…LIVE TORNADO DRILL TO BE CONDUCTED ON WEDNESDAY FEBRUARY 4…
Governor Charlie Crist, in cooperation with the National Weather Service and the Florida Division of Emergency Management, has proclaimed the week of February 1 through 7 2009 as Florida Hazardous Weather Awareness Week.

As part of this year’s Hazardous Weather Awareness Week, a live statewide tornado drill will be conducted on Wednesday morning February 4. Everyone is encouraged to participate in the drill. In particular, schools, businesses, hospitals and other places with significant public traffic are strongly encouraged to take part in this live tornado drill.

The tornado drill schedule is as follows:

All participants should consider themselves under a Tornado Watch as of 830 am EST Wednesday morning. Remember…a Watch means that you should monitor the weather and be prepared to go to a safe place in the event of a warning. At 1010 am EST, the National Weather Service in Miami will issue a practice Tornado Warning. The warning will be broadcast and alarmed on NOAA Weather Radio as an actual Tornado Warning, and will therefore activate the Emergency Alert System. By 1030 am EST, an all clear message will be issued, but it will not be alarmed. Once you have practiced relocating to your shelter, you may resume normal activities.

Since the drill will be issued as an actual tornado warning, radio, TV and cable stations may choose to broadcast the warning immediately. All schools are asked to participate, as well as businesses, hospitals and individual residents. Everyone should have a tornado action plan and should use the annual drill to practice moving to a shelter. This drill will test warning procedures throughout the state.

In some areas, overlapping broadcast coverage may result in multiple tornado alerts being received at around 1010 am EST.

Here’s The Scoop…1/27/09…LBTS Commission Meeting…Remain In your Seats…

LADIES AND GENTLEMEN TAKE A SEAT…….

As Jarvis Hall filled up and boy did it fill up…the extra chairs were brought out…filling the back end  all the way to the door…included in tonight’s audience “flashes from the past”…past Commissioners …past Candidates…past Commissioner’s wives…Newspapers…local…all 3 were in house…and the “Ordinance people” the people with a cause that made them mobilize…to come and speak…a culmination of their pre-Commission…e-mails…calls to Commissioners and petition gathering…with a video made to boot…They were here for fire inspections…..tennis courts…(outsiders stay on your side of the bridge)….boat owners…and the swale impacted….to overturn…change or table their particular thorn in their side…

We started with the pledge…the Invocation…with Rev. Hunsaker…fresh off his post-cockroach encounter of last Thursday once again asked for mutual respect and understanding…of the issues …while ignoring the personalities…Amen…

Presentations brought the pre-amble…to those sitting on “pins and needles” in their respective sections…aware that this was where it began…Would the gavel drop?…Were the warnings  to follow?….Deputies on your mark…get ready…go?….

As expected the Town received the excellence in Finance award…(any wall space left?)…with the Vice Mayor directing “traffic”…waving the Mayor over to receive the award…and saying the Manager should be there too…the audience discreetly said HMMM…”he’s a control freak”….

Mark Mitchell was next for his Hero Award…presented by the Mayor…He was humble and charming including all the various public safety departments…in his acceptance speech…

The Ordinances began…(and so did the campaigning…Broom Boys are in full campaign mode)…2nd reading for Fire fees was moved up to deal with Ordinance 2009-02 (previous  posts…agenda/meetings category)…..

What it came down to was this…a letter…a poorly written letter was sent out to the condos…causing an uproar ….with e-mails…calls and confusion over what category condos are operating under commercial or residential…Was the annual VFD fire inspection a duplication of annual inspections done at present…and why it was needed when in the past many claim BSO allowed certification from companies …this one was not clear…according to the Fire Inspector Chief Paine…there is talk in Tallahassee to change it… (Perhaps Chief Paine could offer Chief Perkins some lessons in proper behavior towards the dais…bringing the VFD Chief back to his senses with his own decorum… noticeably lacking when compared to Chief Paine…AMR Operation Manager Liddle…and BSO)….

BC…many concurred as we observed the Vice Mayor still talking…directing the Mayor…only to go on and lead the Fire Chief…who showed up utterly unprepared…and in need of new Deputy Chief McIntee to take charge…and take charge he did…going on to do the same with Chief Paine…leading the Chief in describing what he does and his discoveries while doing the beginning of the town wide inspections…that have started in the south end at the Fountainhead…all went smoothly according to Paine as he described the  problems found needing attention…Chief Paine was quite impressive…in his first appearance at the podium….

The residents came forward…addressed the above changes…asking for the ordinance to be tabled…

Commissioner Dodd finally got the point of EMS missing from the header dealt with…..which will most likely end up as its own separate ordinance…and offered up an alternative to tabling…accepting the ordinance…and then changing the resolution…the Town Attorney concurred that would work….

The Town Attorney said it could be tabled without incurring extra advertising cost…if a date certain was decided…after Commissioner Clottey  had made a motion to table……which failed 3-2…then went on to enact the Dodd suggestion…passes 4-1 Mayor Minnet dissenting…..

BC…when the Mayor wanted to 2nd Comm. Clottey’s motion she handed the gavel to the Vice Mayor…who failed miserably in his attempt to run the meeting…in the mere moments he held that gavel..it came down…he was “really bad” said a member of the audience…while others kept the date…to use …if he should decide to run for Mayor……YIKES!…

BC…..time to work on VFD P.R…..and letter writing…

Ordinance 2009-05…Tennis Anyone….this were the group that won the” get your elected officials to notice award”…with the inclusion of a video…with music sent to each….

They were new…they were sitting up in front…they had speakers that were clever…funny..charming and easy on the eyes…they stood to show their numbers…offered an increase that on paper looked like WOW!…(according to Commissioner Silverstone)…and walked away with the “keys to their kingdom”…their sanctum…the down tennis court would be free of any “outside influences”…”infidels leaving behind their sweat!”….They won’t have to share…

The Vice Mayor didn’t listen to Ms Boutin who spoke of the 7000 residents who pay to maintain the courts…and the non-residents who might  go from the courts to the businesses…he said he didn’t give “2 hoots about someone buying a soda”…acknowledging a resident as a “great organizer”…he declared…(before the others had their say)…”this is a done deal…nobody’s gonna vote for it…no sunshine violation….the audience just cringed….

BC…the Dec. Financial report shows…Recreation…operating expenditures for the year…$284,318.00…YTD…$22,685.43…for the month of Dec….$4,949.90…,,with the beach expenditures…shown separately at …$184,088.00… YTD…$40,960.14….with Dec. expense being…$13,559.23….

Commissioners did go along with it…as the Vice Mayor said they would…but that was not enough…he was on a “crass” roll…talking of opening up “Pandoras box”…saying he was “flatly against sharing…the audience snickered with “tell us something we don’t know”…delight…..while keeping our decorum….This one ended with an attempt by Commissioner Dodd to handle this ordinance the same way as the Fire fees separating out ordinance and resolution…but it was not to be…the attorney informed him the Manager was not a fan…of the separation…and Dodd did not insist or direct otherwise…

The Vice Mayor continued to interrupt…he just could not be quiet…and finally it was decided to do a draft on 1st reading with changes…no non-residents…and a $100 fee..(an increase from the proposed $53…,,passes 5-o…

BC….match point….(for those tennis readers…)….

Reports….Approved without question ….the Financial…and Development…(what about the $31 thousand dollar audit?…What about the warehouse…the 90 days was up on the real estate agreement…who is deciding where we go now?)…passes 5-0…

Municipal works… just some housekeeping with their summary per Comm. Dodd…passes 5-0….

BSO…the Vice Mayor speaking of a burglary in Bel Air…the chance it is like the ones in Pompano…and asking for “slingers” in the area from the police…when the Mayor added all neighborhoods should be included the Vice Mayor said it would bring unnecessary alarm…but the BSO LT. disagreed siding with the Mayor…gulp!…passes 5-0…

VFD…The ATV mystery is the topic of interest tonight…what happened to the town owned equipment…the stories going around don’t jibe…

We hear it’s a broken axle…happening on the beach…when it was stuck…and it was “floored”…requiring a repair…asked about the incident …before the meeting the Manager was unaware…the Chief told her it was “routine maintenance”….HMMMM…Commissioner Dodd asked the Chief who now reported it just died on the beach…it was the gear shift  the “yoke”…(in the audience some said the changing story was the “yoke”…)…..Commissioner Dodd asked if it was under warranty…the Chief said no…more answers of “I’m not sure”…they will need to pay for it…who is they?…

Onto the question of SOPs…guidelines…asked by both Comm. Dodd and Clottey….to which Chief Perkins answered they are a “living document”…and they may change them..not so fast….

It is this writer’s understanding that if the VFD changes their SOPs…Bylaws..Constitution…say perhaps deleting  Article 2 …section 9…”No officer may be an elected official in town”…may make the contract with the Town is null and void…and  a requirement to be renegotiated……..

Medical calls will continue per votes…and any bad behavior that might have been against those SOPs…by a certain “2-hat” Deputy Chief…observed…are “excused”….dress code for the Chief was discussed…Getting insubordinate with the Commissioner the Chief was wrong in his assumption that the shorts and flip flops from the prior meeting was cleared up….although there is hope that Comm. Dodd got through to the Chief about the medical call being too specific possibly violating Hipaa…(we’ll see)….going down hill  fast…the Chief’s answer about the status of Ocean Rescue Scot Fowler did not ring  true…and when asked about his dress requirement at a  fire…he was downright cocky…showing a behavior many inside and outside the VFD have privately acknowledged…as of late….passes 5-0

BC…Time for the Chief to act as the SOPs demand when addressing a Commissioner…and why no questions on the VFD response time change…per the report…Engine 12…Nov-0:05:40/Dec- 0:07:38….

AMR…The Vice Mayor touted their response times though….Commissioner Dodd asked about new equipment…and Brook Liddle filled him in…

The AMR-LBTS Commission Medical Review Committee…. has begun…on 1/6/09 Vice Mayor McIntee sat in and heard all about all the medical calls…

BC…this writer hopes AMR is still on call (pun intended) with my family’s request…no information on us…if anything should happen should be given…at these meetings…to keep with the Hipaa laws…previous post…

Also AMR now has the Hypothermia  apparatus…(previous post)…to help with hear problems…and as a followup…(previous post) to this writers contact with AMR…community programs…from CPR …youth…seniors and on are in the works….passes 5-0…

Town Manager Report..(.see previous post…”snookered” ..scoops agenda/meeting category)…also spoke of the Reef Habitat project…and the rebids for the VFD “awning”…with the lowest bid provided to the Manager being the one she will go with…Jones Awning….

Public Comments… comments ranged from  being a “Banana Republic”…the VFD …a response to the Vice Mayors Commissioner Comments by this writer…and the pavilion….2 gentleman who addressed the Vice Mayor as Vice Mayor…bully…and Jerry that were INCORRECTLY…shut down and turned away…names were reinstated…and there was no profanity  threat…the audience was quietly squirming…with “not again”….also INCORRECT…Peanuts not being allowed to speak on an item of business at that time…that was instituted way back when…even though his comments were on a removed already approved Pier access…(Peanuts is running…quite a few in the audience said )….and while we are at it…the time limit for Ordinances…are longer than 3 minutes…and the dais should let the speaker …who has not finished know…they can have their comments entered into the record…remaining comments were on the pier sign …the Vice Mayor’s code enforcement acts…and backup problems on El Mar…being more than Aruba valet parking with ideas offered to return to 2 lanes…and cutting back the median…along with using the Pelican Hopper for employees o get from cars parked to work…

Ordinance 1st Reading…2009-06….swales…was tabled…Feb 24th…after it was found not to include the paved swales previously discussed …etc…passes 5-0

Ordinance 2009-07…needs to go Planning and Zoning…will return in April…passes 5-0

2009-08…DA BOATS….The Town Attorney found out more than the year of annexation needed to be fixed…the Town went with the “pre-Beverly” “grandfathering in” …motioned and voted on by the Vice Mayor…After a return of the “Boat People”…to have their say…inform the incorrect ordinance…and ask for all to be included…it was so…with the boat owners in possession of boats as of Jan 2009…in Bel Air and Terra Mar…will keep them…there and only there…they can not pass it on..change homes…a one shot deal that will eventually lead to no boats…per Comm. Dodd with the Vice Mayor going along (Beware of wolves in sheep’s clothing )…passes 4-1..Comm. Clottey dissenting…

BC…will the next set of “Boat People” be those across from the condos?…They live in the north but were not included in this ordinance…OOPS!….

2009-09…Cover the inoperable boats with the addition of a “tarp” and “awning” something decent for those 90 days…ever the man who leaves you scratching your head…Commissioner Silverstone added his comments all boats shouldn’t be unsightly even during repair…HUH?.,…passes 5-0…

BC after this round of ordinances…the new rules will apply…a month between 1st and 2nd reading…per Comm. Clottey at last weeks round table…all agreed…the Administration will enact…

Ordinances 2nd Reading…

2009-01…parking meters…fees etc…passes 4-1…Silverstone dissenting…February 1st…the bags come off…

BC…what about the residential parking places…tacked on late in the evening …at the previous meeting?….

2009-03…Fire alarms…with public comment about confusion of charges for condos…commercial vs residential….unit vs common areas…with Chief Perkins speaking of approx. 20 a month..at a cost of $300 per…

BC…why not forget going on the medical calls…and use the false alarms for “training” instead?….

The Town Attorney said some work needed to be done…it was tabled until 2/24…passes 5-0…

2009-04…Campaign Finance Restrictions”…new …including a $300 limit (less than the state’s $500)…and despite his assertions of “cheaters”…Commissioner Silverstone should look to his CIC pals…for it was they who advised it is LEGAL…and it was enacted at their request…and done by many…including his BFF for the new Commissioners beside him…each family member can give the allowable limit…and also gave to a PAC..as we did with the CIC…..passes 5-0….

Consent Agenda..

a/d/f passed 5-0 no discussion….d. Wings has 6 apartments…and only needs 1.5 parking places as apartment vs condo…HMMM….

b/c THE TABLES….Aruba…and Athena…Aruba was approved first…and playing his “familiar game”…the Vice Mayor threw Athena a”bone”…passed their tables after “messing with them big time”…”Boys” it ain’t over yet…be prepared…passes 5-0

e…after brief inquiry …and a request for an RFP at the next meeting by Comm. Dodd…a 90 day Waste Management extension was passed …5-0…

Here’s The Scoop…LBTS 1/27/09 Commission Meeting…Snookered?……

Wow…what is the deal with the pavilion…now taken off the table…through a brilliant game…played masterfully…I’ll give you that…putting the past administration…the past majority so often  accused of  playing games… to shame…game and point…(excuse the tennis inference thrown in for good measure)…

Here’s the low-down on “Pavilion-gate”….

This writer walked in to the hall to see 2 boards up with renderings…and Steve d’Oliveira…back for round 2 on the computer…gearing up to show a  video…for Sept. 11th he said…following instructions  from  the Town Manager ….

A close look at the renderings showed…a rendering from 1993…open air with a clock…( meaning nothing)…and a large Ocampo black and white rendering of the pavilion without walls……( not the rendering shown onscreen on March 25,2008 video…in the power point presentation……on the 1st date used by the Manager to say it proved the Commission saw it…it did not…previous post…)…

Well I approached John Olinzock Assistant Town Manager…who was quite “prickly” to say the least…he told me the Ocampo rendering was on the table at the bidding and that I had seen it…I responded I had not…it may have been there …but I did not see it…he cut me off saying he’d save it for the meeting….

A resident came up to a Commissioner’s wife before the meeting…after looking at the renderings and said that there had been 2 drawings for the pavilion…made…(first I had ever heard that)….

I waited to see what was coming…and it came in the Town Manager’s report…one lame excuse after another…pointing fingers…about the hours spent…looking at videos…back up materials…that she could do no more…the  lack of bathrooms…. she followed the desire of the Commissioners for an open air pavilion and the student Edwin Forbes wanting it open…

All nice …and may be so…but…not what the Commission approved…the drawing shown on March 25th…had walls…the drawing shown in the Town Topics…Aug/Sept…walls…..and if it was wrong…why not a correction in the next Topic’s edition?…The wall version was in both LBTS papers and the Pelican….in color placed prominently in Town Hall…with walls…on the site…and in the hands of the contractor as late as December…with walls……

The Manager went on…saying if Commissioner Dodd was unhappy with the pavilion…. it could be stopped…but she did not know what else to do…she had a video she was ready to show…if he wanted to continue…Ahhhh…the performance…all backed down…no Steve..no video……she played her cards for sure…

Commissioner Clottey  spoke …saying all want the pavilion to go up…but there was confusion about the bathrooms…it will be an asset to the town….the goal is to get it up…

Commissioner Silverstone asked Commissioner Dodd….”why is it so important”… he wanted to know…”If we found out we didn’t vote for it but you’re still in favor for it there’s no issue here.”…YIKES!

Quite surprising to me…since it was the Commissioner’s fiancee’ that first gave this writer the heads up about the pavilion being too big…and thinking the Commissioners had not seen it….when the businesses were given time to voice concerns….previous post…

The “Green-Gate” Investigator…(the Vice Mayor)…said it is time to build the pavilion…spend no more time on it…if we didn’t get the walls in the right place…we can’t change it now……don’t waste the Manager’s time…(mark this guy with a big D for Duperman…and an H on the back for Hypocrite)

ORIANA….ORIANA….ORIANA….( wasn’t that Oriana’s answer keeping their extra footage?)….WOW!….

I came to the podium at public comments going through the litany of a time line…and the intention of finding out still ….when was the final decision made…and by whom…my right…to ask…and to write without being excoriated from the dais….although it probably fell on deaf ears…

Something still smelled rotten…and boy had times changed…for as this writer previously posted…can you imagine…Dear Readers…if it had been the old majority up there..with the old administration…and all this had occurred…who would be leading the charge…”to get to the bottom of this”…”protecting us all”…you all know……Duperman…..would save the day……..

All the Manager had to do…from day 1 of Commissioner Dodd’s request was supply him with the July 8,2008 Florida Department of Environmental Protection plans that were submitted and approved…along with the architects drawings…and a copy of the required pre-construction report…it would have answered all…it still it has not been provided….Why?…

Once home…since the video had been passed by…I made a beeline for the computer…to see what I might have missed on September 11th…2007…and low and behold on the town site…videos only go to December 2007…no videos of September 2007 are able to be accessed…Is it my Mac….or was it a ruse?……Pardon my heightened suspicions…but if it is not on their computer … as it is not on mine…the earliest video being 12/07….how were they going to show it….. if we had called their bluff?…

A look at the minutes…was the only choice…providing a review of what I had seen before……

It was presentations…item e…starting out with a problem with the power point presentation ….. page 5…

On page 6 the presentation occurred…this was the meeting with  Ocampo….. No architect had  yet been selected…it was the very meeting where Commissioner Silverstone changed his views (pun intended)…on the Brenner design…after using the “excuse” of no side views to appease the CIC members angry he  had strayed….the Brenner design…the arch  was shown…with changes made including restrooms for the handicapped…Ocampo was concerned about the bathrooms being too close to the restaurants…He went to the Forbes design…and indicated a problem with the roof …and birds…the third offering was the Ocampo version…cost effective …providing more shade…that bathrooms had been added  on the south side and the north side could be used for storage…

Discussion ensued from the Commissioners…about shade…and codes…from Vice Mayor Yanni…cost and views from Commissioner Silverstone…Ocampo told Silverstone the Brenner design would give the best view when compared to the Forbes design…Commissioner McIntee questioned the amount of people that would fit in Brenner’s…..Ocampo said 30…McIntee talked of shade…100% Forbes vs 75% Brenner…McIntee pointed out Brenner design limited east-west view…and Forbes allowed more seating…Commissioner Mcintee felt the Forbes design was a better design…Mayor Pro Tem Clark believed all plans lacked north south view and recommended the Brenner design for better ocean views…Mayor Parker wanted to know about concerts…Ocampo answered either….Mayor Parker preferred the floor in Forbes design and asked if it could be incorporated in the Brenner design…Ocampo said it could…

Mayor Parker made a motion to use the Brenner design with the inclusion of Forbes floor design…Mayor Pro Tem 2nd it…Commissioner Silverstone wanted to see more ocean and preferred the public vote on the designs before the Commission…the Commission did not think there was time…Commissioner McIntee said to go with the majority of the people…allowed the residents to express their preference…between the 3 conceptual drawings…there were 4 in favor of Forbes…16 in favor of Brenner…and 3 in favor of Ocampo…a vote came with 3-2 with another vote of 3-2…..the Forbes design winning…next up Sept. 25th and the Architect decision…(previously posted…scoops category)…

These designs were included in the materials sent to the commissioners last month…the Forbes design had walls…the Ocampo  design had walls…

This 3rd “attempt” to provide the answer …like the previous two  ( March 25,2008 & July 8th,2008)…falls short…

NEXT…oh I forgot…there will be no next….this one was swept under the rug…as they pulled the wool over our eyes…snookered…hoodwinked and duped?…

‘Successful Citizen Advisory Boards and Committees Workshop
The City of Plantation will host an advisory board workshop on January 30. The workshop will cover the do’s and don’ts of advisory boards, and will explain how to resolve conflicts and build relationships. Participants will learn to channel conflict into constructive cooperation as well as solve problems, save city dollars, build support and utilize citizen volunteer time productively. Elected officials, advisory board members, administrators and anyone who works with their citizen boards and committees should attend. The workshop will be held from 12:30 p.m. – 4:00 p.m. Registration is $45. The registration deadline is January 23.

Each year, the League holds four of these workshops in different areas of the state. If your city would like to host a workshop, or to register for the January 30 workshop in Plantation, contact Jan Piland ([email protected]) at the League.’

David Nixon is in town…back from beyond the town limits…to take in the fresh air…sunshine and best temps around ….

This writer ran into Mr Nixon over the weekend…and spent some time…getting reacquainted…in all thing LBTS…political of course….so last nights MPSC/P & Z combo meeting was the second time ….. As the meeting wore on…..going off topic …droning  on…Mr Nixon had “that look”……but David’s “look” of “deja vue”…was nothing to compare to the “look” coming from the far end of the table…where the “seasoned: MPSC members sat…eyes glazed over…..with looks that said …(if  cartoon bubbles could be seen above their heads)……just how long does one stick around for fulfilling their civic duty?….

It started off well …with some “housekeeping…including the congratulations to Vice Chair Sandra Booth…being honored next month as a woman of style and substance for volunteer work…(from Sentinel)…

Chair Paul Novak introduced Mayor Minnet to address the lighting issue on El Mar ..one of the “assigned” issues from the Commission…(according to the Oriana development deal the million can only be used south of Commercial)……The Mayor is in the lighting business and spent some time explaining the correct way to deal with the two emerging problems that face the area…turtle season and the turtle foundation…(link below)…and pedestrian walking…making both happy and safe…..she recommended low level lights…which would be similar to what is in place at El Prado Park and at Oriana……but less bright……less noticeable……in the application…for her professional opinion is ….good lighting should be done in a way where you get the benefits without the prominence of the fixtures…. using the overwhelming design of lighting at Oriana as an example of what not to do……discussion ensued about alternatives…street lighting…shielding…bollards in the sidewalks…sidewalks and bollards with lights in the medians….all to be taken into account…with the planning…she advised the committee to take a look at Boca Raton…Red Reef Park..( link below)….to see what they have accomplished…and the committee decided to enlist the input of a woman who came to a previous committee some years back…

Sandra Booth …. the Vice Chair brought exciting news to the table…she was successful in her quest to ask once more for the Fort Lauderdale Art Institute to have their students use a project in town for their class project…a big deal…especially after the pavilion did not end up as it was designed by A.I. student Forbes…and the lack of acknowledgment of their role …on the construction site thus far…(to be remedied by the students themselves)…

Sandra met with Winston Menish…the Industrial Design Instructor on Dec. 23,2008…and then went to the school on January 12th,2009…to explain the project…El Mar Drive…and although none of the students knew LBTS…they were very excited to do something in a beachfront town…as their big project for the semester…ending in March…

The committee was also excited…and agreed to move forward…to do much the same as they did prior with the pavilion…to put together a “book”…a lunch…and parking…and instead of a contest offering up a fund or scholarship to the winning student…They will meet here on February 16th…giving them a similar time frame to complete their work…5-6 weeks as the pavilion students had…and will return with clay models and drawings…

The final topic for MPSC to address on the agenda…….grants…acknowledging with nothing really out there …it was time to move on…with P & Z…the questions that were finally answered…sub-standard in this writer’s opinion (previous post…scoops & boards)….

Peanuts Wick…P & Z Chair briefly went over the letter…(in the previous post in its entirety)…and then it began…the record needle was stuck…the “usual suspects” did their 33 foot number…with Marc Furth…arriving late to say….”why are we here”…”what are we doing”…all the while rewriting history…saying the election was about the Overlay Districts…HUH?…Occasionally Cristie Furth…”bent a little”…about 33 feet on the east side with room for “doo-dads” on the roof…44 feet on the west…with perhaps 44 feet on A1A…not understanding the uninhabitable 1st floor ….(perhaps tonight commission meeting Quasi Judicial single family home will enlighten her to the State’s rule?)….and talking of underground garages to keep the development seaside in check…a point others at the table shook their heads at…for it would be cost prohibitive and a Tallahassee nightmare to get approved…the fear for the Furths…the town’s people might actually vote again for 44 feet…because they really meant it…

What would really make the Mc- Furth Gang take cover…perhaps the voters should be allowed to vote for 15 stories in the north while they are at it…and Overlay Districts…on the ever expanding “laundry list” referendum that is bandied about…

One interesting comment came from Peanuts Wick…a private referendum…we hear the cost is $13 thousand for one…less with a mail in…could there be citizens willing to do such a thing?…HMMM…….

Don’t think it could happen?…well ….new at the table P & Z alternate…Dennis Ritchie…who pointedly said this decision for removal of the Overlay Districts was political…a point many concurred with…

More substantive  points came few and far between …with Peanuts again…showing his “cahonees”…with the Furths…something few have seen in recent months…calling them on their “convoluted ideas”…”knowing where they stand”..  (33 feet)….as he  went on ….speaking of setbacks…stepping back for heights…with follow up from Bill Hubly about tax bases…developers VS residents……dealing with ratios…Bob Eckblad discussed looking into Vero Beach.and Atlantic Beach…in Florida…..( link below)…and other towns with 35 ft. height limits…

Talk was sidetracked with the parking issues…the mixed use on Commercial…the restaurants with their too  low costs for use of  sidewalk seating (per Marc Furth)…perhaps buying the property for sale across from Oriana  with a bond (again, Marc Furth)….Wings driving out the small T-shirt shops…(per Paul Novak)…with one in his own building by the beach on Commercial closing in July….and businesses going out on Commercial…by the VFD which is moving out of that location……naming the the flower shop…(per Bill Hubley)…..

Clearly having enough, and perhaps looking down at the other end of the table….Peanuts once again said they were “spinning their wheels”…”going off point”…but  not soon enough…for the Furths…to throw out more untrue statements…with Cristie Furth stating Commissioner Dodd was for returning to Overlay Districts…no green area and 44 feet…producing a “flashback”  for this writer…. during such an outrageous claim…the e-mail of “warning” sent  pre- campaign from a former elected official…(with a connection to this committee)…who knew all too well…what was seen here tonight…(unfortunately I did not listen)…..

Barbara, as a friend I would advise you not to be taken in by Christy Furth.
Christy has her own ideas as to how to do things but many time they are nothing more than disruptive and counter productive’

Old habits die hard…and at this meeting that was quite apparent…

Back to the meeting…it came down to this……they would go back to the Commission…for more direction…they would get a hold of the building department…they would ask for the codes…(link  with ….Articles 2,3,4,6 & 7)….http://www.municode.com/resources/gateway.asp?pid=14431&sid=9...they will look at the recommended areas…..and contact the people discussed for the project….Paul and Sandra would get the items together for the students…and they would all meet again…the 3rd week of February…..on Tuesday at 7 pm……

Mr. Nonsense says….”Jane Doe is out of order…1 warning…next you’re out…that will stop it….demand discipline…from Jane or John Doe!”….

Listen up you “hoodlums in the Peanut Gallery…you “Bullies”…You Gigglers…the gavel will drop…points of order will be called…a vote will be taken…the deputy will escort you….for it is the audience that is causing the problem…get the hall in order and problem solved!….

Looks like the audience did not buy what “Mr Nonsense” AKA…The Vice Mayor…AKA…Deputy Chief VFD…AKA “Duperman” was selling….OOPS!…

Lets start at the beginning folks….it looks as if this special meeting may have been called illegally…YIKES!…

According to the Town Attorney…after being asked by the Mayor to explain a special meeting Mr. Abbott described the 3 ways to institute 2-18 of the code of ordinances…the Mayor can call for it…the Town Manager can call for it…or 2 Commissioners…HUH?…

This writer knew that Commissioner Clottey called for this meeting…after consulting with the Town Attorney and being told to call the Town Clerk to call the other Commissioners to set it in motion for a quorum…HMMM….

So naturally it was quite strange to hear that Commissioner Silverstone was the second Commissioner calling for the meeting?….

After Commissioner Clottey spoke…Commissioner Silverstone wanted to set the record straight…he did not call for the meeting…he responded to the request for the meeting…

So should this have taken place?….

The Peanut Gallery would probably have  said “no” and would have been happy to “bail” right there and then….ARGHHHHH….

Moving forth…Commissioner Clottey began…saying several people had contacted after the last meeing (Thursday 1/23/09…previous post…agenda/meeting category)…she spoke of it being “not a nice meeting” and recalling meetings from the past when she was a member of the audience (peanut gallery) and hearing Commissioner Silverstone call the meeting “better than any reality show”…she spoke of watching Parliament…and the man that threw the shoe at President Bush…and then spoke of how meetings should be run fairly…with the opportunity for the audience to respond…that it is sad…she went on to recount a problem in the audience that evening (Thur…peanut gallery)…and the suggestion that the camera be on the people so those at home could see what was going on…perhaps making those people think twice…about those that constantly talk…laugh…and the need for someone …the police to give warnings…”We can’t continue on the way we are”…She went on “I lost it once”……that the dais members need to ignore it and let the person talk…express their opinion…no ridicule…”It’s not what you say…it’s how you say it”…think about certain rules ….”This is not a ghetto….a community of hoodlums”…(Which produced some laughs from the peanut gallery…as they looked at Mr. Nonsense….Touche’….

Commissioner Silverstone after clearing up his non-role in the pre-meeting planning…spoke external conflicts and influences…saying the Mayor should use the Sheriff  to give warning and then toss “them” out (the peanut gallery)…Roberts Rules of order must be used…each member of the dais has a vote…the Mayor controls the meeting…and it is not being controlled the way they should be…..you’re being misinformed …not doing your homework…and reacting to outside influence…seems Commissioner Silverstone could have easily phoned his “bite of the apple” in as it was the same “I don’t prepare my comments” comments we have heard at almost every Commission meeting…UGHHH…

The Mayor tossed it over to Commissioner Dodd…who said he would go after the Vice Mayor (Mr. Nonsense)…BUT…Da Vice Mayor wasn’t havin’ any…”you go first”…insulted by the “hand-off” from Dodd…

After Commissioner Dodd said he had nothing prepared…and seeing the Vice Mayor (Mr. Nonsense ) had some notes and Roberts Rules…the snide (HMMM  decorum was the topic…right?)…McIntee insinuated that Comm. Dodd not being prepared was part of the problem (was this the same Vice Mayor that lost it when Comm. Dodd showed up at the 1st pre-meeting some months ago …with notes…saying by being “prepared” he was “trying to make me look bad”…Oh…Mr. Nonsense…short term memory?)…

The Vice Mayor said he had studied Roberts Rules…the went onto to blame it all on the peanut gallery…the Jane and the John Does…the lack of the Mayor using her gavel…listening to points of order…calling for the Mayor to tighten control….and if she did not…remove her gavel…A HA…Mr. Nonsense…wants the Mayor rendered gavel-less…OUCH!…

The Mayor showing how much she has grown in this job ….much to the Mc-Gangs disdain…toned it down…and asked the Town Attorney to explain what it meant …”out of order”…and not “recognizing” the Vice Mayor…

The Town Attorney spoke on the improper conduct …point of order…when you can interrupt…not require a 2nd…that the MAYOR is the presiding person…she can deny or grant …making the final decision …the dais can appeal that decision…with a motion that requires a 2nd …discussion and a vote….

The Mayor went on to ask what if the disruptive behavior aimed at the peanut gallery was taking place from someone at this end of the dais…with a nod to Mr. Nonsense….the Town Attorney replied the dais is not exempt…point of order ..just the same…consistent with the LBTS ordinance!…

Commissioner Dodd took his turn….saying he put together his thoughts…and the Mayor was doing a good job…he did not want to hear a lot of gavel banging …respect on the dais will bring respect of the audience ( peanut gallery)…he spoke of accusing people in the audience…that they should be allowed to speak…

Commissioner Clotty must have stopped listening …after Commissioner Dodd said the Mayor was doing a good job…because she thought …wrongly so…that Commissioner Dodd was saying they had no problems…and was “sweeping it under the rug”…

Mr Nonsense…became Mr Cop…inserting himself…out of order…into the repartee…calling it a “fight”…ignoring the Mayor’s ruling…asking him to refrain..the peanut gallery made a collective…”there you have it” sigh…there-in lies the “problem…Mr. Nonsense”….case closed …(cop-pun intended )…

The Town Attorney probably said the most profound statement this peanut gallery member has heard come from since he was hired…”Not all the problems will be found in Roberts Rules”…

The Mayor had her chance to speak…saying she will brush up on Roberts Rules….correctly (are you listening Commissioner Silverstone)…..about the rules being for the minority…respect…on the dais…in the audience…personal attacks…(Mr Nonsense)…different personalities…confrontational…and non…allowing them to speak…and moving on…vowing to hold a stronger meeting…with business moving forward…

Commissioner Silverstone…went next …to say Roberts rules are for the majority….(not says those in the Know…)

Commissioner Clottey again spoke of a “bully” in the audience….

The Town Attorney said the Deputy in the back could address such challenges…

And…Mr Nonsense..chimed up…1 warning is reasonable…2nd you’re out!…

The Mayor spoke of the parameters…perhaps foreseeing…a flurry of “nonsensical” calls…coming her way tomorrow night…. as Mr. Nonsense…takes aim…at the Peanut gallery……(Watch out Jane…watch out John)….

And the peanut gallery responded… “NONSENSE….he’s the problem”…

Mr. Nonsense …what a nut!…
