town website…and it started out fine…but at approx. 6:20…all went black!…The Governmnet Channel 78 and the online video…streaming blackness!…YIKES!…

I am currently trying to watch the re-broadcast of the Org. Meeting of March 17, 2010 and online/Comcast at 6:29 pm roughly 31 minutes after the start time of 5:58 pm both screens are black.
What is the problem.
Will the Town have a record of the swearing in/ Org. meeting for the new commission 2010?
As previously e-mailed I do have them on my Comcast DVR.
I would like to help make sure these two very important meetings are not lost to the Town’s archives.
Please let me know.

Good Morning
I see the Town website video stops at 3 hrs for the organiztional meeting last night March 17 2010.
If you do not have a DVD back up I do have it on my DVR and you can come and get it off to a camera or other device
This was done by the CIC a few years back and and I believe turned over to the Town when a similar situation occurred.
As for the minutes I have Ms Trevarthens list online as well as she has it for June.
I am leaving town tomorrow night and will be gone for an extended period so please let me know if you need the video.

Yes, the sound cut out about one minute into the meeting due to a technical problem with the AFV audio control button. The sound was fine when the meeting started and then just stopped during the reverend’s invocation.

I thought it might be an issue with the podium mic or the fact that he rarely speaks into the mic directly. Once he was done and the mayor started talking, the audio was again fine (so I thought it was the podium/speaker).

A few seconds later, the audio cut out again while the mayor was speaking. I realized then it was an overall problem and not just the podium. I was scrambling at that point. It took me about 40 seconds to correct it.

I do know that  a few commissioners have contacted the town today as well… as of yet they received no response…as I also have none thus far…

A look online to check and see if the situation was corrected produced further concern and fodder …take your pick…

The Town website now shows the following as of 1:36 pm… under Upcoming Events Re-Broadcast Special Organization Meeting March 18, 2010 5:58 pm (HUH?)

Why would you broadcast 2 min. before the top of the hour?

Will it be the whole meeting…Hmmmm?…

Under that is the following…

Special Organizational Meeting March 17, 2010 02h 53m…so the org. mtg has now lost 7 minutes from before!…

Under that is the Swearing In meeting

Town Commission Meeting March 15, 2010 04h 00m…so the less than 1 hour meeting has now added 3 hours!… And when it is loaded up…you see 4 hours of Town scroll!…

This is not a good way to start out when a new majority is in and job security is out!…

Here’s The Scoop … LBTS March 17, 2010 Organizational Meeting … #1 … Stamp Of Approval …

PUTTING THEIR STAMP ON IT ……..

Dear Readers …This 2010 Organizational meeting was worlds apart from the previous one in 2008 (prev. post)… On this St. Patty’s Day we certainly found out “pot of gold” with this new majority on the Commission… They came forth with a bag of “goodies” for making some much needed to change to the protocol and procedures of handling the meeting over the next 2 years…

In this first post I will go down the list read at the end by Town Attorney Susan Trevarthen with commentary……It was a summary of what will be the body of the new Resolution …

1. Staff table will be moved to the front

BC- Commissioner Dodd…right out of the gate…This is where it used to be before the Administration chose last year to move it back to the rear…We were told many while reasons for the move including it was due to this writer going for water at the water fountain and overlooking the staff’s work…HUH?…Never taken a drink from the water fountain in Jarvis Hall ever…

2. Department Heads at meetings 1 time a month for Department Reports and they will stay until the end of those reports.

If there is an item on the agenda that a commissioner would like to have the Dept. Head available for those items would be moved up to the time of the Dept. Head is present so they can then leave at the conclusion of that portion of the agenda.

For the 1 meeting a month under the current structure where there aren’t departmental reports if there is an item that requires a Dept. Head present the commission can request that, that be the case and it would be at the front of the meeting so they can go home earlier.

BC- Commissioner Dodd’s #2…The Manager made it clear she did not want her Dept, Heads at the meetings preferring to answer herself or have Asst. Olinzock answer…Comm. Dodd called her on it with an incident from last year where Olinzock could not answer a question after Comm. Dodd was denied by the TM to have the person who could be in attendance. The Majority agreed Dept. Heads should return as they always had prior to the last two years…The TM pushed for allowing them to leaver early …thus the moving up of the items near reports…

3. The new seating order of the dais… (facing the dais from left to right…)

Town Manager-Commissioner Clottey- Commissioner Vincent- Town Attorney- Mayor Minnet- Commissioner Sasser- Commisisoner Dodd- Town Clerk

BC- Comm. Dodd’s #3 …He remarked he really wanted her to be at the staff table but did not want her to be portrayed as a victim…and he was not vindictive….The Manager was moved to the end and the Town Atty. was returned to the seat next to the Mayor where the Town Atty. sat prior to the 2008 Org. Mtg. (prev. post)…. Comm. Clottey in one of her early “Nails on a chalkboard moments) said if she was moved down on the dais …Commisisoner Dodd should remain in the mirrored seat at the other end …He accepted that…The Mayor remarked that the Town Manager had previously asked the Mayor to be moved to the end of the dais…The Town Manager replied when asked if she had made that request “Yes I did.”…

4. Commissioner Comments will be a maximum of 5 minutes with no discussion

BC- Commissioner Sasser …Comm. Vincent remarked that they could take the opportunity of using less than 5 minutes…..the audience clapped….The Mayor offered up the commissioners could also take a pass

5. When agenda request are received staff will stamp them as before but on the front rather than the back so others can see it when it has been scanned.

BC- Commissioner Sasser brought this to the dais…The Manager and Town Clerk revealed all are stamped as standard practice…BUT..they are stamped on the back!…Who does that?…This writer willow have to request the May 2007 Town Manager contract  back of the pages to see if it really was included in the backup!…

6. Staff will always provide backup and history as much as possible for commission items.

BC- Comm. Sasser”s #4 … The TM tried unsuccessfully to say this was also standard practice…with a lot of head shaking in response from those in attendance…

7. Commission will be listing their proposed action or motion on the agenda request so people understand what they are attempting to accomplish.

BC- Sasser’s #5… It’s about time…great addition…

8. Commission will specify if they desire or need visual aids such as maps and plans.

BC- Comm. Vincent…He was very clear in explaining it would help to have a visual on some agenda items…Comm.Clottey again “clueless” thought he wanted a streaming “banner” like CNN under the TV/video …HUH?…

9. No personal attacks, only items of Town business on agenda items.

BC- Comm. Vincent fulfilling one of his campaign promises…

10. Use of title and maintenance of respect and decorum Commissioner/Madam Town Manager/ Madam Town Attorney.

BC- Mayor Minnet – to bring back formality and respect…No more “jimmy” and “Esther”…

11. Master Plan Steering Committee handled at March 23 meeting by Resolution- Selection method determined that evening.

BC- Comm. Sasser …This one needs its own post ..to deal with the mess made…BUT…The current MPSC is disbanded per the new commission’s “serve at the pleasure of” practice…those interested in the MPSC better get a form in…disregard the date of March 12 on the Town website and send in application/ not able to get online …pick it up in Jarvis Hall or send for a fax…Selection should be the Sasser introduced “each Comm. appoints a member”…and all vote to affirm…NICE!..

12. Availability of expertise for the boards and committees. They will be advised they will have the availability of expertise and money to the extent they do not already know that. A budget will be developed for MPSC and they will be advised of that availability. Person called on for consultation for a particular meeting does not have to be the continuing services contract, but outside  service coordinated through staff so we can spot if there are issues, procurement process. Generally use staff for hiring and management of outside consultants.

BC- Com.m. Dodd wanted a budget available and outside consultants without the boards waiting for the commission to approve or being told no money was available as happened to MPSC a few months back… Comm. Dodd also wanted the boards to be able to use other consultants than those contracted with Town such as Chen &Assoc….

13.Public Comments …the broadest possible interpretation of personal opinion vs personal attack.

BC- Comm. Dodd in answer to all the contentious and nonfactual accounts that arose in the past 2 years such as the infamous and false “Cuban” slur…(prev. post) that was again perpetrated by the Town Manager at this meeting…along with her claim she had been “called many colors.”…HUH?…

14. The Mayor will make the decision of where the line will be drawn. She can be overruled by a motion and a second and a vote to overrule and she will serve as the parliamentarian.

BC- Comm. Clottey was again way off in not wanting the Mayor to be the Parliamentarian…but earlier Atty. Weiss described that in most municipalities the Mayor is just that…HA!…

15. Everyone to be polite and respectful. 1 warning for disruptive behavior whether you’re a resident, speaker, commissioner who’s ever here at the meeting.

BC- Combo from Comm. Dodd and Comm. Sasser…

16. Can address individual commissioner by name.

BC- Comm. Dodd…clearing up the 2008 org. rule from former VM McIntee once and for all!…

17. Those who come to the podium will stat their name and whether resident or not. Not required to name address.

BC- Comm. Dodd…This writer spoke at end and stated this one should be reconsidered … It should not matter…

18.Those who come to the podium can speak at public comment or reserve their comment to one agenda item. Can also additionally speak at legally required hearings.

BC- Comm. Dodd bringing forth the status quo of the prior meetings…not often adhered to…

19. Mayor has a right to make and second motions without passing the gavel.

BC- Comm. Dodd finally able to rectify his 2008 decision to take that away from the mayor along with the past majority…NICE!…

20. Town Manager “To Do” list , Progress Report , items of the Town. Items will be shown as completed item at the bottom of the list where the TM believes it’s ready to be complete and when her report is approved. Then the item can be removed from the list.

BC- Comm Sasser- Absolutely terrific!… No more Pavilion..warehouse and other items left for unilateral decision making and no direction/ input/knowledge from the commission…She tried unsuccessfully to wiggle out of this…but not with this new dais!…KUDOS!…

21. Round Table Workshops once a month discussing items/no action. Round table will have agenda, backup, appropriate staff, Town Atty. no public comment but open to  public.

BC- This was discussed at the opening of the meeting by Atty. Weiss as he spoke of successful and productive municipalities such as Adventura who uses round tables… The Mayor Minnet  added in…The long time advocate of round tables Comm. Dodd got the nod from this new majority!…

23. Items can go on Commission agenda before round table. Item bogs down, commission can vote to send to round table for further discussion. Action required will have to come back to the commission and meeting.

BC- Comm. Sasser added this one…again great idea for paring down commission marathons!..

24. Commission flexibility to raise emergency items and be flexible on special circumstances in everyone’s good judgment.

BC- Comm. Clottey…who was not clear on her disdain for round tables and over reached for this unnecessary addition…Basically they threw her a bone!…

25.Staff follow up on questions from the podium,. Follow up copied to Town Commission. Standard stating to that effect  to be read at Public Comments from now on.

BC- Mayor Minnet/Comm. Sasser…The TM tried to say it was already being done by Asst. TM Olinzock…but many residents/businesses would not agree…The coped to all commissioners will make it happen from now on…

26. Request those who come to the podium to seek permission from the Mayor to approach the dais beyond the point of the podium.

BC- Comm. Clottey- had to make a remark about the “fishing pole” incident and was prone to great exaggeration in her shameless recollection!…

27.Commissioners will individually have meetings with Town manager to review items and not just communication in writing.

BC- Comm. Clottey made this point after Comm. Sasser asked for communications in writing…From the TMs behavior tonight …it seems it will be the written communication that will be the prevailing communication for most!…OUCH!…

28. There will be a round table regarding purchasing manual and questions regarding the handling of information and decision making of those items.

BC- Comm. Dodd wanted to address the RFPs, RFQs, ITBs…and lower ability for TM to purchase without Comm. input from $15,000 to $10,000

29. Special meetings as much as possible o be held at 7 pm.

BC-Comm. Dodd …all on the dais work and residents have long asked for a later than 5 pm start… Comm. Clotttey again being “off” said she could not be there at 7 pm without notice because she works at night and with notice she could do it…SO?…What’s the problem?…

30. Town Manager will play roll in meeting keeping us on topic if wandering off topic.

BC- Comm. Dodd…Perhaps it was a typo Comm?…The Mayor can do that…this one needs to be redone!…

31. Use of e-mail to be green in Town business.

BC- Comm. Dodd who stated way too much paper from Town Administration…e-mail  … save a tree!

32. Action Agenda will continue and will be provided with slightly longer notes.

BC- Comm. Dodd wanted to abolish it…

33. Draft minutes will be provide at next meeting if possible. More detailed in discussing public comments. Clear and concise regarding decision made.

BC- This would be funny if weren’t so sad…Town Clerk White does the minutes and then they are reviewed by the receptionist and the Asst. Town Clerk …and the Mayor and the Manager …and then Town Clerk White fixes them yet again!….Can no one else do the minutes?…Comm. needs to look into upgrading “Granicus” (website )to do the job as meeting s taking place from the video!…This tech savvy majority need to work with PIO D’Oliveira to upgrade the website…YIKES!…No wonder the Town Clerk has not finished her Town Clerk certification…

34.At the commission meetings we will be consistent in reading back all motions before a vote is taken. We will also read the decision aloud routinely and clarify after the vote is taken.

BC- Comm. Sasser- this will alleviate items like ordinances not prepared correctly…stop signs removed …and have everyon on the same page…This writer spoke to Asst. TM Olinzock on this 2 years ago…his reply…that was not his job!…YIKES!…

35. Contracts, RFPs, RFQs other voluminous backup materials provided to Town commission at least 5 days before the meeting if possible to allow adequate time for review.Power presentations from those affiliated with the Town copies provided to commission at leat 48 hours prior to meeting if possible.

BC- Comm. Sasser…no last minute surprises…Comm. Sasser reads contracts!… YEA!

36. Jarvis Hall in Town Manager’s discretion may schedule for use by State/County elected officials and they can take priority over board meetings when there are not scheduled public hearing that have been notified in newspapers. Those sessions will not be used for electioneering.

BC- Comm. Dodd…this was from a constituent who tried to get the Town to get on board last year but had no luck…now it’s a go!…

37. Commissioner comments will be drawn at random.

BC- Comm. Dodd…so that one  commissioner is not always after the same commissioner….

One other item was to tie the TMs salary (Comm. Dodd) with her performance review…at the the end of the meeting after conferring the Town Atty’s said a look at the employment agreement was “silent” on raises and would need to be negotiated with the Town Manager.

Public comment was allowed…and the commission was given a “save” by former Comm. Dave Wessels…He  welcomed the new commission…and then inquired about the Resolution and the drawback of using a Resolution …it would not offer the flexibility the commission was looking for and referenced for making any changes in the protocol and procedures…

This writer then came to welcome them as well and state that while this meeting was long it will make the regular meetings shorter and succinct….I made some remarks as well on the voting in of the next board/committee members… to appoint as Comm. Sasser advised (post to come)…and to reconsider the resident-non-resident requirement at public comment…but most especially the disturbing information revealed by Mr. Wessels…and asking for the the commission to address it…They did and Atty. Weiss offered up a “way to deal with the flexibility issue by having a provision at the end of the Resolution that says by majority vote by 4/5th vote that the rules can be waived in a particular circumstance and that way there is a Resolution and you do have the flexibility time to time waiving these rules for one reason of another…

BC- A big thanks to Mr. Wessels…BUT…the Town Atty. should have made that problem known as the commission repeatedly said they wanted to be able to change things whenever it was deemed necessary…

The meeting was adjourned…

This  meeting is on the Town website or at least 3 hours of  it is!…WHY?…How can there be another major glitch?…It ends with Comm. Dodd talking about full disclosure for contractors with the Town…It leaves out the Town Manager’s “melt down” and the important list on this post!… WOW!….

1. Call To Order, Mayor Roseann Minnet

“Mayor Minnet called the meeting to order at 5:00 pm. Mayor Roseann Minnet, Commissioner Birute Ann Clottey, Commissioner Stuart Dodd, Commissioner Jerry McIntee , and Commissioner Jim Silverstone were present. Also present were Town Manager Esther Colon, Town Attorney Mike Cirullo (sitting in for T.Atty. Jim Cherof), and Town Clerk June White.

Commission Clottey questioned the order in which items were placed on the agenda. Manager Colon advised that agenda items were placed in the order they were received.

Commissioner McIntee made a motion to move the Town Attorney’s seating position to the far right of the Dais. Commissioner Silverstone seconded the motion. In a roll call vote, the motion carried 4-1. Mayor Minnet voted no.”

BC- Readers will remember this too was a “done deal” made at a “pre-organizational” meeting (McIntee/no Silverstone ) prior to being sworn in on Feb 12, 2008 ……This writer was present at that meeting…

“Commissioner Dodd made a motion to begin the “clock” immediately after the person gives their name. Commissioner McIntee seconded the motion. In a roll call vote, the motion carried 5-0.

Commissioner Dodd made a motion that public comments should be open to all whether they area business owner or they reside in the Town and that they may reserve the right to speak on a particular item on the agenda later if they so choose. Commissioner Silverstone seconded the motion.

Commissioner Clottey made a friendly amendment to hear all the Public Comments at the same time. Commissioner Dodd agreed. Commissioner McIntee was concerned that if 60 people signed up for Public Comments that would be 180 minutes allocated for Public comments. He felt there should be structure. Commissioner Dodd felt that Public Comments could be handled in a friendly manner so that if one person had already addressed an issue someone else would not repeat it. The Commission agreed. In a roll call vote, the motion carried 5-0″

BC- How naive they were…unfortunately…BUT how could they have known of the Town Manager “sweeps” in codes…and the “Hot Topic” that would arise over the next 2 years?…The allowing business and out of LBTS speakers was also discussed at the “Pre- Organizational meeting” (McIntee/ not Silverstone in attendance) of the new majority to right the wrong we felt was done in not allowing CIC Founder John Thompson to speak at the podium …Later on the Mc-Furth “Gang” would try and stop it when they felt threatened by another Pompano Beach resident who came to speak…(prev. posts)…

“Commissioner Dodd made a motion to allow the Mayor to vote last but necessarily speak last. Commissioner Silverstone In a roll call vote, the motion carried 5-0.”

BC- also discussed at the “Pre- organizational meeting”(McIntee/ no Silverstone)…to stop Mayor Minnet from doing what  former Mayor Parker did…having the last word…

“Commissioner Dodd  made a motion to allow the Mayor to make motions, as long as the gavel is passed to the Vice Mayor and the Mayor takes the position of Commissioner. Commissioner Silverstone seconded the motion.

Attorney Cirullo agreed as long as the Mayor passed the gavel to either the Vice Mayor or the Mayor Pro Tem, the Mayor could make a motion. He agreed with Mayor Minnet that the Town Charter took precedence over Roberts Rules of Order. In a roll call vote, the motion carried 5-0″

BC- also discussed at the “Pre- organizational meeting” (McIntee/ no Silverstone) to “stick it” to the new Mayor/ Comm. Dodd tried unsuccessfully to rectify his motion over the last year…

“Commissioner Dodd requested votes be taken electronically rather than through roll call. Town Manager Colon agreed to do that. He also directed Manager Colon to obtain telephone numbers from citizens during Public Comments in order to follow up on their issues. Manager Colon advised that staff obtained the numbers already. Commissioner Dodd asked whether a motion was required for stamping agenda items. Manager Colon said that was practice.”

BC- Really?… I do not recall seeing any stamping on any back-up including the infamous “Golden” Town Manager contract that 2 past commissioners stated they did not see!..

“Commissioner Dodd asked whether this would be the appropriate time to re-establish the Boards. Vice Mayor McIntee believed Manager Colon would need direction in the form of a motion advising their terms were expiring. Manager Colon said she would need time to obtain applications. She asked that appointments be made at the second meeting in March. Discussion followed regarding the way members are selected into the Board and Committee.”

BC-OOPS- McIntee was not yet the VM….more on the Boards to come in future post…

“Commissioner Clottey wanted a motion to establish a procedure that would allow each Commissioner and the Mayor the privilege to appoint a person to a Board. She said the way it is now, the Commission voted for the applicant. Attorney Cirullo believed that may be a Charter issue. He said ultimately the Commission had to vote on the nominee as a whole. Commissioner Clottey requested Attorney Cirullo to look into that.Commissioner McIntee made a motion for the Town Manager to send letters thanking current Board members for their service and advising them that their services have been finalized and the Commission was seeking new people to serve on the Boards and that the Boards would remain in tact until new members were appointed. Commissioner Dodd seconded the motion. In a roll call vote, the motion carried 5-0″

BC- Never did hear of a report back…the 2008-10 LBTS  Board/Committee members were sent their letter of “thanks” on Feb 5, 2010…Before the Org. meeting …OOPS!..

“Commissioner Dodd made a motion to suspend Rule 5 indefinitely, giving the Commission a second bite of the apple. Commissioner Silvertone seconded the motion. In a roll call vote, the motion carried 5-0.”

BC- Again done in the pre- org. meeting (McIntee/no Silverstone) to stop the previous actions of the previous Commission…turned out this one flew out of the window real early on! …Quack, quack…

“Commissioner McIntee made a motion to clearly advise public speakers that the use of personal names would not be tolerated. Mayor Minnet extended that to include the Commission. Mayor Minnet clarified that would include personal attacks. Commissioner Silverstone seconded the motion. In a roll call vote, the motion carried 5-0″

BC- This was ridiculous from the moment it was brought forth and  it remained contentious until the day it was re-addressed…(sort of) depending on who was speaking to whom…on and off the podium!…

“Vice Mayor McIntee suggested Manager Colon award the firefighter of the month, officer of the month, and employee of the month awards on a quarterly basis rather than monthly, as there was not that much activity. There were no objections.”

BC- OOPS…McIntee was not yet appointed VM!…

“b. Resolution 2008-04 A Resolution providing for the appointment of Vice Mayor

Commissioner Silverstone made a motion to adopt Resolution 2008-04 naming Jerry McIntee as Vice Mayor, Commissioner Dodd seconded the motion.

Commissioner McIntee wanted to pass it to Commissioner Silverstone after one year. Attorney Cirullo advised the Commission would have to go by the Charter. Commissioner McIntee accepted the nomination. In a roll call vote, the motion carried 5-0″

BC- Readers will remember from the Sausage Series it was very contentious at the pre-org. meeting (McIntee/no Silverstone) when John Thompson and I expressed the opinion as was expressed individually to the newly elected Commissioners as well as sitting Comm. Silverstone that McIntee should NOT be the Vice Mayor…Somehow McIntee was informed and hit the roof…We were “promised” by the man who ran for re-election Comm. Silverstone once Jerry got the VM position we would “see a kindler and gentler Jerry!”… and we all know how that worked out!…For both the nominator and the nominee!…By the way did we ever hear back about the 2 year rule for Vice Mayor…or did McIntee forget his “offer”?….OUCH!…

The remainder item was Mayor Pro Tem a position not required and the Commission rightly decided to forgo the selection in 2008.

“Commissioner Silverstone made a motion to permit the public to advise whether the Commission missed anything. Commissioner Dodd seconded the motion.”

BC- Right out of the “Gate” was Freedom of Speech…after McIntee motion passed…

“Frank Herman asked if he were to compliment someone would he be allowed to use that persons name.

L. Peanuts Wick felt the Commission should reconsider their motion to address disrespectful remarks

Barbara Cole believed the motion should be directed to derogatory use.

Arthur Franczak was concerned with the possibility of infringing on freedom of speech.

4. Adjournment

Vice Mayor McIntee made a motion to adjourn. With no further business before the Commission, Mayor Minnet adjourned the meeting at 6:06 pm”

The 2010 Commission meets tonight as stated aboveat 5 pm in Jarvis Hall…There will most likely be an new  4-1 majority vote to come in this g0-round of the Organizational Meeting……We should see new ideas as well as replacing and disbanding old procedures and protocols made in 2008/2009!…

14D. Designating Marc Furth as the official Town Photographer (Commissioner McIntee)

“Vice Mayor McIntee made a motion to designate Marc Furth as the official Town Photographer. Commissioner Dodd seconded the motion.

Mayor Minnet was concerned about the Town’s liability under the official title of Town Photographer. She asked Attorney Cirullo whether the photographs would become Town property and if Mr. Furth tripped and fell or dropped and broke his camera, would the Town be responsible. She also wanted to know if the Commission should send out a request to see if anyone else wanted to become the Town Photographer. Attorney Cirullo said he would need time to review all those issues. He suggested checking the limitations with the insurance company to determine what the coverage was for those type of issues. Vice Mayor McIntee asked for a vote on the motion. Discussion continued. Manager Colon said that Marc Furth had been the Town Photographer for the eight years but had not retained the official title. She added he always gave the original photographs to the Town. Mayor Minnet said she was concerned as to what the status of his official title brought to the Town. Mayor Minnet called for the vote on the motion.

In a roll call vote, the motion carried 4-1 Mayor Minnet voted no.”

BC- This writer has been told the photos were not given to the Town and were not available for use by newspapers etc…without permission of Marc Furth. If the Manager was truthful in her remarks, someone needs to see those photos have been turned over for the last 2 years. Also, in this “Blast from the past”…It is quite amusing to see that Town Photographer Marc Furth and Town Manager Esther Colon both got their jobs with no competition!… But did he have a years severance  kept under wraps as well?…OOPS!… (Guess Clueless Clottey was not such a “stickler” on opening the position up for others to apply in 2008 as she was in her “payback” move to replace Comm. Dodd on the Hillsboro Inlet in 2009!…OUCH!…

Wednesday night is the organizational meeting…where decisions will be made on who will be the Vice Mayor….protocol…administration…etc….just as in 2008… In 2008 then- Town Attorney Jim Cherof knew he was going to be terminated if the CIC majority won…In fact this writer brought a cake to a CIC party decorated with the names of those who were gone ..including Town Clerk Medina… and Town Attorney Cherof … It was agreed on by the running mates and the campaign committee along with the CIC …(Furth/Wardlaw/ McIntee/Silverstone/Roberts etc…)… Town Attorney Cherof would be the 1st to go if we won!… Instead…Town Attorney Cherof resigned…He said it was usual when a new majority came into power to replace the key administrative employees who serve at the pleasure of the Commission ….Hmmmm….

16. TOWN ATTORNEY REPORT

” Attorney Cirullo announced the resignation of Attorney Cherof and asked the Commission to provide information or undertake the process for the appointment of an interim Town Attorney and selection of a successor.

Commissioner Silverstone made a motion to request Town Manager to obtain Request for Proposals. Vice Mayor McIntee seconded the motion.

Vice Mayor McIntee questioned whether the firm would be available for the next couple of meetings.  Attorney Cirullo said the firm would be available until the Commission appoints an interim Attorney. In a roll call vote, the motion carried 5-0″

A PACKED JARVIS HALL  …. SAW THE NEW CHAPTER BEGIN …..

The “Good Guys”…Newly elected Commissioners Chris Vincent and Scot Sasser

Dear Readers …. Jarvis Hall was packed tonight as early as 6:30 for a ceremony that started approximately 5-10  minutes late (7 pm) as more chairs were set up to accommodate the large crowd… The crowd itself showed why this election was a landslide with only 5-6 supporters of the outgoing commissioners sitting together in one row ..This writer heard one comment coming from Maryann Wardlaw …”They’ll screw it up soon”…(nice talk for a former mayor’s wife)…)…As expected outgoing Vice Mayor McIntee and wife were not in attendance….Mayoral candidate Joe Couriel was present in the back and Candidate Marjorie Evans was a no-show…leading many to agree with this writer in my early opinions of her candidacy… The Furths were also M.I.A. and after the meeting we were told Marc Furth resigned as Town Photographer turning in his parking permit and keys… Not knowing this at the time of the ceremony…the only observance made of his not being there was how many others were snapping pics…leading many to realize there is no need for an official Town Photog!… Commissioner Clottey looked and acted downright miserable …and gave us a glimpse of what to expect if she lasts the next 2 years… She was seen with some very disturbing grimaces on her face…a lack of showing any good sportsmanship and wrongly made a point of order at the end of the evening insisting only a Commissioner could chair an event such as Easter…We hear Asst. TM Olinzock also disagreed with Clottey’s assertion ….The organizational meeting was changed to this week and again it was Clottey who could not make the date on Wed. ….eventually though,she agreed to a 5 pm time… Note to Commission if Clottey leaves early…you still have a quorum to continue without  her…She made a beeline out of the hall…did not stay for any photos…again showing she is not handling the loss very well right out of the gate!… Her car was seen at Town Hall East…(Needs a new name after tonight!)….

There was a few snafus…seen as I watched the replay on my Comcast DVR…no sound for the Rev. Hunsaker’s invocation …and again no sound for Mayor Minnet’s pre- proclamation statement…I have the highlights for the invocation and the verbatim for the Mayor’s most important statement…PIO D’Oliveira did inform me before the meeting he was having some problems with the system…hopefully this was due to that…because I can tell you if this had happened 4 years ago or 2 years ago…conspiracy theories would be out on the BTSTimes “News Flash” big time!…There would have been calls for a full scale investigation…Quack, quack!….

Below is an overview and some verbatim of the speeches made….

Rev. Hunsaker said we should come together as one town no matter who we supported …He spoke of those no longer on the dais being allowed to go into another chapter…blessed the festivities …and asked to allow us all to greet one another as neighbor and friend…The Commission should reappoint Rev Hunsaker to his post for another 2 years…

Town Clerk White read the results…and a motion was made to accept the results by Silverstone 2nd by Dodd…all said aye…except we did not hear Clottey and she did not appear to be saying “aye”…nevertheless …after the Town Clerk was reminded by the Mayor to say the motion passes..June White did say it passes 4-0…

This is when the Mayor made her pre- proclamation statement…not heard on T.V…..

Mayor Minnet-”The proclamations were prepared by the Town’s Staff t0 thank those who are leaving this dais for their service while on it.
I know we have begun a new chapter tonight  and I am sure all in our audience who are present tonight and those who may be here at subsequent meetings will agree with this new chapter comes
respect on and off the dais.

This was the loudest message the people of our Town sent through their votes.

What we do here tonight and how we conduct this meeting on and off the dais will be our first opportunity to tell all of our Townspeople
We have all heard you – we understand

We can and will from this day forward
accomplish the Town’s business with
civility and respect!

Mayor Minnet read both proclamations ….both it is said written by the Town Clerk, June White  …Hmmm….. They pretty much read the same and I will combine them…

“Proclamation issued by the governing Town of Lauderdale-By-The-Sea Florida. Whereas Vice mayor Jerry McIntee/ Commissioner James Silverstone was first elected on March 14, 2006 faithfully served the Town of Lauderdale-By-The-Sea for four years (2 yrs. of which Mcintee served as VM) and whereas Vice mayor Jerry McIntee/Commissioner James Silverstone has graciously contributed his time to the betterment of our community with his continuous involvement with many Town events including Halloween, 4th of July, active membership in the Volunteer Fire Department (Silverstone’s was his service as youth basketball & soccer coach & Halloween,Easter,4th of July Christmas By The Sea & active membership in LBTS VFD)and whereas Vice Mayor Jerry McIntee/Commissioner James Silverstone is retiring from the Town commission effective at the close of business on March 15, 2010 and Vice Mayor Jerry McIntee/Commissioner James Silverstone has many friends who love him and admire him and who wish to thank him for his many years of service to our town and to honor him upon his retirement now. ”

BC- Hands down the best part for the Mayor especially after getting reamed by these 2 “BFFs” one last time at the march 4, 2010 last commission meeting of the “Broom Boys” 4 years term….

Mayor Minnet-”Therefore I Roseann Minnet as mayor of the Town of Lauderdale-By-The Sea do hereby proclaim and appoint Jerry McIntee/ James Silverstone  Vice Mayor/Commissioner Emeritus.”…in other words…Bye, Bye, Bye….She had the last laugh as she really was able to keep her promise made at that March 4th meeting at her Commissioner Comments after sitting through the disgusting display of badmouthing she received from the Mc-Furth”Gang of 4″…when she stated “I’m not going anywhere!”…and tonight she did just that overwhelmingly winning her seat for 2 more years!…

She introduced “outgoing Commissioner Silvserstone who laughed and remarked “I hope that doesn’t mean I can’t run again!”… (No response to his lame attempt at humor) … Silverstone looked bad …plain  worn out…and at times it was even harder to hear or comprehend him than usual…His speech went on way too long and it was almost as if he was trying to convince himself of his time up there… He said “Um, it’s been said that we rent these seats ah,ah, from the public. We try to do some good um, when we’re up here at the end of the day. Well it’s been four long years and in many ways I’m it’s over. It’s been a rough road with many challenges along the way with many victories.”…He went on to repeat some of his campaign …his days of coaching /VFD and becoming commissioner… He spoke of McIntee…

“It’s unfortunate that Vice Mayor McIntee could not be here” (we hear he went cruising…although others have said he is house hunting in the Clearwater /Tampa area and making the rounds to the American Legion…Perhaps he is  gearing up to fight another day as “David”…sure hope those residents know how to Google)…”but I got to say a couple of words about him. We fought together and won a major battle fighting the BSO fire union to bring the VFD back. It was by itself an amazing accomplishment. I lost count of how many times I heard it was a done deal. The VFD was on its way out. That was back in 2004. It was looking like they were going to be right. Then Jerry shows up being introduced by his son Beau, who was on the VFD who kindly warned me against him (Jerry)” … Silverstone laughed …” But without him I believe there would be no VFD today and allows us to save 2 million dollars that we do each year. Um, not to mention the money we saved from the Oriana issue.If you go into battle you want someone like him on your side. It’s just unfortunate he didn’t have a medium switch!”…Silverstone laughed again…It must be a VFD thing as I have heard the same comments from another VFD member…and as readers will recall (hate that saying these days)…It was Marc Furth who said the VFD would not have been disbanded if it were not for McIntee!…OOPS!…. He went on to list what he thought the accomplishments were in his 4 years…mission statement…millage…fire assessment…VFD….public safety stating “The new fully occupied public safety complex has saved us a great deal of money. We don’t need to build a new complex to get rid of the illegal trailers.”…This is why he is outgoing!….He went on to talk of the internet backup…still substandard in my opinion…the tech-savvy new commission might get it up to par….He spoke of the “Heigths”…referendums…campaign finance…(He made it $300 instead of$500″…but as of right now did not follow the reporting rules anyway! GULP!)…He kept saying they did a great job together and gave his support to the Town Manager (again why he is outgoing…her contract was way too much “support” for most voters)…He said he will miss the staff… …He ended with this…

Silverstone-” I’m not going anywhere. I’m still running my business in town. Yelling at kids on Saturday morning and continuing to be a member of the VFD.” (We hear many in the VFD wanted him on the commission to keep him from running for Fire Chief!)…”My door will always be open if anyone wants to throw any ideas out (No debate?) I’ve always said the town will be fine as long as we have reasonable people up here looking out for what’s best for all of us. (Now he gets it…and why he is “outgoing”) I feel we are in good hands with this new commission. They ran a very motivated and determined campaign and they kicked my butt!…(He laughed..They ran a first rate clean, organized campaign)…I wish them the best and they have mine and everyone’s support and I wish they had everybody’s support. (HUH?) When it comes time for them to leave I hope they can look back as I have and feel the same. I know this town is better for us because of us and at that end, at the end of the day, all of us, because of all of us. We did good. I’ve saved the best for last. Peggy and I are getting married. (applause) Thank you, thank you. Good night, good luck and God speed.”… His 5-6 supporters …Bob Karley, Hannah Hempstead, Maryann Wardlaw, Lilliana Pamerada, Gail Albohn,and an unknown woman stood and clapped…as the others in attendance  clapped but remained seated…. He acknowledged them as he tipped his head…

For this writer …..I sure hope this is the last comments I ever have to write from outgoing Commissioner James Silverstone… as I look forward to writing comments that are coherent like the ones below from the new commission members … As he walked off the podium after being hugged by the Town Manager and receiving handshakes from the rest of the commissioners …..he stood awkwardly at the end of the dais on the main floor, gripping  his briefcase in front of him… …all alone…To me he looked like a grown up “Charlie Brown”…who again had Lucy pull the football away!… YIKES!…(Sorry, folks but he and his majority of 2 years have no one to blame for their short lived stint at the top of the food chain but themselves!)….

June White came to the podium (almost took a nasty tumble)…and the newly elected commission came to take their oath and sign…All three then walked up on to the dais and took their as they received handshakes of welcome … The Mayor introduced Commissioner Vincent and he read his speech…

Commissioner Chris Vincent-

“Good Evening,

Wow what a journey this has been! I am thrilled and honored to be sitting in this chair tonight.

I would like to start out with a huge thank you to my wife Christine and Daughter Paige, who encouraged and supported me throughout this campaign. They were involved every step of the way. You are the best and I love you both.

My family and I have met some of the most wonderful people in this town, who were kind, considerate and who love Lauderdale-By-The-Sea as we do.

I was fortunate to run with two exceptional candidates with whom I have a tremendous amount of respect for, Commissioner Scot Sasser and Mayor Roseann Minnet.

Thank you to all who supported and believed in me.  The efforts and hours you gave while putting your own lives and families aside were remarkable. I would like to thank all who voted for me and I will work hard to earn the support and trust of those who did not. I am elected to serve all the people. I respect this chair and this position.

Five Months ago I came to you the voters and asked for your trust. I listened to your concerns and I told you mine. We agreed on many of the same things.

The important thing is that we respected and listened to each others views and ideas, while understanding that there will be challenges that come before us as we work together to move forward into the future.

I told you I will listen and respect everyone that walks through these doors of Jarvis Hall.

I told you I will bring decorum to the dais and respect my fellow commissioners and our mayor.

I told you I will listen to the will of the people and not bring personal agendas to the dais.

I meant every word I said when I made those statements.

I will work to give you what I was looking for when I attended meetings in Jarvis Hall or at home watching. I will work with our boards and committees and respect their opinions and recommendations. We cannot do this alone. Your involvement and voice are important to this process and will make our success all the more attainable as we go forward over the next 4 years.

My goal is the same today as it was when I threw my hat in the ring, to make everyone proud of their town government. I will always be accessible and available to any citizen or business in this town, as I was during my campaign. I will respond back and assist you in any way I can. You have my word.

Again, all I can say is WOW! I hope you are all as excited as I am. Now lets get ready, roll up our sleeves and get down to the business of our Town!

Commissioner Scot Sasser -

“Thanks to all of you who supported me with your time, efforts and most importantly, your votes.

Thank you, also, to Roseann Minnet and Chris Vincent. I thought we made a great team and the voters agreed!

I owe a special thank you to my family. Teresa, Taylor and Jake. We made this decision together as a family and what incredible memories we will have from making that decision. I love you and thank you for freely giving your time and support.

We have a chance to really make a difference and it starts tonight.

I made a commitment to listen more than I speak and tonight will set that standard.

I made a commitment to a Code of Ethics and a Personal Code of Conduct. This commitment will be realized in short order.

I made a commitment to a strategic plan. This will be done. This MUST be done to ensure us we stay on track and move forward.

I made a commitment to bring your voice back to our town government. I want to hear your ideas and I urge you to participate.

I told you I could not do this alone and I asked for your vote and trust and you delivered. Now is the time for me to deliver on my commitments.

Over the coming months we will work together. This will not be a unilateral Commission. Rather, we will take a structured, methodical, professional and inclusive approach toward our plans and projects. The difference you have overwhelmingly asked for in your elected officials. I will put in the hard work and diligence it takes to overcome any obstacle and see your vision,our vision  to completion.

Let’s build upon the optimism currently felt all over town and take on the tasks at hand.

While campaigning door to door I ran across a gentleman with 6 opposition signs in his front yard. When I knocked on the door he answered and quickly responded with “not a chance”. We chuckled a bit and had a brief conversation about what I wanted to do as a Commissioner. He said “well, it looks like you may win and quite frankly it scares the heck out of me”. I told him it shouldn’t. That I saw 6 oppositions signs in his yard, knew which way he was surely voting, but I knocked anyway because I want to hear from everyone.

Well, I did win, and I assure him still, that I want to hear from everyone. Not just one side or the other. It will take all of us to achieve what this town is capable of and so richly deserves.

Anything worth doing is worth doing right. We will take nothing short of the best. We will not settle or compromise. We will do it together.”

Mayor Roseann Minnet-

“I am so happy to have this opportunity to thank each and every one of you for your patience, perseverance, and dedication to our Most Wonderful Town.
To each of you who put your lives on hold and gave so much on my behalf, thank you!
I thank you for again believing in me.
I thank you for placing again your trust in me.
And I thank you for allowing me to return to this Dais to be a voice for you, the people.

I want to take a moment to thank a very special person who is here this evening, my son CJ Many of you have met my son and have commented on his commitment throughout my campaign. He worked until the very last minute on Tuesday talking to everyone who came to cast their vote and asked them to vote for his mom. CJ you are incredible and I am so proud of you. Words can not express how much you mean to me. Thank you for being there when I needed you the most. I share my victory with you.

I would also like to thank my running mates Scot Sasser and Chris Vincent and their families for making the decision to run for the commission. From my experience campaigning with these 2 fine gentleman I am extremely confident that they will contribute greatly to the Town as they serve on this dais over the next 4 years.

Now is the time for us all to listen and work together. It is time to bring back respect and stability to our town. You have elected me to represent Lauderdale- By -The-Sea for two more years, and I can promise you we will bring forth that message you voted for on March 9, civility and respect will return to Jarvis Hall both on and off the dais and to our town.

It will be my greatest pleasure and honor to serve as your Mayor for 2 more years and again I thank you.

What a wonderful way to begin this “new chapter”……It was really a wonderful evening…which filled all in the hall with the possibilities of what was going to come from this newly seated commission in 2010!…. As Commissioner Vincent said, “WOW!”… WOW!..WOW!….WOW! ….

The organizational meeting will be on Wed. March 17, 2010 Jarvis Hall …It’s open to the public (no public comments)/on Comcast Ch. 78 and online- on the Town website…hopefully with all the sound…

Easter By The Sea will be chaired by Christine Vincent and a whole slew of volunteers ….many who are getting involved for the very first time….(Did you know Easter eggs can be purchased already filled for $99 a 1000?)… Change is good!…
