Here’s The Scoop … Nary A Merry Christmas … For Those Turned Away ….

Dear Readers … for some in Lauderdale- By- The- Sea it is hard to find something to be jolly about when emanating from Town Hall is  Scrooge-ette in all her inept and vindictive  glory!…The Senior Center is still in the throes of turning people away who do not fit the “profile” of the newly posted sign on the center’s door…Must be 60 years or over…Must be a resident of LBTS … (prev. posts) … We hear those who have long used the center and are now being turned away are in a state of utter disbelief …They are totally disillusioned with this Town …starting at the top with Town Manager Esther Colon right down to her staff and her unwavering, supportive commission members …Clottey…Silverstone and McIntee!…

In this writer’s opinion…The Town Manager is doing major payback for the spot she finds herself in this holiday season…She chose the wrong allies in these 3 (and they in her!) …. When we all left the commission meeting in November it was with the understanding that the Senior Center requirements put forth by Commissioner (Clueless) Clottey would be only applicable to those monies coming from the Broward County Community Grant…And those participantswho did not fit the HUD criteria would be “covered” by the Town’s larger portion of the funding…..

After hearing what was going on at the Senior Center last week Commissioner Dodd sent the Town Manager the following e-mail … on December 18, 2009


“Senior Center:

I understand the town is now limiting the use of this facility to people over 60 who are residents. Can you please point me in the right direction so I can do my own research where it says that this town must limit the age of entrants because the center is partly but not fully funded by a Broward grant. If it is our own town rules then I would like to place an item on the agenda for the next meeting to change them . If it is by decree from Broward I would like a copy of their rules and to whom we can appeal on behalf of the town since there are a number of “Snow birds” , High income, tourists, non residents who have been enjoying the center’s activities. I feel they help our town, bring revenue into our town and have every right to participate in town activities while they are here. Isn’t it town money, town taxes and a town paid and appointed contractor who oversees the operation of the center.

On December 23, 2009 the Town Manager responded and sent a copy of the agreement approved by the commission “as it pertains to the Senior Center- Community Development Block Grant (CDBG) …adding the document was in their 11/10/09 backup…”and it indicates the mandates that LBTS must follow”.. The TM went onto add that due to the questions that arose at that meeting (Comm. Clottey made statements ) …the TM sent a letter to the Director of the Senior Center to “ensure that he as the contractor of the LBTS Senior Center does not violate any terms of the grant.”.. She went onto add those terms..

“1. Grant funds were received for operations of a Senior Center and the age requirement of 60 is per the Older American Act,

2. Income is mandated per HUD annual income limit.

3. Broward County residency is mandated as per Broward County grant funds. Are the snowbirds considered residents of Broward County or just property owners?

As informed at the 11/10/09 Commission meeting, records will be audited to ensure compliance. The alternative is that you propose LBTS absorb all the cost associated with the senior center and have the participation open to everyone that you desire. The funding that LBTS would no longer be eligible for would be available to other municipalities that followed the CDBG guidelines.  Respectively submitted ” TM EC…


Before this writer submits my opinion …included in the agreement package was the following…

“Agreement Between Broward County And Lauderdale-By-The-Sea for Senior Center Activities And Operation In The Amount Of $24,275 Providing For Funding And Administration  Of 35th Year Community Block Grant Programs”…

“Exibit A” –

“Project Description” The Senior Center Activities Project will provide activities for seniors including computer classes and water color classes, tap and line dancing, beginning and intermediate bridge classes, exercise and yoga classes. A provider will be contracted to provide the activities for seniors who are 60 years and older.

As of September 30, 2008 activity enrollment is 5,465 and there were 414 seniors registered in the Senior Center Programs. The scheduled class activities last fiscal year was 972.

One of the methods that will be used by the provider to measure participation is to count the numbers of seniors who participate in activities. The goal each month is to serve (80) clients and when registering for programs, seniors must show proof of residency.

This project is to provide SUPPORTIVE  services for LIMITED CLIENTELE located at the Jarvis Hall 4505 Ocean Drive, Lauderdale-By-The Sea, 33308″

The CDBG Funding Source will ASSIST the Town of Lauderdale-By-The-Sea to contract a provider to administer the activities of the Senior Center which will cost the Town $57,750.00 annually.

NON-CDBG Funding Source (s)

The Town of Lauderdale-By-The-Sea will contract a provider to administer the activities of the Senior Center

General Fund $33,475.

The Town of Lauderdale-By-The-Sea will provide suitable space and use of existing resources to provide classes and activities. Use of the space to conduct these classes and activities will be held approximately six hours per day, five days per week throughout the year. Utilities, maintenance and insurance will also be provided.

General Fund $28, 875.”

There is also a monthly progress report “Exhibit D” which includes the following …

Response- ” Successes include a steady increase in the computer classes and daily activities.”

“C.4. Anticipated problems or concerns with project. Please identify technical assistance needed and/or requested from Housing and Community Development staff.”

Reply- “There are no anticipated problems or concerns with the Senior Center activities program. IT CONTINUES TO BE ONE OF THE MOST POPULAR PROGRAMS THE TOWN OF LAUDERDALE-BY-THE-SEA OFFERS ITS CITIZENS.”

“C.5. Anticipated advertisements and/or other contractual service. If so, has the Housing and Community Development staff been advised and appropriate steps taken to assure compliance?”

Reply- “N/A”

“C.6. If applicable, please complete the following Direct Benefit Report Form on all program participants.”

Hmmm…  The Town Manager responds to Commissioner Dodd “The alternative is that you propose LBTS absorb all the cost associated with the senior center and have the participation open to everyone that you desire”…(Can’t ya just hear her tone?)…”That YOU desire!”…YIKES!…

I wonder if the Town Manager has indeed spoken to the Town Attorney on where we stand since the Town Attorney offered up no counter to the offer to”split” who falls under what category with this grant when discussed at that meeting…After all, the Town is supplying the larger portion of center’s funding and it seems this very important question should have been looked in to. It is far more than the attorney’s time used on the McIntee-Silverstone-Clottey-Colon driven “anonymous letters” or “Greenfest” used to go after the Mayor!…If the Town Attorney and Ralph Stone, the Director of the Broward County Housing Finance and Community Development Division both agree we cannot cover those who have actively participated in the Senior Center activities any longer…YES… we do need to say goodbye to the $24, 275 Broward County Grant and the Town should take the program over 100%… We have the funds …This current majority and Town Manager have used funds for items that had a much lesser impact than this!… Here’s just a few…The Pelican Hopper… The consensus prior to pre-election mode “campaigning” from the dais was that if the costs were to be increased to the town and the ridership was to remain low…get rid of it…The loudest respondent at the time was Vice Mayor McIntee…Never mind that…the item was never put back on the agenda when the dollar amount came back in the Town Manager report…It was just magically and unilaterally put on the 2009-10 budget as a done deal…A recent letter from the county again says the ridership is too low…(no surprise there)… For this fiscal year the taxpayers will pay approx. $43, 758 …Same goes for the still stagnant in the 2nd year McIntee -driven swimming program at the Public safety building, in  the budget for $12,000 .. .and the $10,000 for the Clottey Concert series……How about the N. Tradewinds blacktop passed 3-2 (McIntee/Silverstone/ Clottey) for over $50,000 etc…etc… etc.. If need be …let the commission direct the Manager to come up with an annual fee for the program.. at a reasonable rate…

The Town Manager true to form, curtly answers Commissioner Dodd  that if we let those under 60/non-residents back in and cover the costs without the county grant…(if the Town Atty. and the HFCD Director agree) “The funding that LBTS would no longer be eligible for would be available to other municipalities that followed the CDBG guidelines.”… Where in the heck are her priorities?…It was after all her staff that stated…”IT CONTINUES TO BE ONE OF THE MOST POPULAR PROGRAMS THE TOWN OF LAUDERDALE-BY-THE-SEA OFFERS ITS CITIZENS.”

So perhaps, the Ghost of Christmas future will make a special stop tonight…and show “Scrooge-ette”…the error of her ways!…

Dear Readers …… as we approach the March 9, 2010 municipal election in LBTS it’s time to ask that tried and true question …are we any better off today than we were 4 years ago?… Here we are approaching 2010 and what have we had on the commission agendas  are the same old items…but instead of moving forward…we have been stuck in the past, especially when it comes to the town’s infrastructure and capital improvements!… It’s time for a change…It’s time for town boards to be filled with residents that can get us back on track…without the expected “fearmongering” from the Furths -McIntee and Silverstone screaming “developer” at anyone that is looking for a full fledged plan…We are at that juncture again with the 2005 Master Plan needing to be replaced…whether by “tweaking” it or starting over…This all important election will provide those people who will spearhead the Master Plan Steering Committee and the Planning and Zoning Board as we deal with this …It needs to be done right…It needs to be done with input from those that were not around for the last one…as well as those that were to be provided all the materials that sit on the shelves to see what’s come before them… This was repeatedly asked for by Commissioner Dodd and this writer…(prev. posts)…and was ignored by the current majority on the dais and the current administration for the last 2 years…..It needs to be done with the right people on the commission and the right people in the administration… so that 5 years and 8 months from now…we can answer that tried and true question in the affirmative!…..


“The Town’s Master Plan Steering Committee has worked hard during
the past year reviewing proposals and recommendations that will
affect the future of our Town.
The Town Commission first held a workshop with members of the
original Master Plan Steering Committee on April 20, 2004. The Commission
agreed that the “T” — basically Commercial Boulevard from the Intracoastal
Waterway to the ocean, including Basin Drive, and from State Road A1A to
the ocean — should be a priority for study and recommendations.
Since that time, the committee has held 18 public meetings. It has also
met jointly with the Planning and Zoning Board and three times with the
Master Planners, prioritizing them as high, medium and low.
The committee concentrated on El Mar Drive, primarily because of the impact of three redevelopment
projects. After much discussion of various alternatives, it was decided to ask the Commission to consider:
• Placing overhead utilities under-
• Installing a new drainage system.
• Reducing the two lanes of traffic
on each side of the median to one.
This would allow for construction
of 8-foot sidewalks, 4-feet of land-
scaping, 2-feet of curb and gutter, a
4-foot bicycle lane and a 12-foot
driving lane.
The Commission agreed to this concept and a Master Utility Plan is currently underway. Developers will
be responsible for making these improvements to their properties fronting El Mar Drive.
Several meetings, including ones with the Town Commission and the
Planning and Zoning Board, were devoted to discussing the Goodkin Report, an evaluation of the socio-
economic and land use issues facing the Town, particularly in light of the replacement of
hospitality units with condominiums and townhouses. Goodkin Consulting’s recommendations are still part
of an ongoing discussion among Town officials and residents.
The Master Plan Steering Committee approved a design that was forwarded to the
Commission by the Gateways Committee for placing 14-to 18-foot high pelican “totems” at entrances
into Lauderdale-By-The-Sea on Commercial Boulevard and A1A.
The concept was informally approved by the Commission. A conceptual plan for a pavilion at the
end of Commercial Boulevard was also approved by the Master Plan Steering Committee and the Town Commission; it is currently in the
design phase.The Committee was asked to make a recommendation on the location for a new public safety building for police
and fire services.The Committee recommended this building be placed on the south side of Town Hall where
the current Public Works Complex is located. The Town Commission placed a 180-day
moratorium on a block between A1A and El Mar Drive, bordered by the alley south of Commercial
Boulevard and Datura Avenue. The Committee indicated to Town Planner Walter Keller, who
is preparing a study of three alternatives for this area, that retail on El Mar Drive would not be an
appropriate use. ■

There’s a new town manager in Lauderdale-by-the-Sea — and her intent is to work with commissioners to bring the seaside community of 7,000 people closer together. Esther Colon, the town’s seven-year finance director, recently was unanimously selected to replace longtime Town Manager Robert Baldwin, who resigned May 6. Baldwin left to be Lake Worth’s interim city manager but also is a finalist for the Pompano Beach city manager position. Colon, 53, said she plans to work alongside commissioners to improve the town and finish ongoing projects.”

Here’s The Scoop … A McIntee Free Zone …. “Good Guys” … “Yodeling” Without Strings Attached ….

Dear Readers … while many claim to be  “Switzerland” here in Lauderdale-By-The-Sea…Dave Gadsby and the Village Grille and Pump are still the real deal…Last night was no exception…We heard by word of mouth…the “Good Guys” were coming together to cheer in the holidays at this local cornerstone establishment courtesy of Dave and his first-rate staff…Those “Good Guys” in the room included Candidates Scot Sasser  and Chris Vincent…along with Commissioner Dodd ….As is always the case when entering the Village Pump warm welcomes were forthcoming and a good time was had by all!…There was music, food and drink…and plenty of lively conversation…….. But even here in Switzerland politics can’t always stay at the “border”………. Last night was no exception…somewhere around hour 2 we had ourselves a center floor show-down of sorts between a succession of well informed invitees and one Pesky “Nut” calling him out on his recent double dose podium “Greenfest gripes”…  All eyes were on the possible CIC- candidate backed for another run for elected Town office …From the “Peanut Gallery”….note to the Furths, you may want to reconsider!…..The VFD had a few off-duty members who were all still receiving congratulations……M.I.A. again was the former Deputy Chief./Vice Mayor…..a fact that was met with cheers”  from  “Good Guys” all around!…The new president of the VFD Kenneth Johnson took the time to explain some post-McIntee changes being made to move the department forward…Training will be done by different trainers as well as training in Coral Springs…(something this writer heard McIntee thwarted in during his reign)… The Deputy Chief and Battalion Chief will decide what medical calls the VFD will go on…after the members arrive to the station… Johnson said the McIntee-Silverstone sales pitch we all bought for 2 years concerning  firetrucks not going on medical calls to sell us AMR  vs. BSO  was  false according to a Supreme Court ruling 2 years ago ..He cited some information and I have asked him for it…and will make a PRR to the VFD to clear  up this bone of contention concerning assists on medical calls up and set the record straight… The incident reports have been reworked to bring them in line and up  to par…(prev. posts concerning an ineptitude found in what we  told would happen after a call and the sub-standard incident reports posted on this site…days late and often in conflict with the CAD report)… …..A laptop computer is now installed in  the Chief’s car to assist with the process… Johnson alkso said the ISO is expected back in February and Johnson thinks with the new canopy and the changes now being implemented we are possibly on track to get rating  of 2!… Now it goes without saying, if the LBTS-VFD is awarded a 2 rating from ISO before March 9th that would put the final nail in the McIntee’s coffin ….and affect his “pallbearers” as well….For this writer, after talking to FF Johnson, there really is a need for all of us to be re-educated about the new VFD in terms of operations, goals and service to the community…and not through a glossy appeal for Booster funds to pay for more BTSTimes back cover ads….(Can Johnson put a stop to this McIntee directive as well?…prev. post VFD minutes- ads pd to the BTST Editors Furths aka VFD photog Furth aka McIntee BFF/ another “not a nice guy”)… It’s a  real opportunity for the new leadership to continue to get more positive P.R. without any egos getting in the way to overshadow them! …All agreed last night …the “Peanut Gallery” will be out in full force at both commission meetings in January to see who is who for the March 9, 2010 election and to watch with great interest , the new VFD leadership when they are called to the podium to see them in action as we also cannot wait to see whom they will be questioned by on the dais… Commissioners offering great support or a few “has-beens” expressing sour grapes… For a little preview … it’s Christie and her “Gang”…

The evening wound down with dinner for some …more conversation and drink for others…and the “Good Guys” saying goodbye…happy holidays and offering a big thanks to Dave Gadsby and the Village Grille and Pump… a little piece of “Switzerland” right here on the corner in LBTS !……

Here’s The Scoop … Scene And Heard Around Town … UPDATED …

Dear Readers …As we countdown the days til Christmas and New Years appears to be the calm before the storm… The town as of Sunday…was a little too quiet with patrons, diners and tourists … At Town Hall…the sign on the Senior Center is still in place…and the disdain over it is  far from growing old… The more residents in the south part of town that hear of the McIntee-Silverstone-Clottey vote for the Oriana million for those few south-end medians…are not expected to remain quiet come election time in March … The car burglaries have moved north…last night it was Silver Shores…LOCK  EM’ UP…call BSO and check if anyone has cameras that record ….The renovations are in the works for the BSO portion of the Public Safety Building… Mr. “never met a change order he did not use.”…Walter Keller, the former Town Planner is back with the Broward County Planning Council letter to our Town…and is to address the re-certification process …Thought he was done in this town per McIntee -Silverstone and Colon?… The last day for the commission to put anything on the Jan.12, 2010 agenda is Dec. 30th… In the Dec. 10, 2009 Sentinel was what we too might see in the future with the new VFD leadership in place …an RFP for Pembroke Pines  for “Fire Department Rescue Truck RFP# Fl-09-10…Yep, that’s how it’s done…Public notices in the papers show on Dec. 13th in the Sentinel Request For Qualifications RFQ 09-12-01 for a qualified engineering firm or individuals to submit letters of interest/statement of qualifications for consideration to provide general civil engineering and landscaping services for the design of the FDOT program for the enhancement project FM-418022-1 on SRA1A from Pine Ave to Terra Mar Drive. They have until Jan. 14, 2010 at 2pm at which time they will be publicly opened in Town/Jarvis Hall … but not read aloud …Looks like we have company for March 9, 2010…with Pompano Beach having municipal elections for 3 commissioners  Districts 1,2 and 3…to serve for 2 yr. terms and a Mayor- At Large who serves 3 yr term…In the Dec. 20, 2009 Public Notices in the Sentinel LBTS has 3 …(Invitation To Bid ) ITB 09-12-04 sealed bids for plumbing services agreement 2010 “to be publicly opened and read soon thereafter” on Jan 21st at 2 pm Town/Jarvis  Hall… The second ITB 09-12-03 same as the plumbing…same time to be opened and read…and the 3rd is a RFQ 09-12-02 (Thanks to Commissioner Dodd-to hopefully replace the longtime company we have -prev. posts…and the $200,000 TM unilateral 3 yr. contract) for “proposals from certified public accountants to conduct the Town’s annual audit and its statements and the annual audit and financial statements of the Volunteer Firefighters Pension Fund  notification of interest no later than Jan 7, 2010…sealed bids opened publicly and of course again, not to be read aloud at 2pm Town/Jarvis Hall…This one should be out on the internet as well….BSO arresting a man behind Sea Ranch Club this afternoon…on beach patrol with 2 officers that came from the front of the building…BSO keeping our beaches safe!…In the new Town Topics-AGANDA …Putting a Mc-Silverstone Colon-Furth “spin” on the dismal response to the Townwide survey they actually say by a margin of 2-1 the people are happy with the Town…get real!…They must have used the Comm. Silverstone-(Not a nice guy or a CPA) spread sheet!….The League of Women Voters request for all candidate questions to go directly to them was followed through on [email protected] (prev. post) SORT OF …they still allow them to Town  but…they cannot be anonymous…so therefore the Town will know what your question is !…… The TM went ahead and got a second date for the debates…The 2 dates February 16th and 25th at Jarvis Hall…She did it without the candidates (who do not qualify until Jan 4-11, 2010) input or agreement!..YIKES!…Here’s another question being asked …what has happened to the McIntee memorabilia hung up as an homage to the man in charge in the Public Safety building now that he is down for the count but not completely out?…Was it taken down?…Another one that follows suit……the $1000  Dep Chief ATV sign. has been out of sight…..Perhaps a bon-fire on a cold and chilly night?….Brrrrr..And finally…putting out the fire…with a call today to Pompano Beach Fire Department to the Asst. Fire Chief John Jurgle to ask about the Mc-Truth Deflector led- rumor ( we hear) of a “fear” by Pompano Beach to offer LBTS “mutual aid” now that McIntee has been dethroned …He gave a chuckle and emphatically stated it is not so! …They offer mutual aid to anyone unless they cannot due to being too stacked…and it matters not to them who is in charge of the VFD!… He added I can say I got that straight from the horses mouth!..and that dear readers is a wrap!…

He knows the Furths lost their height platform when the former Deputy Chief decided to go cruising…..He knows the Furths are looking high and low for new and old to run for the commission ……He knows “mean-spirited” McIntee came back home only to run for Chief of the VFD …..and he knows that in that incredible landslide loss…. McIntee finally took a bruising…

He’s Santa Clause so he certainly knows alot, …..He knows about the 2010 LBTS election coming the 9th of  March…..He knows the “Broom Boys” have again this year been very, very bad ……and he knows the voters in our town have a real choice in candidates for this brand new year with candidates for commission….Rosanne and Chris and Scot….

Here’s The Scoop … What A Difference A Week Makes ….

Dear Readers … Who knew that seeing one red command car…off this driveway and sitting pretty in front of the VFD Firehouse would bring so much joy to residents and firefighters?… This writer has been running into people all over town and the sightings of the once prized possession of former Deputy Chief McIntee are abundant… and positive!…The comments are one of wonder as well as relief…No more talk of seeing it racing down A1A …No more talk of seeing it running stop signs …And no more talk of jaunts out of town limits…It has been seen this past week being driven by the new Deputy Chief and the new Battalion Chief being driven with respect for the rules of the road…and the department!… It is also seen outside the firehouse with it’s holiday wreath on the front bumper rather than as a “perk” sitting in the driveway in the north-end of town… Talk about comfort and joy!…

Last night as previously posted was the VFD Holiday party…Early feedback was it was a huge success with almost the full commission (4 out of 5) joining the department…M.I.A. was Vice Mayor McIntee!…

What a difference a week makes…One week ago he was ousted by a landslide vote in his attempt to be the new VFD-Chief!… And while the Furths and the CIC welcomed him back into the “fold” within days of his loss despite the ego-driven gamble he was asked not to make by them, we guess old habits die hard….especially with the longtime Furth-McIntee connection…(prev.posts) …He is indeed laying low and staying away from the department, but he is not idle… Many say he is  “plotting” behind the scenes…along with his BFF Jimmy (He’s not a nice guy) Silverstone who showed up last night…..perhaps giving a full report back afterward?…

Just as the Mc-Furths pulled from the playbook of their former foe ( and new-found friend) with their pre-election tactics seen recently at the podium and in their paper…It is very telling that the McIntee-Silverstone plan…to go after the VFD  also “mirrors” the previous charges made toward the VFD prior to its demise in 2006…McInttee- Silverstone challenged former Mayor Oliver Parker with charges of fearmongering…which included the age of the leadership and questioning their response times and training ……McIntee and Silverstone stood up against  erroneous claims of concern from neighboring departments to offer “mutual aid”… (We hear the Thur. night drill, the 1st one after McIntee took a nose dive…was large for a Thursday night drill!)

Readers will recall that it was McIntee and Silverstone who repeatedly told the residents that neighboring communities are required to offer mutual aid…and it was McIntee and Silverstone front and center who called out those who made these type of charges for what they were… a calculated “nasty and evil” attempt to give the VFD a black- eye and disparage a longtime honored town tradition!… OUCH!…

With Christmas coming in a few short days the “Broom-Boys” will be sweeping up alright…the coal that will be in their stockings …bad boys!…
